RESOLUTION NO. 173 -1970
RESOLUTION APPROVING THE AGREEMENT BETWEEN THE CITY OF FRIDLEY AND ANOKA COUNTY
DEPARTMENT OF HIGHWAYS REGARDING THE DESIGN OF AN ADVANCED TOPICS PROJECT
BETWEEN NORTH CONNECTION TO F.A.I. 694 AND RICE CREEK IN FRIDLEY ON COUNTY
STATE AID HIGHWAY NO. 1 (EAST RIVER ROAD)
WHEREAS, The City Council of Fridley has been concerned about the unsafe
driving conditions on East River Road;
WHEREAS, the City has been working with Anoka County to come up with the
plans to improve the traffic safety on East River Road;
WHEREAS, the consulting engineer for the County, E.C. Bather g Associates
has submitted a report for the safety improvement of East River Road;
WHEREAS, the Council by previous action has approved the general concept
of the proposed improvement;
WHEREAS, the recommendation of the consulting engineers are for adding
and improving certain service roads and side streets to make the total plan work;
WHEREAS, the County is working to get the approval of this improvement
plan under the TOPICS program and get some funds from the Bureau of Public
Roads and the State Highway Department for the project.
that:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley
1. The City Manager and Mayor are hereby instructed to execute the
proposed agreement for professional engineering services with the
County with the understanding that the City is going along with the
agreement only for the basis of professional services and this does
not establish the project cost participation between the County and
the City.
2. The City Council feels that the County should also bear the full cost
of the West service road South of proposed 60th Avenue and 60th Avenue
connection to East River Road.
AND, BE IT FURTHER RESOLVED, that when the County makes the application
for the project to the Federal Government for funds under TOPICS program that the
request should cover the total project of East River Road safety improvements
including the necessary service roads and connecting streets, sidewalks, signals,
street lighting and all else necessary because all this work is needed to make
the project functional and they be requested to pay fifty per cent of cost for
the total project.
