This past week the City Attorney, City Engineer and I have met with ' Mr. Fred Wall and Mr. Dick Schwarz concerning the enclosed agreement. We have generally reached agreement on all items except "3B" concerning the payment of the cost of putting an additional lane on 7th Street--the tost ' not to exceed $3,000. We are furnishing a draft of this agreement to the Wall Corporation and they are expected to be present at the Council Meeting to discuss this one unresolved item. They will be people that work at Rise, Inc. (8406 N.E. Sunset Road), and perhaps some at Onan's. They would need a place to live. An adult couple will operate the home and wi.11 see that the housekeeping is done. It is proposed to have six men and six women. They will have separate areas, divided by the day room, the dining room with the living room in the center. This is meant to be their home and is a new concept. There are three such homes operating ip Victoria, Minnesota and others around the state. Mr. Tollefson explained that he has lived in Anoka County since 1967. He has a retarded son. For fourteen years Mr. Tollefson has been actively work- ing for the mentally handicapped. There is an activity center equipped in , Anoka County, one in Fridley. There is Rise, Inc. in Spring Lake Park. This is a workshop for the handicapped where they can report to for employment. They can't get a job such as you and I, but they can for things they can do, under supervision. There is a Day Care Center near Rice Creek School. When these handicapped people become employed they, too, want to become self-inde- pendent, pursue human dignity and would like to get an apartment,_but cannot sustain themselves doing their own cooking.needing supervision in this as well as work. The result of this is that there is a need ior this kind of home. This project could prohably house twelve handicapped people -- it could be a mixed gxoup. There would be two to a bedroom. The home would be operated by an adult couple. They would be the caretakers and supervisors. These people do not drive a car so there would not be additional traffic. One of the reasons for starting up on Central Avenue is because there is a bus line there. Being handicapped, they do not tend to run around the neighborhood. Chairman Erickson asked what type of handicapped were they referring to. Mr. Tollefson answered they will be retarded but not retarded to such a degree that they are not able to perform at work. They are able to get on and off a bus by themselves. ' Mr. Tollefson continued that there were rules and regulations laid down by the State Department of Vocational Rehabilitation on August 30th for such a facility. These rules are in line with the State regulations. Anoka County Department of Welfare has three or four people they could put in a place as this right now. Chairman Erickson asked who would own the building. Mr. Tollefson answered it would be a non-profit corporation. It was not fully decided as to what route they could take, but no doubt it would be a private organization. E. to Robert Louis Stevenson School. The necessary easements and permission to enter the property have been acquired for the north sidewalk area, and we feel that there would be no problem in constructing the sidewalk in that section as shown on the attached map. On the portion of the walkway between Rivers Edge Way and the school property, we have identified four possibilities in order of preference to the school. One of our staff inembers met with Mr. Ray Aabel and Mr. Schmaus, Principal of Stevenson School, to discuss these possibilities, and they are listed in the preference the sch'ools would like to have the walkways built starting from 1 through 4 on the attached �p. The preferences are as follows: 1. Between 128 and 132 Rivers Edge Way. 2. Between 132 and 136 Rivers Edge Way. 3. Between 120 and 124 Rivers Edge Way. 4. Setween 108 and 112 Rivers Edge Way, , The problem with the above locations is that in all the possibilities put forth, there is one property owner bordering the walkway in each case who is opposed to the construction of a walkway. We have talked to a11 the property ' owners involved, and feel if the Council wishes to proceed with the construction of the walkway, they should do two things: 1. Designate the preferred route. ' 2. Authorize the City Attorney to begin condemnation proceedings to acquire the easement for the walkway.
