RES 1974-51 - 000078534 �j RESOLUTION NO. 51 -1974 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING ADVERTISEMENT FOR BIDS: WATER, SANITARY SEWER AND STORM SEWER IMPROVEMENT PROJECT #115 WHEREAS, Resolution #10 -1974 set the date for hearing on the improvements, ' as specifically noted in the Notice of Hearing attached hereto for reference as Exhibit "A "; and WHEREAS, all property owners whose property is liable to be assessed with the making of the improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice; and WHEREAS, Resolution #29 -1974 adopted by the City Council of the City of Fridley ordered this improvement. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka County, Minnesota as follows: 1. That the following improvements proposed by Council Resolution 10 -1974 are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: Water, Sanitary Sewer, Mains & Laterals & Service Connections Storm Sewer & Drainage Facilities & Related Appurtenances; to serve the following properties: The area bound by 78th Avenue N. E., 79th Avenue N. E., Beech Street and the Burlington Northern Railroad Tracks That the work involved in said improvements as listed above shall hereafter be designated as: WATER, SANITARY SEWER & STORM SEWER IMPROVEMENT PROJECT #115 2. The plans and specifications prepared by the City Engineer and Comstock & Davis, Consulting Engineers for such improvements and each of them, pursuant to the Council resolutions heretofore adopted, a copy of which plans and specifications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 3. The work to be performed under WATER, SANITARY SEWER & STORM SEWER IMPROVEMENT PROJECT #115 shall be performed under one contract. The City Engineer shall accordingly prepare and cause to be inserted in the official newspaper advertisement for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for two (2) weeks (at least 10 days), and shall specify the work to be done and will state that bids will be opened and considered at 11:30 A.M., on the 20th day of May, 1974 in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Engineer, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five per cent (5 %) of the amount of such bid. That the advertisement for bids for Water, Sanitary Sewer and Storm Sewer Project #115 shall be substantially in form as that noted in Exhibit "B" attached hereto for reference and made a part hereof. BRUNSELL, CrTY CLERK w r RESOLUTION NO. 51 -1974 (Continued) Water, Sanitary Sewer & Storm Sewer Project #115 Exhibit "B" NOTICE TO CONTRACTORS Sealed bids will be received and publicly opened by the City of Fridley, Anoka County, Minnesota, at the office of the City Manager, on the 20th day of May, 1974, at 11:30 A.M. for the furnishing of work and materials for the installation of Sanitary Sewer and Water Improvement Project No. 115. The project consists of the following: 1,727 L.F. 8" C.I.P. Watermain with related appurtenances 48 L.F. 6" C.I.P. Watermain with related appurtenances 4 Each Hydrants 560 L.F. 8" Sanitary Sewer with related appurtenances 2 Each Manholes All in accordance with plans and specifications prepared for the City of Fridley, Minnesota, by Comstock & Davis, Inc., Consulting Engineers, 1446 County Road "J ", Minneapolis, Minnesota 55432, Telephone 784 -9346. Plans and specifications may be examined at the office of the City Manager, and copies may be obtained for the Contractor's individual use by applying to the Engineers and depositing with the Engineers $20 for each set. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the date of opening bids, and to non - bidders upon return of the documents in good condition prior to the bid opening. Bids must be made on the basis of cash payments for the work, and accompanied by a cash deposit, certified check (on a responsible bank in the State of Minnesota), or a bidder's bond and made payable without condition to the City of Fridley, Minnesota in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
