THE MINUTES OF THE REGULAR MEETING OF THE FRTDLEY CITY COUPlCIL OF OCTOBER 25, 1976
The Regular Meetrnq of the Fridley City Council of October 25, 1976 was called to
order at 7:42 p m, by Mayor Nee
PLEQGE OF ALLEGIANCE.
P1ayor Nee led the Counctl and the audience in saying the Pledc�e of Alleq�ance to
the Flag.

MOTION by Councilman Starwalt to aporove the mtnutes of the Public Hearin� Pleetinn
of the Fridley City Council as submitted Seconded by Councilman Hamern�k. Upon a
vo�ce vote, all vot�n� aye, Playor Nee declared the mot�on carr�ed unam mously
REGULAR COUNCIL MEETINf, OF SEPTEMBER 27, 1976
Councilwoman Kukowsk� stated that she would like to amend the minutes; page five,
� second and third paragraphs should be reversed to read as follows P40TION by
Councilwoman Kukowski to receive Pet�tion No 15-1976 for street liqht, not a
traffic sign, and P10TIOfV by Councilman Hamer m k to rece�vP Petition No 16-1�76
requesting stop signs.

MOTION by Councilman Hamernik to approve the minutes as corrected 5econded by
Councilwoman Kukowskt. Upon a voice vote, all votinq aye, Mavor Plee declared the
motion carried unanimously

MOTION by Counctlwoman Kukowski to approve the minutes as submitted Seconded by
Councilman Hamerm k Upon a voice vote, all votinn aye, Mayor Nee declared the
motion carried unanimously

OPEN FORUM, VISTTORS
Mayor Nee then asked if there was anyone �n the audience who wished to speak to the
City Council with the excPption of P1r Ed 4Jilmes, and there was no response
Mayor Nee made reference to a citizen of Fridley, whose name and address he did not
have, who approached the Playor and expressed his annoyance as to the way he received
a notice from the City The notice was s�rnethinq to the effect of "pay for the
meter in five days or else." Mr. Brunsell, Finance Director, stated that there is a
standard form that is sent out and his office would look into the matter f�ayor Nee
stated that perhaps the gentleman needs the notice ex�lained to him, as it had not
been explained to him and this was the qentleman's complaint.
Mr. Ed Wilmes, 6350 Riverview Terrace, then snoke reaardrna the requ�sition he had
for reward signs at the Islands of Peace He stated that he bel�eved the Folice and
the Parks and Recreation Departments were doing all the�i can, but he felt �� still
was not enough.
Mayor Nee stated that he received sunctestions that it would be desirous for the

matter to be routed to the Parks and Recreation Comm�ssion. Councilwoman Kukowski then
stated that it was her feelinn that one s�qn for now could be posted at the Islands
of Peace and that the Parks and Recreation Commission should have somethino to do
with th�s Councilwoman Kukowski also mentioned that since P1r Wilmes feels very
stronaly about th�s, that perhaos the one s�an could be nosted now and see what
hapoens Councilman Fitznatrick stated that he anreed with Councilwoman Kukowski
and if this is a nood idea for the Islands of Peace, it minht be a qood idea for �
other areas and it should then be referred to the Parks Department. However, he
believed that a sign for t!�e time be�nn would not hurt since so many are concerned
about the vandalism at the Islands of Peace.
Councilman Starwalt then raised the question of whose stnn -- a Cit.V slan with the
City responsible, or a Foundation si�n an th the Foundation resnonsible�
P1r. Uhlmes responded that the Citv has r�ade an anreement for fire nrotectton, police
protection and so forth for the Islands of Peace. The Foundation is nayrna insurance
on the land and he sooke to the insurance oeonle this date and ufas advised that they
were in total aareement That Uthatever is done, they taere willin� to try it.
Mayor f�ee ther, asked P9r ld�lmes if the insurance comnany had any information on how
these things work and P1r l�lilmes replied that they would have the information
ava�lable tomorrow as to how the oolic,y should read
P1r. Nasim Oureshi, City Planaqer, then stated that a reutard si�n would 6e posted
offerino a$100 reward for inforr�ation leadrnn to the arrest or conviction of anyone
who commtts destruct�on or vandalism on the Islands of Peace He further stated that
the siqn wou7d be tr�ed on tV�is bas�s and reviewed from time to time. There would
also be a te7e�hone number aiven to cal7, which f1r. l�l�lr�es aqree v�ould be h�s number
f4r 4lilmes then asked U�hich entrance would the stnn be �osted at, and f1r Oureshi
stated at the Stevenson School area entrance. Mr 4ltlmes then commented that
this would be agreeable and thanked the City Council for their considerations tn this �
reaard
t9r. Oureshi also stated to Mr Wilmes and the Council that there would be $lIIG paid
to Mr f�inder for interest o�ved him, usinn �31 26 which is available in the Islands
of Feace Funds, and there will be less than �99 defictt tn tnat Fund, which the City
hore that the Islands of Peace Foundation will re�lace in the near future Mr. Qureshi
also stated that his reaso m nn for mentionm a this was �ust to make the Council aware
of Che sttuation and a motion was probably not necessary.

thts would apply to the future aspirations of the American Lenion Club and how would
other non-profit bingo operators flt into this. Councilman Starwalt stated that he
needed to know the answers to these questtons before he could make a decision on
the subject. Counc�lwoman Kukowsk� stated that she as well as the C�ty Counc�l were
all in agreement as to where the Leqion's monies are snent, etc , and similar problems
will undoubtedly develop with other �roups
