The Public Hearing for Streef Improvement Project
' ST. 1971-3 was held on October 13, 1970 before the
City Council. At this hearing there were certain
points brought out in the discussion which indicated
' the desire of the public to see some changes in the
plans, basically to add one additional traffic signal.
� The City Council instructed the �;ngineers to review
the plans in the light of the comments made and
investigate the possibility of adding one more traffic
signal.

The plans, with minor modifications, have recently
been presented to the City Council by the � ngineers
including the incorporation of one additional sig�ial.
attached is a copy of a sketch showing the different
locations of the proposed signals.
Council will be considering these plans a�ain at
their meeting of January 11, 1971 at 7:30 P.M. and
they will welcome any comments from anybody
interested in the project.

Change Order �1 would consist of the following;
1. The installation of two 250 Watt mercury flood lights to be located oa the
east side of the shelter building, which would be controlled by a switch
�iocated in the park office.
2. The installation of a 400 Amp, 3 phase, 4 wire control panel with six
100 Amp breakers, which would be located in the park office.
3. ThQ installation of one 4" conduit with eight 250 MCM
4. The reconnection of the present hockey lights to the main control
panel.
At the present time there are two outside poles which have five mercury vapor
fixtures on each of them. It is anticipated that in the future, six additional
poles with five fixtures per pole will be installed. These additional poles and
lights are not part of the present change order.
The cost of putting up the two existing poles, the fixtures, and wiring was
$3,445.00 or $1,722.50 for each pole. The cost of additional poles may not run
$1,722.50 each, but would certainly be over $1,000 each�. The primary purpose of
installing additional poles would be for a softball diamond, although a football
field could be worked in. The poles would not be ideally situated for football
however.

The cost of the Park Department section of the existing building will be
approximately $12,000. One-third of this will be paid from the 1970 Park Depart-
ment budget. The other two payments will have to be e�ade from future budgeta.
This item was not specifically provided for in the 1971 Park Department budget.
The amount of Change Order #1 is $3,904.25. The Park Director and I do
not feel this item can be taken out of the 1971 budget in total, although it
could be spread over a three yesr period, the same as ia being doae for the
building.
To finance Change Order 4�1, the following posaibilities are available:
a. Taking 1/3 the cost of Change Order ��1 out of the Other Improvements
section of the Park Department 1971 budget.
b. Transferring money from the emergency reserve to the Park Department
budget.
c. We do not have the final total on all the 1970 Park Department expenses.
When all the bills are in, it may be poasible that part of Change
Order �kl could be encumbered in the 1970 Park Department budget.

street improvements may be deferred until after such installation.
52.076. To cover the cost of such of these improvements as COST OF IMPROVEPAENT
may not have been completed at the time of filing the final
plat, the subdivider may arrange: �
1. To furnish cash, a certified check or a surety
bond, running to Fridley to secure the performance
of such Tnstallation by him within a period of
time as stipulated by the Council or to cover
installation by the City, or
2., To petition the Council to install such improve-
ments, the entire cost of which to be levied and
certified as a special assessment, in which case
the subdivider shall agree �n writing that in the
interim between the filing of the final plat and
the certification of the special assessment to
the County Auditor there will be no transfer of
ownership of any part of the property platted
',without first depositing with the City an amount
�ufficient to cover the estimated proportionate�
amount of such assessment applicable to the lot
or parcel of land transferred.
52.08. A preliminary plat shall be clearly and legibly
drawn on tracing paper or tracing cloth of good quality and
all prints or copies thereof shall be clear and legible. The
size of the tracing should be the same as the size used for
the final plat. It shall be of such scale preferably a scale

RE: Excess Material Available From the Construction
of Railroad Yard Near 43rd Avenue and East
River Road In Fridley
Dear Property Owner:
The Burlington Northern Railway has agreed to give the City
of Fridley first option to any excess dirt and rock material
available from the construction of the railroad yard expansion
near 43rd Avenue and East River Road. The railroad company is
planning to do this work this year�s construction season. The
estimated quantity of sand and rock material available from the
construction is about Z,000,000 cubic yards.
The City of Fridley hopes to work with the railroad to see
� that this material is dumped on the properti�es within the City
at no cost to the property owners if they will agree to the
� following conditions:
�

1. The property owners would remove all the baci soil from
their property so that once this good material is dumped
there will be no problem in constructing future structures
and facilities on the land.
2. The property owners will provide the plaas showing the
� existing ground elevations and the proposed elevations
they hope to eventually achieve. These plans will have
to be approved by the City Engineer.

3. The quantities of material needed by the property owners
must be stated and the quantities have to be large amounts.
4. The railroad company contractor will be able to come on
the property and continuously dump the material until he
is finished or the owner is satisfied that he has enough
material on his property.
S. The owners will have their own equipment to see that
the property is graded to achieve the proper levels as
approved by the City.

6. The property owners will hold harmless the City and
railroad contractor from any damages done to their
property during the dumping operation.
7. The property owner will give his request in writing
along with agreeing to these conditions.
We feel that this is a good opportunity for some of the
property owners in the City to be able to get rid of some o£ the
bad material on their property and make the property ready for
future construction and development.

WHEREAS, the agents of the property owners have petitioned
the City to rezone the following property from the present R-1
zvning classification to R-3 zoning. classification:

WHEREAS, the City Council finds that the rezoning of this area
to a R-3 zoning use district will be in the public interest,
welfare, and convenience to the people of the City of Fridley
provided further that the owners agree to lay out, develop, and
maintain said property according to standards agreed to in advance
by the parties hereto.
Consideration for this agreement shall be the rezoning of tk�e
property described above from a R-1 zoning to a R-3 zoning
use district, owner to be able to build an 850 unit multiple unit

complex on the property left after the dedication of the portion of
the property to the City of Fridley, and the mutual benefits to each

If the village of New Bx�ghton deems �t necessaxy to
relocate this easement access to Silver Lake Road that
there be instruments provided that it will be done with the
concurrance of the City of Fridley. The City would agr�e
to the relocation of the easement if the basic concept of
the access to Silver Lake Road is maintained.
S, Water, sanitary sewer and storm sewer, and other utilities
and road construction within the proposed plat all have to
be approved by the City Engineering Department. Further,
the property owner understands that the City has to modify
some of their sanitaxy sewer main system to accomodate the
development in this area and that they will be willing
to pay up to $160,000 dollars if work is completed by
December 31, 1971 and this figure is to increase by 10�
each year thru the date of completion of work if work is
completed later then December 31, 1971.
b. The property owners agree that development of such property
including utilities, roads, building design, material,
set-backs, off-street parking, landscaping and screening
shall be subjected to the City of�Fridley Council at the
time the Building Permits are requested.
7. The property owner agrees that if they use the ponding
area for storm sewer and later on the development necessi-
tates that there should be overflows provided for this
ponding area that they understand there is the potential
of further assessments for this improvement.
The property owner further agrees to give an easement to the .
City along a location on the South side o� the property to install
a"Welcome To Fridley" sign along Interstate No. 694.

NOW THEREFORE, IT IS AGREED by and between the Parties as follows:
1. That Stinson Blvd. from 18th Street N.W. to Rice Cr-eek Road shall
- be improded in accordance with the plans ancl specifications, therefore,
to be prepared by Milner W. Carley & A sociates, Cc�nsulting Engineers
for the Village of New Brighton, and �d be �pprc>ved by the City of
� Fr id ley. Z'he cos t of such improvement sha 11 be d i��ided equa lly by.
the two municipalities. .The contract for such cons,truction shall be
let by the Village of New Brighton in accordance wi.th state st3tutes
and the construction shall be supervised and inspec�ted by the firni
of Milner W. Carley & Associates.
2. T'he Village of New Brighton shall give 60 days notice to Fridley
of the amount to b� paid by it.
3. Contracts let, purchases made, and all disbursements by the Village
of.New Brighton, under this agreement, shall conform to all legal
requirements applicable to contracts and purchases by munici�alities

examination.

Please consider our enclosed application for. parking
a trailer in the City of Fridley. The trailer wall be
located on the East side of County Road 1, on thP County
right of way, about 100 ft. North of the entrance to the
South guard house as the Northern Ordnance pla.nt at 4800
Marshall St. N.E.
The trailer will be used as a warming house for ou�
pickets. It is 8 x 20 feet i.n size. It is an of.fice
trailer and will contain only a desk and foldin� chaira.
We will have electric and telephone service. Portable
toilet aervice will be furnished by Twin Sanitation of
Anoka. We will provide trash containers and kee�► the area
clean.
We have contacted the Anoka County Commissianers and
the Anoka County Sheriffs Office. They have advi.sed us
that there are no apparent difficulties in this arrangement�
providing the City of �'ridley approvea.

The saaitarian also has had complaiats of cooking odors from
this food operation. Mr. Sheldon Mortensoa and Mrs. Sharlene L.
Clochie are well aware of the veatilation problem. My letters of
Poveaaber 2, 1970 to the previous operat.or of the snack bar and my
letter of Dece�er 30, 1970 to the present licenae applicant indicatea.
my action relative to this problem.
Mr. Mortensoa was told that if we did receive more complaints,
we would have to require proper ventilation facilities or cessation
of the cooking operation at an earlier date. I am not bound by tbe
October 22, 1971 date ia my letters.
Let me know the Council wishes on thia matter.

This letter will confirm mq visit with Mr. Murtensoa and
you an Saturday, September 26, 1970, to discuso neceasary
improvements in the enack bar. You are operating without a
license, and some action must be taken.
We reviewed my letter of March 23, 1970. The big problem
apgeared to be the exhaust hood. I h8ve received odor complainta.
I agreed to permit the continued cookiag without a hood at this
time. If cooking ie continued, s hood will eventually have to
be installed. It may be worthwhile to check the availability
of pre-cooked foods and using a different type of heating in the
•nack baz.
Please call me when this work ie done in order that I may
prepare a report for [he City Coundil.

Dear Mrs. Clochie:

This letter will confirm my sanitary survey on December.26,
1970. I wish to thank you for the time and courtesy extended
to me during my visit.
We reviewed the three vat sink procedure and the use af a
bleaching agent as a sanitizing agent. I highly recommend this
sanitizing compound. It should be used for wiping counters,
meat slicers, tables, etc.
'You should provide thermometers Yn both refrigerators and
maintain a temperature of 40°F. or less.
,A running water dipper well must be provided if you wish
to serve bulk ice cream. ' �
The present floor coveriag is poor, and a new material such
a�s quarry�tile will have to be provided at a future date.
A ventilation system will have to be provided apprqxia�tely
one year after October 22, 1970 if cooking is continued.
