Councifman�Sheridan called the Board of Equalization Meeting of June 25, 1970
to order at 7:30 P.M.
The Council and audience ,7oined in say�ng the Pledge of Alle9iance to the Flag.

Mr. Jim Thayer, 377 66th Avenue NE, thought the valuation on his home vaas too
high. Mr. Sheridan asked what Mr. Thayer's present valuation was. Mr. Herrmann
said that it was $30,480. Mr. Sheridan asked Mr. Herrinann to exp]ain this
increase Mr Herrmann then said that we have revalued District 14 and the �
values have increased approx�mately 25%. Mr. 7hayer also brought up that last
year hts valuation was $23,835, and why should his valuation go up $7,000 in
one year. Mr. Herrinann then noted that an add�tion was valued at on]y 80%
complete at the last assessment, four years ago, and this year it is at 1D0%.
Mr. Thayer then asked vahy there was an increase in his taxes last year, and it
was expla�ned that there was an �ncrease in iand vaiues only,which are increased
every two years Mr. Thayer asked if there was anything else added 6esides the
addition that would increase his value P4r Herrmann said that there was noth�ng
else added. So it was the increase in size and the comp]etion of the addition
that raised his house value. Mr. Thayer asKed whati part of the $30,480 ts land.
Mr. Herrmann sald $5,220 for land and $25,260 for structure. Mr. Thayer said
that this was a pretty significant increase in value 6ut in view of the
explanations given, he would accept it.
Mrs. Ervin Layland of 5331 5th Street asked what her property was valued at.
Mr. Herrmann sa7d the value is $13,080 Mrs. Layland said she has only received
an offer of $3,900 when she tr�ed to sell it and the renters she gets are not
dependable. She could not see why she should pay almost $800 taxes. Mr Hernnann
said there is a value of 53300 on the land and this is a 10% increase It was
noted that this particular house is in an area that had a blanket percentage
�ncrease on the structure Mr, Sheridan said that it would be hts recomnendaiion
to ask the County and C�ty Assesscrs to go to Mrs. Layland's house and reassess it.
Mr Sher�dan sa�d that Mr. Herrmann should let her know if the $13,080 value
should stay as it is or if it will be reduced. Mr. Sheridan said that if the ,
$13,080 value is left as ts, Mrs Layland could pay half her tax in protest and
this woultl require the State to come out and appra�se the house to determine if
the value placed on it by the appraiser and approved by the County is correct
They w�ll abate �t if it is not correct.

Mr. Floyd C. Bradley of 5861 West Moore�Lake Dr�ve asked what the value is
on his apartment building at 5900 22 Street. Mr Herrmann sa7d that the
county values all apartment buildings and service stations. Mr. Ken Kobs
said that the market value is $45,175 and last year was $44,460. Mrs. Bradley
asked how ihe increase was determined. Mr. Kobs said that the structure went
down $5 and the lu,id went up �700. Mr. & Mrs. E,radley also quest�oned the
valuation on their home on West Moore Lake Drive and Mr. Herrmann said that
the homes in that area went up approximately 20%. The last valuation of the�r
house vlas in 1966. The land value went up, however, in 1968.
Mr. Clarence Grandy, 7415 Concerto Curve, thought h�s tax was too high in
comparison with the house at 7430 Tempo Terrace, which is larger tn size.
But it was found that Mr. Grandy's house is a new house, built in 1969, and
appraised using the 1970 rates; whereas, 7430 Tempo Terrace is seven years
old and a blanket percentage increase of 13% was put on the structure.
Mr. Madsen also mentioned the fact that we're operating under a handicap
when we have to make blanket percentage increases because we're not going
to have as good an equalization on these properties as those we do physically.
Mr. Grandy's home will be revalued along with all the homes in P�elody Manor
in 1971.
There being no further questions, Mr. Sheridan ad,7ourned the meeting at
8:45 P.hl.
