RESOLUTION NO. 134 -1971
A RESOLUTION STATING THAT THE FRIDLEY CITY
COUNCIL DOES NOT WISH TO PARTICIPATE IN
CENTRAL DISPATCHING IN ANOKA COUNTY
WHEREAS, the City Council of the City of Fridley hes studied and thoroughly
considered the proposal for central dispatching in Anoka County as outlined in the
minutes of the Committee on Central Communications of the Joint Law Enforcement
Council of Anoka County, dated September 7, 1971; and
WHEREAS, after careful consideration of the proposal as outlined, we the City
Council feel it to be unsuitable for Fridley because of the following reasons:
1. The proposal makes no provisions for Fire Department dispatching
which is absolutely necessary on a 7 day a week, 24 hour basis.
This means that if Police dispatching was done on a central basis,
it would still be necessary for the City of Fridley to have dis-
patchers around the clock to handle fire calls. County central
dispatching then would mean a duplication of manpower because it
would not replace our need for Fire dispatchers.
2. During the hours proposed for central dispatching, it would be-
difficult to train dispatchers to answer questions concerning a
particular City's operation which are received from a citizen of
that City. A dispatcher handles many questions of information
themselves concerning City operations and other questions in
addition to their dispatching duties. In addition, it would be
difficult for any one dispatcher to have an intimate knowledge
required of the physical layout of all cities and county areas
and know all operating procedures for the various Police agencies
necessary to do a superior job of dispatching.
3. Local autonomy and local service is being transferred from the
City to the County. Under a system of shared authority, it is
often difficult to fix responsibility. By placing the dispatching
under control of the Anoka County Sheriff's Department and leaving
the remainder of the Police activities under control of the City
Police Departments a system of shared authority is created. We
believe such a system limits the ability of the Fridley Police
Department to do its job.
NOW THEREFORE, BE IT RESOLVED, that for the above stated reasons, the City
of Fridley at this time does not desire to participate in central dispatching in
Anoka County. We commend the committee for their analysis of this proposal as we
believe new ideas should be constantly considered; however, in this case, we, the
City Council, are unable to agree with the conclusions of the committee; and there-
fore, decline to have the City of Fridley participate in this program.
