Mr. Minish said he felt different about this station because of the location.
The Commission should consider whether the use of this type should be allowed at
one or more of the locations as a service to the citizens. It has been indicated
that there will be another request for a Special Use Permit for U-Hau� rentals or�
Central Avenue. He would like to consider this request in relation to the other
one. This may give the Commission time to see if EZ Haul wauld apply. He would
like to have this portion of the request tabled.

Se will receive the City's deed for the 20 foot Outlot. He wants to build a three I
family townhouse type of building on the same lot as contained in the special use �
permit. :He did not proceed with the special use �request. The land ax'ea is in
excess of 10,000 square feet which is large enough for a triplex and R-3 zoaing
does allow a triplex.
Mr. Nitschke explained that he did have some of the elevations.and Dar�ral.
saw them. Unfortunately the architect was using them to complete the plans.
The structure wili be a townhouse, quite similar to the type that is being, built
aow, the front court provincial type. There will be five parking places, two ;
double garages and additional parking spaca in between. He will be living in one
of the units. Ae would try to make it look as nice as possible as it is no� a
specu�ative project. He changed the request because it wquld be moxe economi�al
to have a triplex.
Mr. Clark said he had seen the plans. The garages are on the front o� Che
living area. There is a court between the garages and houses. The only Chit►$
he would want to comment on was the front yard would be mosCly blac(ctop ox
aoncrete.

Enclosed is an excerpt of a draft of the minutes of the
Iast m°eting referring to subject above. As noted in the minutes,
there was some discussion that the message on the sign would not
be changed more �.ften than once a day, although this was not part
of the motion.
In discussing this with Mr. Schroer and the salesman for
the American Sign and Indicato� Corporation, it was my impression
that these types of signs are designed to have messages which are
changed more than once a day, I am also aware that American Sign
and Indicator is having disc�.�ssions with the Holly Center Merchants
Association ta possibly install one of their signs in Holly Center.
This sign would be changed several times throughout the day.
I am enclosing soa�e information on the type of sign planned
for Bob's Produce Ranch. I have also asked Mr. Schroer and Mr. Sid
Harris, representative of American Sign and Indicator Corporation,
to be present at the Council Meeting in order that clarification might
be secured as to the Council's intent on this motian.

The Engineering Assistant reported this variance would enable an addition to an
existing sign to be installed. This sign would be similar to a"'I�uins-O-Gram",

is that the Shell Gas Station sign on t�e corner screens �he Bob's Produce Ranch
sign. The Board stipulated that Bob's Produce Ranch signs should be taken off the
building, and there has been an agreement reached whereby Green Giant will also
take down their signs.
MOTION by Councilman Breider to concur with the recommendation of the �aaxd of
Appeals and approve the variance requested by Bob"s Produce Ranch, subject to the
signs on the building for Bob's and Green Giant being taken off the walls of the
building. Seconded by Councilman Mittelstadt. Upon a voice vote, all vot�ng aye,
Mayor Liebl declared the motion carried unanimously.
MOTION by Councilman Mittelstadt to receive the Minutes of the
Meeting of March 28, 1972. Seconded by Councilman Utter. Upon

BUILDING INSPECTION REPORT:
6731 - 4th Street N. E.: Miles took out a garage permit for this
address on June 3, 1971. The Building Inspector found during an
inspection that alterations were being done at this address by Miles
without a permit. Owner came in and took out permit on December 3,
1971 and was double feed, On January 24, 1972 an inspection was m$de
to final out permit. Work was not complete.
7530 Tempo Terrace: Miles built a garage on this property
without taking out a permit for the work and without having a survey.
Miles argued it was the homeowners responsibility to take out a
permit so this was not their fault. The Homeowner said the contract
they signed with Miles said that Miles would take out the permit.
A permit was taken out finally on January 20, 1972, some two and one-
half years after the contract for the garage had been signed between
Miles Construction Company and Mr, and Mrs. Kenneth R. Western.
Miles Construction has worked in Fridley for a number of years
and they know a permit has to be taken out before any work is started.

by the Finance Director and the agplicants have been checked out by the Chief ot`
Police. The City of FridZey has three a��ailable intoxicating liquor li.censes ut�dex
State Law. I am enclosing a copy of a resolution passed by the City CoUncil, R�$o�
lution �127-1971, which indicates Council wanted one license reserved for � xest�ur�a�
in conn�etion with a hotel/motel complex.
This past week I had a conversation with Mr. Glena Wong concerning the Fires�de
Rice Bowl. As you know, in the past a major remodeling of tl�e Rice Bowl has been
discussed with the City Council. Mr. Wong advised me that upon consultation with
his architect, he now plans no major renovation of the Fireside Rice Bowl buildit�g.
He �ndicated to me his architect had advised him it would be more economical to
bui a new building than to perform a major renovation on the existing strucCure.

WHEREAS, the Voters of the City of Fridley authoxi�zed the �.ss�anCe A�
private on-sale liquor licenses at a special election on Augu$t 19, �.969
pursuant to MSA 340.353; and
WHEREAS, the City of Fridley has disposed o� its two munic�pa� ��Iquax
lounges and private owners will develop restaurants at these sites a�d
begin operation of the restaurants on or about January 1, 1972; a�d
WHEREAS, the City of Fridley will have available five (5) liquox
licenses to issue to restaurants and/or restaurant-motel complexes; Snd
WHEREAS, one (1) liquor li.cense will be issued to each of the ow��xs
who purchased the Shorewood Municipal Liquor Lou�t�e and the East R�ve� �toac�

', � A few years.back we had an opportunity to sell the 5-acre low land property provided

sale fell through. There was fill dumped in on Old Central Avenue on the low land
� there and as a result a certain amount of water backed up. Then, when we were at
the council meetings for the sale of our property to Richland, Incorporated, a family
' a few doors down admitted they had fill hauled in and he and his wife damcned up the
� creek that trickled across his back land and more water backed up into our pond as
a result of this. RichZand, Incorporated had a request for chang�.ng the zone to R-2
to allow hzm to build double bungalows and this was denied. However, at a later date
it was stated that if he would restrict his building to single family homes on the
� road and street frontage, then double bungalows could be built throughout the middle
area.
At these meetings, Richard Miller, a developer of the property to the South of us,
was granted a permit to build and, at these meetings, the question arose as to where
the overflow water would go fram that enterprise. Darrel Clark spoke up and remarked,
"into Gonsior's ponds". Mr. 0'Bannon is developing property to the South and West of
us and no doubt some of the outfalZ will find its way to our pond.
Now the city is asking permission for an easement across our property to make way for
the overflow water to find its way off the Richard Miller property and dawn to our
pond. I went over to see Mr. Clark and asked him to interpret the letter we had
received irom the city so I could satisfy myself as to my thoughts o� the matter. I
was ��rrect in my inrerpretation of it so told him I would not Qo a'.one wir�+ an ease-
ment. He explained that they wanted to lay pipes across our property tu about a
200-foot deptli and then just let the water drain into the lowland. The mention is
made �hat they are doing this sp we can develop our pXoperty at a later date and I
am wondering how it can be developed when more water is being dumped on the lowland
than i5 alXeady there. I have a feelireg that the water will be building up to such
an extent that it will just about €ind its way to my back door and also push a good
deal of it over to our neighbor, Andrew Wargo, who is desirous o� selling th� back
part of his property also.
In talking with Mr. Clark he asked that I put in writing how we feel about this project.
��" I told him that I did not feel T should give an easement to cross our property. I
also to�.d him about a culvert they have from t�e no�th end of prope�ty acXos� �he
�i � road from ours on MisSissippi Street that has been running into our pond ar�d h$d

in now regardless of what the other prAperty owners say. I fe�l this would alleviate
all of this nonsense of water on other peoples property. The city was very concerned
about other peoples property when we wanted to fill it by saying we would push the
water onto their property but when it comes to putting it on to ours then there are
mixed emotions. By dumping water across our property it will put more o� it on
the property to the East of us.
The statement was made to Mr. Clark that the lowland property is for sale and the
City could buy it and do as they wished with it. He mentioned that I should put
in writing what our conversation was about; therefore, this lengthy bit.

sanitary sewer system.
3. 'fhe lots 13, 14, 15, 16, and 17, Block 3 of the Gevelopment,
will be used as a retention basin for storm water until s�
time as a storm sewer putlet for the Develc nt i , The
City of Fridley agrees to take ' diat action to +�ondemn
land ta the North of Rice Creek Road sufficien� for ths con-
struction and o�eration of a storm sewer outlet for �he prapo��d

contract with Minneapolis. The "ani-

quazantine of the dogs involved. Pub-
, lic complaiats of dog packs have been
increasing. So' have coiaplaints aboat
dog droppings in yards and parks, a
pr�dictable reaction as Lhe snow
' melts, but more pronounced this year

dog licenses and tickets comes no-

the $3 annual license fee; an increase

':. should there be objections to the vio-

since last year.
For release of an impqunded dog, an
owner naw pays a fee af $7.50; plus
$1;40 per day in bdard and a$15
charge fnr violation af the ardinance.
If the dog is unlicenssd� there's a�ur-
ther charge of $3 !or a license plus
a $3 penalty.
The ordinance on control of dogs has
now been made as stri�gent as is
reasonably possible. It seems to us
that the next step should be ta in=
crease the license fees and Axdina��e-
violation pet�alties, That �ay� '�ot
prove to be a�leterrent, but it would
at least tran�sfex a great�r share of
enfbrcement cest to the t�any do$�
ow�ers vvhose disregard for t�teir
neighhors is inexcusable.
