Oil Co• Mr. C. W. Rollman, Jx. is the Construction �ngineer and Mr. D. C.
Webber is of Skelly Oil.
The Commission studied plans and pictures of the type of service station
Skelly constructs. �
� Darrel Clark said that Lincoln Street goes to the South line of this site.
The City w�ll maintain �t, hut the posaibility o� the City snaw p�aws getting
out before the apartm�nt's equipment ia 50-50. The apartment complex will eg,terid
Lincoln street into their own area.
Virginia T. Jacobsen, 231 79th Way: She said nhe is the o�mmer of a seven
' unit apartwent builc�ing. She was,againat the rezonin� because the �utomobiles
are noisy and stink. East River Road is pretty busy and has a lot of noise.
The new apartm�nt cor.�plex has a large parki.ng area directly across �rom her uniC�
' and adding a service st�ti�n F�ith all that noise, etc. would deprecf ate her
property and make it less �ttractive to renters. There are other service stations
near enough. `We have an idea, ehe said, that the future will be thinking about
' good clean public transportation which wi1J. put a lot of these filling stations
out of business.

Larry J, Miller, 7�89 Fiz�ood Way: His property is directly West of the
proposed service station. If the station is opened in the eveni.ng, the light
would shine in his bedroom. There is a Standard 0i1 station on East Rivex Road,
a Skell� station about ane mile and a half acw�ay, and a Gulf Station down the
road. He felt there were enough stations. A service station would decrease the
va7.ue of his home alnd the whole block. This week a m�a came around with a pet��
tion in favor of the service station. He came �bout 2:00 o'clock in the afternoon
and asw the housewives. The men were not given a chance.
Mt. John Caldwell, Skelly Oil Company: He said he w�s the man who took the
petition around. There were two people Frho signed the petition, and after gi�.ng
it mo�e thought, �ished to have their n�es deleted. The petition has 55 names
�a favor of the cangtxtzction of s service statior� by Skelly. There were six
renters in Mra. J�cabson's ,�partffient who si�nned the p�titioa. About 50X of the
signers were renters. •

for about t�ao years. He aaid the letter fram �t.fchaxd Fuda.li disturbed him.
Mr. Fitzpatrick asked if Mr. Falkenatein had diacussed any other uae of
this property other than a gas station.
Mr. Falkenstein said he had talked to PDQ and other superettes last fall
and both said there was not enough population to aupport a store.
Mr. Minish said, with the location of th� I�tro S00 and Skelly Station
within a mile or so, he could see.th8t; �con��a�}�;� "�t �ulc�`b� a good='�'�
loeation as to resesrch, but fro� a corz��ity standpoint, competition does not
aFfect the citizens.
Mr. Schmedeke said he believed that the City Fath�rs and the Engineering
Aepartaent are atte�tin� to have same of the Xra£fic flcyw uae University
Avenue. People have been saying for so� time that E�st Rivex Road is a traffic
hazard and h�e�vily t±-�eeZed. He would like Lo see East River Road a residential
type of street. I'rob��bly � service station should not be put there, but Ske1lq
Oil couJ.d conside� one on U�i.vers�ty Avenue and 79�h. Eventuallq 79th Avenue
could be a cros�ove� and the traffic could be fu�aneled to Uni�rsity Avenue

Dear City Manager:
I have discussed this tournament, personally, with the requester, and
find that their group meets our requiremelits, in re_spect to Civic Minded
Groups.
They state that a portion of their earnings will be contributed to the
Parks and Recreation Department.
They have rec{uested that our Concession Stand be open during the
tournament, so no beer or concessions will be called for by the F.C.A.A.
They have also stated that they will be using the local Umpires Association
. that normally works all games within Fridley, so there will be no interference
on this account. �
There will be no admission charge for the general public.
They will not be using any City Staff for m�intenance or field service.
If lights are required, or electric scoreboard and public address system
are requested, this department will charge accordingly for these services.
With all these items in mind, it is the opinion of the undersigned, to
approve this request.

At its meeting of February 25, 1971 , the North Suburban Sewer
Servtce Board approved a 1971 B�.ldget of $15,OQ0, and agreed on a
ba�e charge for each participating muriicipality of $250 with the balance
to be apportioned on the bas{s of use volume .
On the basis that the total would not be initially required and
th�t there may be some necessary adjustmerrts in the volume estimatesi
it was further agreed to ask each municipality to pay only one-+�alf
pn the first bitling (with a minimum of $250), and with the balance
to be btt�ad and paid this fall.
Attached is a Paymer�t Schedule based on the participatton of
atl municipalities eligible in our North Suburban Serv�+ce area. (�f th�
aommunities l isted , al1 have fo rmal ly joined the N. S. S. S. B. except
Centerville, Champiin and Maple Gr�ove.

A RESOLUTION DIRECTING PREPARATION OF FINAL ASSESSMENT ROLL FOR
SANITARY AND STORM SEWER IMPROVEMENT PROJECT N0. 100
B� IT RESOLVED, by the Council of the City of Fridley, Anoka
County, Minnesota, as follows:
l. It is hereby determined that the assessable cost
of construction with respect to the following
named improvement, to-wit:
A. Sanitary and Storm Sewer Improvement Project
No. 100 includ�ig all incidental expenses thereto
is estimated at ,
2. The Finance Director shall forthwith calculate the
proper amounts to be specially assessed for sai.d�
improvement against every assessable lot, piece, or
parcel of land benefited by said improvement
according to law.

Three drills were held during the �onth of Jur►e, with an
average attendance of 18.3 men. The average response to fires
and drills is down due to many of the men being on vaeation•
Fire losses for the �onth were less than � 1,OOO.di.
There were ao fire calls to the Village of Hilltop.
The Mutual Aid call was to Columbia Heights. Threa stores and a
machine shop on Central Avenue burned out.
I billed the Burlington Northern Railroad $750.Q0 fox fire csll�
during the month of May. There were no fires on railroad p=p►pexty
during the month of June.
