RES 1971-58 - 00008916104 .RESOLUTION NO. 58 -1971 A RESOLUTION RELATING TO THE METROPOLITAN COUNCIL WHEREAS, the Metropolitan Council can provide a very useful service when acting in an advisory capacity on certain needs metropolitan in scope such as transit, sewers and open space; but WHEREAS, the Metropolitan Council has demonstrated that it now also seeks increased authority to legislate local laws; and WHEREAS, this is particularily evidenced by recent policy statements including, but not limited to, the "Metropolitan Development Guide Housing Policies, System Plan, Program "; and WHEREAS, this appears to be an attempt on the part of the Metropolitan Council to superimpose themselves as another level of government; and WHEREAS, it is our opinion that another level of government is not desired and not required. NOW, THEREFORE, BE IT RESOLVED that the Fridley City Council requests that the Legislature of the State of Minnesota do the following: 1. Change the name of the Metropolitan Council to "Metropolitan Advisory Board" or an equivalent title. 2. Direct that the Metropolitan Council establish proper internal "Guidelines" to clearly state that its activities shall be advisory and administrative in nature and that it shall not interfere with nor attempt to legislate local government. 3. Direct that the Metropolitan Council divest itself of all personnel who are not essential to fulfill such advisory and administrative functions.
