The City Engineer and myself have already discussed this proposed plan and at the time, the undersigned had no objections. This attitude has since changed. I have conferred with my maintenance staff and workers in the water department and also the City Manager's office. It is my personal opinion that the city should not install an open ditch of this constructic�n aver at Moore Lake Beach and Park.
