You also indicated that on June 12 a proposed ordinance ��ii11 be on the Agenda so that a first reading might be had ��rnich would allo�v the convey- ing of the storm sewer easements back to St. Anthony Village Shopping Center, Inc. I also told him that the City tivould expect him to do the follo�ving: 1. That a drainage easement for storm se��;er be placed on the final plat. f�ir, Saliterrnan is agreeable to that. He �vould want the location of the easen:ent d�termined by consultation U�ith Mr. B��chetti and Bill Jenson. I related the general need of clean up of the premises, Mr. Saliierman has agreed that the tree stumps now existing on the property will be removed or buried prior to June 12. He is agreeable that the piles of dirt presently on the property be levelled but would like to have �hat ' done when he has a bulldozer in for the excavation on ihe new bui�ding. Mr. Sali� rman is agreeable to repair 1:he fence on the north side of ihe property and stain or paint it. He also agrees to do some cleaning up of ' the area on the north S1Cl2 of the country club part of the premises. It is about 1� acres or about 71,000 square feet. If the system were to go to Moore Lake it could not be underground and it would have to be an open ditch. An underg�ound system would have to be drained eventually to Rice Creek. In that event there would be a need fnr the storm sewer ease- ment. This type of system would be very expensive. If the Council is going to vacate he f.e]:t that the City should at least retain an easement and relocate it later if necessary. As long as the City would be relinquishing about l� acres, he felt ttiat there should be some neyotiation for an exchange of property. These signs were donated to the City by Naegele Sign Company on the basis that one side of the sign would be used for City entrance sign purposes and the other side of the sign would be used for paid advertising to be sold by Naegele. , There have been some discussions about two other possible entrance signs. One possible location is on Plywood Minnesota property and the other location is in Innsbruck North - Viewcon Development. The City Council recently received a ' letter from Mr. Rudy Baschwitz, President of Plywood Minnesota, giving permission to the City to place a sign on his property. ' There are some difficulties involved in each of these sites, On the Plywood Minnesota site, I have had discussions with Naegele Sign Company, and they indicate it would be difficult to have a two-faced sign that could be seen from both direc- tions on the freeway; therefore, they are not interested in participating on a ' no-cost basis to Fridley for the construction of the sign. They would, however, construct a sign similar to the other entrance sign for about �4,000. The problem with the sign in the Innsbruck North area is that State Law prohibits outdoor advertising signs except in areas zoned commercial or industrial. According to this regulation then, the City would be unable to place a sign at this location under the current zoning of the property. I would like to get some policy direction from the City Council regarding the Plywood Minnesota location. If it is the desire of the Council to have a sign at this location, your action would be to direct the City Manager to include this item in the 1973 Budget. You may want to consider other possible sites, particularly along T.H. ik65 where there appears to be commercial and industrial zoned property at the entrances to the City. I would also like to know the Council's desire on directing staff to explore additional locations for "4�elcome to Fridley" signs. As we celebrate this historic date, our nation is faced with its great- est challenge; a burgeoning population, restless youth impatient for fulfill- ment of our nation's ideals, demands for greater civil rights, and the sapping of our country's moral strength through increased crime, drug abuse and poverty. Communities throughout the nation are declaring this Independence Day, July 4th, as a day to "Honor America" in an ef�ort to encourage an expres- sion of appreciation for the blessings and greatness of our countiy. The professionals are motivated by the knowl- ��ige ;1hat -in .1972;t1�e-election process is•being opened up to major-new etements. People from all walks of life—young and old— the rich and the not-so-rich—men and women of all races and creeds—are climbing into the political arena with firm ideas of �heir own about shaping this country's destiny. And this is their right, protected by our Constitution of 200 years. To our traditional electorate will be added in 1972 over 11 million young adults, 18 to 20 years of age, now enfranchised by the 26th Amend- ment. Additionally, some 14 million Americans who have turned 21 since 1968 will be eligible to participate, for the first time, in a Presidential election. This 2S million potential could have a deci- sive impact on the outcome. Candidates are pressing hard for this vote. Party bosses who traditionally met in smoke-filled rooms and handpicked their slates are finding their powers eroded. Pollsters are having difficulty charting the political pulsebeat of this youthful electorate. Incumbents and candidates alike are concerned over the effect of this new voting elemenl. These first voters comprise a massi�ve force for accomplishment. The newcomers are turned on and eager to beeome involved in such prob- lems as peace in Vietnam, disarmament, inflation, joblessness, education, minority rights, housing, health care, dangers to life from air and water pollution, and countless other problems. Un- dou�tedly, ,n?any„of [t�ese young adults can . help the United States remedy its national and inter- nationai ittnesses. As an essential first step, they should beaided and encouraged to register and vote. If they should fall victim to the apathy which already exists among their elders toward the elec[ora( process, I}�e;nation. y✓ihl continue to suffer. The dismaying ,tr�th is that only 73 million citizens cast ballots in the 1968 Presidential elec- tion. Then only 60.2 percent of the 121.5 miiiion eligibles went to the polls. 47 mi/lion s�ayed ak�a}�. Here in the world's greatest democracy, a smaller percentage voted in a major clection than in any other nation of the free world. Of the 47 million non-��oters, some IS mil- lion who were qualified to vote passed up thc opportunity. Another 10 million could have quali- fied but didn't bothcr. Many, of course, were prevented by harsh state residency requirements, or by illness or disability, or by being unexpectedly away from home or overseas on election day. Thanks to the Voting Rights Act Amendments of 1970, the right to register and vote by absentee process for President and Vice President, regard- -- less of where one may be in the world on election • day, now bclongs to those who take the initiat�Ge `- •1::;> : !. ��� in exercising that right. - •- �� . Perhaps you are one . of those who asks; "Does my vote reatly count among all the mil- lions eligible to vote?" Here's your answer: In the 1960 PresidenUal election, Richard Nixon lost to John Kennedy by less than one rote per precinc� out of a total exceeding 69 million votes. In 1968, Mr. Nixon won over Hubert Hum- phrey by /ess �han �hree rotes per precinct out of more than 73 million votes cast. A shift of 64,OQ0 votes or 1.2 percent of the 5,573,810 bailots cast in Illinois and Missouri in 1968 wou[d have thrown the Presidential election into the U.S. House of Representatives for deci- siori. There, 26 votes—one from each of 26 states— is the maximum needed to elect the President. Do you still wonder whether your vote counts? Hopefully, you are prepared to make it count. Begin today to familiarize yourself with your precinct's requirements for registration and voting. Mark these important dates on your caiendar and rearrange your daily timetable to meet these dead- lines. . He was ordained in 1879 at the Baptist Ctturch in Little Falls, New York. The pledge he wrote was first used at the dedica- tion of the World's Fair Grounds in Chicago on October 2I, I892, the four hundredth anniversary of the discovery of America, and has been recited from that day co this, with some changes, by school children throughout our land. Chapin. In 1916-17 a contest, open, to all Ameri- cans, was inaugurated in the press.throughout the country to secure "the best summary ot the political faith of America." The contest was in- formally approvetl by the PresidenT of Yhe United States. Through Mayor James H. Preston, the city ot Baltimore, as ihe birthplace of the Star-Span- gled Banner, offered a prize of $1,000, which was accepted, attd the following committees were ap- pointed: A committee on manuscripts, consisting of Porter Emerson Browne and represerttatives from ieading American magazines, with headquar- ters in New York City; a committee on award, consisting of Matthew P. Andrews, Irvin S. Cobb, Hamlin Gartand, Ellen Glasgow, lulian Street, 800th Tarkington, and Charles Hanson Towne; and an advisory committee, consisting of Dr. P. P.
