RES 1972-103 - 00008474196 RESOLTUION NO. 103 -1972 A RESOLUTION REQUESTING THE ANOKA COUNTY BOARD OF COMMISSIONERS FOR AN UNDERPASS ON MISSISSIPPI STREET RAILROAD CROSSING IN FRIDLEY WHEREAS, The portion of Fridley west of the tracks has two elementary schools, 850 dwelling units, 5 parks, 2 churches, and numerous businesses. The magnitude of this development generates not only substantial travel, but also creates a demand for immediate and unobstructed access for emergency vehicles such as fire, police and rescue squads coming from City Hall. WHEREAS, Community continuity and accessibility between the east and west portions of the City are hindered by the grade crossing, WHEREAS, The City of Fridley has been working with the County to obtain this grade separation since 1964. WHEREAS, The City had entered into agreement with Burlington Northern Railway to bear the full cost of the shoofly track plus 10 percent of the project that is within the right of way of the railroad. WHEREAS, The County of Anoka supplied the City of Fridley with two models for the grade separation. WHEREAS, On August 14, 1972 the City Council of Fridley held a public hearing in the City Hall to discuss the merits of these two proposals. WHEREAS, There were two County Commissioners and County staff was available at this meeting to assist the City in giving information and answering questions of the public. WHEREAS, There was a unanimous opinion of the public that showed preference to the underpass for the grade separation on Mississippi Street railroad tracks, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley, that, 1. The City Council of the City of Fridley approve the concept of providing an underpass at the Mississippi Street railroad crossing. 2. Be it further resolved that the City request the Anoka County Board of Commissioners to start preparing plans regarding the needed right of way and the proposed improvement so that the City can work with the County to finalize the plqns 3. It is further requested that the County of Anoka work on the financing plan for the project and try to get as much financing as possible from federal, state and other agencies to finance the project.
