RESOLUTION ESTABLISHING POLICY AND ASSESSMENT PROCEDURE
FOR STATE AID STREETS AND OTHER ROADWAYS WHERE OTHER
GOVERNMENTAL BODIES PARTICIPATE IN THE COST.
WHEREAS, on November 5, 1962, the City Council adopted an
assessment policy on State Aid Streets;
WHEREAS, this policy has been followed since 1962;
WHEREAS, the City Council of Fridley now wishes to more clearly
define and modify existing policy;
WHEREAS, there have been instances where this policy needed
further definition and clarification;
NOW BE IT RESOLVED, by the City Council of the City of Fridley
that for all street or curb and gutter improvements within the City of
Fridley where all or some of the improvement cost is contributed by
other governmental bodies, the following assessment policy will be
followed:
1.
For R -1 and R -2 zoned properties (Single or Double Family
Dwellings) the assessment will be on the basis of standard
residential street design.
2.
For all other zoned districts the assessment will be on the
basis of actual total improvement cost, but not to exceed the
cost of a standard industrial 9 Ton, 44 foot minimum roadway.
3.
For the loopback portion of service roads along trunk
highways, where the prime consideration for their construction
is traffic safety, the assessment rate for R -1 and R -2 properties
be set at 2/3 the cost of a normal residential street.
4.
In all other roadways constructed by other governmental bodies
and where the City is participating, the total of Fridley's
cost participation will be assessed, but will not exceed the
maximum established in the above paragraphs.
