� The Public Hearing Meeting of the Fridley City Louncit was called to order at 7:38 p.m.

Mayor Nee led the Council and audience in the Pledge of Allegiance to the Flag.
ROLL CALL:
MEMBERS PRESENT: Councilman Fitzpatrick, Councilman Hamernik, Mayor Nee,
Councilwaman Kukowski, and Councilman Schneider
MEMBERS ABSENT: None
ADOPTION OF AGENDA:
Mayor Nee requested that Item 2 on the agenda be considered before Item 1.
Councilman Schneider requested an Item be added under "New Business," "Consideration
of a Resoluti�on Objectinq to Restrictions on Pig's Eye Plant."
Mr. Qureshi requested the Council add an item, "Department of Transportation's Proposal
.for Ramp Metering." � .
MOTION by Councilman Fitzpatrick to adopt the agenda with the above amendments.

• PUBLIC HEARINGS:
ST
Mayror Nee ezplained these improvements cover residentiat and industrial streets. He
stated a program initiated about ten years ago by the Councit, was to upgrade City
streets to standards that were more satisfactory to the public and more economical for
the City ta maintain.
Mayor Nee explained it is not the desire of the Council to force any project on the
� residents, but to propose the improvement and find out haw they feel about it.
Mr. QuresFii, City Manager, explained, since the program was initiated, the City is
rrow reaching the last steps for upgrading the streets to the standards that would,
in the long run, require less maintenance and, in turn, keep the neighborhoods
upgraded and hopefully appreciate the value of the homes. He explained the City has
about 95% of the streets upgraded with cur6s and standard cross-section.
Mr. Sobiech, Public Works Director, explained the preliminary assessment costs were
estimated utilizing exactly the same costs as last year. Ne indicated they have
�� found, during the street improvement program, that one of the major�fiactors in providing
an esthetically pleasing neighborhood is the street pattern. He stated, during the
(�improvement process, the City does try� to work with the�property owners to help
� them improve their properties.
MOTION by Councilwoman Kukowski to waive the reading of�the Public Hearing notice and
open the Public Hearing. Seconded by Councilman Schneider. Upon a voice vote, all
voting aye, Mayor Nee declared the motian carried unanimously and the Public Hearing
was opened at 7:50 p.m.

No one was present to speak on this street improvement.
Ms. �uli Hegnee, 6060 3rd Street asked if the proposed street would be a 36 foot front
fated street. She indicated her concern a6out a comnercial street to.the south of her
property. She felt the load limit should be 7,000 gross weight, as the area to the
south had arrother access route. �
Mayor Nee questioned the source of commercial traffic on th95 street.
Ms. Hegnee stated there are trucks from the golf cart business and from Holiday. She
stated persons she talked with were definitely in favor of�the street improvanent,
as long�as the commercial traffic can be limited, as requested�in their petition. .
MD7ION by Councilman Fitzpatrick to receive the petition regarding 3rd Street. Seconded
by Bouncilman Hamernik. Upon a voice vote, all voting aye, Mayor Nee declared the
mation carried unanimously.
�. Ms. Hegnee felt the truck traffic was three-fold, with trucks from the golf cart .
business, Holiday, and the telephone company. She stated the largest trucks are from

the goTf cart business.
Mayor Nee felt the street could be posted to eliminate the problem.
No other persons spoke regarding the street improvement on 3rd Street.
57TH PLACE:
Ms. Theresa Abitz's son spoke in her behalf regarding the 57th Place street improvements.
She resides at 216 57th Place and�her son stated they have traffic from Holiday, the
Country Kitchen, and the railroad, and more or less places�.them in a truck zone. He
also stated the tumbleweed problem from the railroad company's property to the west
makes it impossible for them to maintain a decent yard. He further stated�there is
no reason for comnercial traffic on 57th Place.
Mr. Sobiech felt, perhaps the traffic situation could be worked out> when they meet
with the residents for further discussions on the zoning.
Mr. Qureshi, City Manager, stated appropriate signing could be.provided to take care
of the truck traffic problem and staff would look into the problem of the tumbleweeds
to see what could 6e done.
Councilman Fitzpatrick stated, the weeds are cut only where they are visible and when they
start blowing, there are litterly tons of tumbleweeds.
Mr. Otto Tauer,.5866 2nd Street N.E., stated he can attest to what was said is true.
He indicated he has complained of litter on the Burlington Northern property. He
stated he also has trucks parked in front of his home, and would like to see the
neighborhood cleaned-up and improved. He stated this is probably one of the worst
neighborhaods in Fridley. . .

87 5T AVENUE• (FROM UNIVERSITY AVENUE (T.H. 47) TO MAIN STREET):
'Mr. SoDiech, Public Works Director, exptained this street will be built to higher
specifications than a normal residential street as it is in an industrial area. He
explained the tosts appear to be quite excessive because there wou}d be much work
invotved in�clearing the property and removal of muck. The�estimated front foot cost
�-�l fs 556.33/foot and the estimated side street rate is $7.55/foot. .

MOTION by Councilman Schneider to receive the petition in oppositSon to the project
from�residents on Channel Road. Seconded by Councilwoman Kukowski. Upon a voice
vote, all voting aye, Mayor Nee declared the motion carried unanimously.
Mr. Robert Wadsten, 6899 Channet Road N.E., indicated he was opposed to the proposed
cul-de-sac. He indicated, if they would leave out the cul-de-sac, he would feel more
kindly toward the street�improvement. He felt, however, if the street improvement
proceeds, this wouldn't be the end of the cul-de-sac.
Mr. Sobiech stated this is the second year in a row this street improvement project
has been before the Council and it was brought back again as it was felt some persons
in the area wanted the improvement. He indicated he felt the cul-de-sac was�a safety
factor for maintaining the street. He stated there are some areas in Fridley where they
have made arrangements with the property owner to allow the City to back up equipment in
their driveways. . .
Mr. Wadsten did not feel the safety factor had any validity.
r� Mr. Qureshi, City Manager, explained their job is to make proper recomnendations, but
Iit is the Council's final decision. He felt some arrangement with the property owner
, would have to be made, if the cul-de-sac was not constructed.
Councilman Schneider stated he talked with about six of the nine persons involved in
the improvement. He indicated, of the persons in favor of the improvement, there was
an unanimous feelin9 rrot to have the cul-de-sac. He felt, if they proceed with the
street improvement, he would move to delete the cul-de-sac,. unless there are some
particularly strong arguments for it. ..
Mr. Qureshi, City Manager, felt if this was the desire of the Council, they should j
have cooperation from the property owners in order to maintain the street.
Mr. Don Harstad, who owns Lots 2 and 3, stated he did not have any strong feelings for �
or against the cul-de-sac; however, he would like to develop his lots at some future
time and would like the road to at least go down to these lots so they can be developed
for residential use.
Ms. Wadsten, 6899 Channel Road N.E., sWted Mr. Harstad's lots are in the flood plain ��,
area and questioned how he�could develop them. � ',
Mr. Qureshi, City Manager, stated the City would have to vro rk with Mr. Harstad to see -
ahat would be practical. � �,
Mr. Harstad�stated the lots are�in the flood plain, but felt they could be developed,
�' providing certain requirements are met.
Mr. Bill Wharton, 6887 Channel Road N.E., stated last year the majority stated they
didn't want anything done with the road and now it is coming up again. He stated he
talked with Mr. Tom Colbert of�the Engineering Staff and was told that Mr. Swenson
and Mr. Qualm made this request for the improvement. He stated the petition the Council
received is a majority of the persons on Channel Road. He felt the Council should
.consider getting access to the other tots through the motel property. �He indicated they
have a very nice rural atmosphere on Channel Road and cannot see spending the money to
9mprove the street since they have no problems.

Mr. Sobiech, Public Works Director, stated this improvement was suggested 6y staff and
considered by the Planning Co�nission covering improvements on entrances into the Skywood
Mall Shopping Center. The estimated front foot rate is $27.08 per foot. I
Mr. Larry Menard of Menard's felt they need better access from Highway 65 to the paint of
(' entrance-into their parking Tot. He stated he was told the reason for the curbing �nas
� to funnel the traffic differently. He feels this simply wouid move the problem to'�.
�, arrother area and that a larger opening is needed to let traffic out. �
Mayor Nee stated, he felt, this would improve the area by channelizing the traffic
so that it is flowing in an orderly direction by the time the intersection is reached.
He indicated perhaps they should have worked rtare with the owner of Menard's regarc�ing
the plan. I
Mdyor Nee questioned whether the City should be doing the improvement and requested
. staff contact the property owner, Mr. Mortenson, regarding this improvement.
AVENUE (CENTRAL AVENUE TO RICE CREEK SCHOOL) ANO RECEIVING PETITION N0. 18-1977 -
Mr. Sohiech, Public Works Oirector, stated this would be a normal residential street
and tne estimated front foot rate is $79.22/foot and the estimated side street rate
is $1.75/foot.
Mr. Joe Menth, 1388 66th Avenue N.E., submitted a petition opposing this improvement.
He stated two persons were in favor of the improvement; 16 were opposed and 1 person
abstained.
�.. MOTION by Councilman Schneider to receive Petition No. 18-1977 Opposed�to Proposed
Street Improvement of 66th Avenue from Central Avenue to Rice Creek School. Seconded
- by�Councilman Fitzpatrick. Upon a voice vote, all voting aye, Mayor Nee declared the
� motion carried unanimously. .
Mr. Menth stated he felt most residents wished aqy improvement to be postponed for
at teast five years.
Mayor Nee stated, he understands this improvement is before�the Council, because a
resident had requested it be reconsidered.
Since Mr. Menth stated he had moved into his home in January, Councilman Hamernik
asked if he felt the condition of the street was satisfactory when he moved in.
Mr. Menth stated he didn't see anything wrong with the street or he wouldn't have looked
at houses in that area. He stated, as far as maintenance on the street in the sumner,
the City has filled in a few cracks with tar.
Councilman Schneider stated*most of the people he�talked with wanted the�street left
as it was and did not wish it to be brought up for at least five years.
Counc97man Fitzpatrick felt when the property owners were ready, they could petition
for the street improvement.
Councilman Schneider stated there has been some routine mainter�ncedone on the sewers
which residents were happy about; however, someone in the City employ indicated there
would be no more maintenance until the street is improved.
�� I Mr. Sobiech stated, if the street is deleted from the improvement project, proper
restoration will be made.

Mr. Myron Ostlund, 1400 66th Avenue N.E., felt they have a definite need for a new
street. He stated they have a poorly designed street and each winter and spring they
have problem5 with the water. He coirenended the City for the job of maintenance they
have done until now. Mr. Ostlund stated he has been patientty waiting for the
fmprovement for 10 years.

.I;ukowski. Upon a voice vote, all vating aye, Mayor Nee declared the �tion carried
uxanimously and the Public Hearing closed at 10:05 p.m.
Mr. Qureshi, City Manager, requested direction on when the resolution should be
smbmitted for the improvements. He felt, unless there is special reason for delaying
(��tion, they would like to call for bids as soon as possible inhopes of obtaining a
Cwre favorable bid in the winter. Councilman Fitzpatrick felt the matter of the zoning
..�should be settled or they may be putting a residential street in a comnercial zone.
Nr. Qureshi thought perhaps, in order for the En9ineering �epartment to keep working on
the atreet improvement pro,7ects, a resolution could be sudnitted for the improvement, 6ut
de7eting Channei Road, 66th Avenue and the south half of 3rd Street.
PI3BLIL HEARING ON AN ORDINANCE AMENDING CHAPTER 405 OF THE FRIDLEY CITY CODE ENTI7LED
CASLE TELEVISION FRANCHISE:

open the Public Hearing. Seconded by Councilman Schneider. Upon a voice vote, all
vaYi� aye, Mayor Nee declared the rtation carried unanimously and the Public Hearing
opened at 70:14 p.m.
llr. Mark Scott, Chairman of the Cable Television Comnission, sWted under Section
4DT�_176 the sum was left blank for the Council to determine.
Mayo� Nee asked if there was a definition of "access." Mr. Scott stated, under
Section�405.253, access channels are listed.
llayor Nee questioned the meaning of "access services" under Section 405.254. Mr. Scott
siaYed this would be what the cort�any would be providi�g in the way of equipment, what
ihey don't have control over, and charge for use of access channels as described in
S�tinn 405.253. .
�� RAr. Scott stated the wording is comnon wording used by most Cable Comnissions. Mayor�
iOiee felt the meaning of "access" was confusing and asked if this word could be deleted
� without changing the meaning.
l7r. Douglas Hedin, Attarney representing the Cable Tetevision Cortmission, stated this
rording is taken fran Federal Comnunication Comnission's regulations.
GrurK9lman Schneider questioned if the company has to approve all changes in the
iranchise.
� !!r. Herrick, City Attorney, stated he did not believe the City would have to obtain
ieomparty approval, and procedures to be followed would be for changes in an ordinance.
� Mr. Cfiuck Hungerford of General Television, Inc., stated he has no pro6lems with the
� amendments as they are bringing these items into compliance with FCC regulations. He
9ndicated, havever, he did have some points of contention. One was the 5% franchise
i ta�c on their fee service as well as their basic service. He felt this would be too
,� g�t of a bu�den on them as they lost 5250,000 last year and to more than triple their
franchise tax could very well put them out of business. He felt they could talk about
� it at some future time when they are more financially stable. �
� ! Mr. Hungerford stated, as far as addirg the access to the pay service, this would
� pnse the same problem. He stated, it should be noted, they are working in the
; direction of having the people have both of their services. He indicated they are
,�� Yrying constantly to upgrade�the basic service.
, l '#�ynr Nee questioned the trend on the pay service only.
' Mr. Hungerford stated, with the addition of the Atlanta channel last month, five
�, persons went to both services. However, it would be several months before they had a
�� 4etter undenWnding af the trend.
' Cmnci3man Schneider questioned, if these amendments are adopted, who has to approve
the changes. Also, if the FCC changes their requirements, can the City amend this
! ' fre�chise without the canpany's approval.

CONSIDERATION OF A SIGN VARIANCE REQUEST BY EQUITY CONSTRUCTION COMPANY, SIGN FOR NEW
REAL ESTATE 10 OFFICE BUILDING 951 HILLWIND RDAD TABLED NOVEMBER 7, 1977 :
MOTION by Councilman Schneider to approve an increase from 6 feet to 15 feet from the -
. closest curb line from Hillwind Road, to be installed perpendicular to the right-of-way,
���to allow construction of a 5 x 7 foot sign with the following stipulation: (1) That
the sign be turned off by 9:00 p.m, each evening. Seconded by Councilman Ftizpatrick.
. Councilman Schneider stated the purpose for the reduction in size and itlumination
is for protection of the residents in the area.
Councilman Fitzpatrick stated he is prepared to support the.motion on the�advice of
Councilman Schneider. He stated, Yrowever, this area was rezoned for the real estate
buitding on the profile that this building would fit in with the neighborhood. He
stated he doesn't totalty feei this is in the spirit of the original petition.
Councitman Schneider stated he does have some misgivings on the point raised by
Councilman Fitzpatrick; however, the building will shield the sign from nearly all�
residences. He �indicated there are two homes in the immediate area that any type
of illuminated sign would cause some interference.

Councilman Schneider questioned how the difference is found between the "not voted"
and "over voted." Shirtey Haapala stated this is done by the election judges. She
itated sfie would have no idea of the�split between not voted and over voted,�inany precivKtas
�the ballds are allsealed in an envelope. With regard to a write-in vote, she further
stated'if a candidate's name and office is not on the envelope, it is not a valid vote,
and the�election judges are so instructed from the rutes adopted by the Secretary
of State. -
�Councilman Hamernik stated he received calis from constituents who felt this was not a
- secret ballot as the filap did not cover the spaces allowed for write-ins. Shirley
�.Haapata explained the ballot was designed accordirg to the State's rules and regulations;
hrnvever, it was possible the flap wasn't large enough.
Councilman Hamernik indicated he did not think this was a good ballot for a write-in
and felt.the flap shoutd have been designed a little larger.
Mayor Nee stated someone had called him and said he was denied.a vote because he
signed his name with the word "Senior" after it.

Mr. Sobfech, Pubtic Works Director, stated in this proposal there would be modification
.to the signal in I-694 and East River Road with the cost to 6e shared with the County.
..� Ne stated all the other metering would be paid for by the Uepartment of Transportation
aad the cost to�the City would be $1,900.
�� Mr. Sobiech stated the total metering program that is proposed by the Department of
Transportation is approximately 2.5 to 3 million dollars.
MOTION by Councilwoman Kukowski to adopt Resolution No. 723-1977 and authorize execution
of the agreement. Seconded by Councilman Fitzpatrick. Upon a�voice vote, all voting
aye, Mayor Nee declared the motion carried unanimously. �� �

Traffic Control
of Ramp Control Signals
and at East River Road
Attached please find an agreement from the MnDOT outlining
certain conditions which the City of Fridley and Anoka
County must become involved in, in the referenced signal
revision project.
These agreement revisions were discussed with the Council
previously several months ago and pertain to metering and
appropriate traffic management signalization on I. 694.
The agreement relates specifically to signals on County
right-of-way at the intersection of I. 694 at East River
Road in whieh the City and the County must share signal
costs.
All remaining traffic management signal revisions will be
paid for by the State.of Minnesota and,the Federal High-
way Administration.
This agreement is consistent with agreements previously
executed by the City at these locations and it is re-
quested that the Council consider execution of the agree-
ments at the meeting of November 14, 1977.
The agreements were hand delivered this morning with
indications that authorization of execution should be
obtained as soon as possible since the bid opening is
November 18th.

THIS AGREEMENT made and entered into by and between
the State of Minnesota, Department of Transportation, hereinafter
referred to as the "State", and the County of Anoka, hereinafter
referred to as the "County", and the City of Fridley, hereinafter
referred to as the "City", WITNESSETH:
WHEREAS, the State intends to award a construction
Contract to, among other things, revise the existing traffic
control signals and to install ramp control signals on Trunk
Highway No. 694 ramps at Trunk Highway No. 47 and at East River
Road (County State Aid Highway No. 1) in the City; and
WHEREAS, it is anticipated that said traffic control
signal revision is eligible £or seventy-two and eight hundredths
percent Federal Aid Funds; and
WHEREAS, the County, City and State will share in
the cost of said traffic control signal revisions as hereinafter
set forth; and
WHEREAS, the City and State will participate in the
maintenance and operation of said traffic control signals and
ramp control signals as hereinafter set forth;
NO��� THEREFORE, IT IS AGREED AS FOLLOWS:
1. The State shall prepare the necessary plans,
specifications and proposals and shall perform the engineering
and inspection required to complete the items of work hereinafter
set forth. Such work as described immediately above shall •
constitute "Engineering and Inspection" and shall be so referred
to hereinafter.

2. The contract cost of the work or, if the work
is not contracted, the cost of all labor, materials, and
equipment rental required to complete the work, except the
cost of providing the power supply to the service poles or
pads shall constitute the actual "Construction Cost" and be
so referred to hereinafter.
3. The State with its own forces and equipment or
by contract shall, in accordance with the plan and specifications
for State Project No. 0285-39, perform the indicated work at
the iollowing Trunk Highway No. 694 ramp intersections with:
a. East River Road (County State Aid Highway
No. 1). Revise the existing traffic control
signal. Estimated Construction Cost $20,900.
Federal Aid share 72.08 percent. State's
share 9.307 percent. County's share 9.307
percent. City's share 9.307 percent.
b, East River Road (County State Aid Highway
No. 1}. Provide ramp control signals at no
cost to the County or City.
c. Trunk Highway No. 47 (University Avenue
Northeast). Revise the existing traffic
control signal and provide ramp control
signals aZl at no cost to the County or City.
4. Upon completion of the work provided for in
paragraph 3 hereof, the County and City. shall each pay the
State their share of the actual Construction Cost plus six
percent {6$) of such share as their share of the cost of
�ngineering and Inspection. The State shall pay any remaining

5. Upon completion of the work provided for in
paragraph 3 hereof, the City shall provide an adequate
electrical power supply to the service pads and the electrical
power to operate the traffic control signals and ramp control
signals and shall relamp, clean and paint the traffic control
signals all at the cost and expense of the City.
6. Upon,completion of the work contemplated herein,
the State shall maintain and keep in repair the traffic control
signals, except for relamping, cleaning and painting, and shall
maintain the ramp control signals including relamping, cleaning
and painting'all at no cost to the City. .
7. Any and all persons engaged in the aforesaid work
to be performed by the State shall not be considered employees
of the County or City, and any and all claims that may or
might arise under the Worker's Compensation Act of this State
on behalf of said employees while so engaged, and any and all
claims made by any third party as a consequence of any act
or omission on the part of said employees while so engaged on
any of the work contemplated herein shall not be the o.bligation
and responsibility of the County or City. The State shall not
be responsible under the i4orker's Compensation Act for any
employees of the County or City.
8. All timing of all traffic control signals and
ramp control signals provided for herein shall be determined
by the State, through its Commissioner of Transportation, and
no changes shall be made therein except with the approval of
the State.

9. Upon proper execution by the parties and
completion of the construction work provided for herein,
this agreement shall supersede and terminate 1) Agreement
No. 56386M between the City and State dated March 12, 1970
and 2) the maintenance provisions covering Trunk Highway
No. 694 and Trunk Highway No. 47 (University Avenue Northeast)
contained in Agreement No. 55619 between the parties dated
January 10, 1968. However, all other terms and conditions of
said Agreement No. 55619 shall remain in full force and effect.

at Trunk Highway No. 47 {University Avenue
Northeast) in the City in accordance with the
terms and conditions set forth and contained in
Agreement No. 58832,.a copy of which was before
the Counci L
BE IT FURTHER RESOLVED that the prOper City officers
hereby are authorized to execute such agreement, and thereby
assume for and on behalf of the City all of the contractual
obligations contained therein.

A RESOLUTION REQUESTING ANOKA COUNTY PARTICIPATION
IN THE DEVELOPMENT OF AN EAST RIVER ROAD BIKE TRAIL
WHEREAS, tYie City of Fridley has submitted an application
for bikeway funds for the development of Phase I of the
East River Road Trail; and
WHEREAS, the East River Road Trail is a part of the
Anoka County Trail System Plan; and
WHEREAS, the estimated cost of Phase I of the East
River Road Trail is approximately $110,000; and
WHEREAS, the grant application is for a 75� state;
25$ local participation in the trail development.
NOW THEREFORE, BE IT RESOLVED, by the City Council of
the City of Fridley that Anoka County be requested to share
the local cost of Phase I of the East River Road Bikeway
Trail,if and when the application for its development should
be approved by the Minnesota Department of Transportation.

ST. 1978-2 (MSAS), AND ST. 1978-4 (CSAH)

On the attached pages are the estimated assessments for the ST. 1978-1> 1978-2,
and 1978-4 Street Improvement Projects. These estimates are not guarantees of
what the assessments will run or absolute limits of what the assessments will
be, but are rather the best estimate of what the actual cost for the work will
be, based on the present estimated cost as provided by the City Engineering
Department.
57TH PLACE, 58TH AVENUE, 59TH AVENUE, 60TH AVENUE, 2ND STREET, 2; STREET, AND
3RD STREET
With the exception of a portion of 3rd Street, these are all normal residential
streets. �,
Tfie estimated front foot rate is �19.69 per foot.
The estimated side street. rate is $5.70 per foot:
A portion of 3rd Street from 58th Avenue to 200 feet south of 60th Avenue is
wider and has a heavier base than a normal residential street.
The estimated front foot rate for this portion of 3rd Street is $22.30 per foot.
There will be one water service put in at an estimated cost of $400.00, and ten
sewer services put in at an estimated cost of $375.00 per service.
57TH AVENUE (Main Street to Third StreetJ
This proposed construction is just for curbing on the north side of the street.
The estimated front foot rate is $7.35 per foot.
MAIN STREET (58TH AVENUE TO 61ST AVENUE)
This is a state aid street. Both industrial and residential properties will be
benefited and assessed.
The estimated front foot rate for industrial property is $25.35 per foot.
Residential properties will be assessed only what a normal residential street
would be assessed, with the balance being paid from State Aid Funds.
The estimated front foot rate for residential property is $19.69 per foot.

81ST AVENUE (Hwy. No. 47 to Main Street)
This street wilt be built to higher specifications than a normal residential
street, and this is in an industrial area. Extensive preparation will be
required to construct this street.
The estimated front foot rate is $56.33 per foat.
The estimated side street rate is $7.55 per foot.
CHANNEL ROAD (68th Avenue to 360 Feet North)
This is a normal residential street which will include some incidental storm
sewer work.
The estimated front foot rate is $79.81 per foot.
7TH STREET, 5TH STREET, AND 63RD AVENUE (Alice Wall Addition) ,
Only sidewalk is being constructed on 7th and 5th Streets-in the Alice Wall
Addition.
The estimated front foot rate is $11.24 per foot.
The estimated side street rate is $1.20 per foot.
Curbing and sidewalk are proposed for the north side of 63rd Avenue.
The estimated front foot rate is $18.07 per foot.
The estimated side street rate is $1.87 per foot.
There are four water and sewer services to be installed at an estimated cost
of $960.00 per water and sewer service.
53RD AVENUE (5k ood Mall Entrance)
This construction will facilitate handling traffic in this area.
The estimated front foot rate is $27.08 per foot.
66TH AVENUE (Central Avenue to Rice Creek School)
This is a normal residential street.
The estimated front foot rate is $19.22 per foot.
The estimated side street rate is $1.75 per foot.

79TH WAY (East River�Road to Burlington Northern Railroad Tracks)
This is a state aid street being constructed in an industrial area.
Concrete curb and gutter wi11 be installed on only the south side of the street
from East River Road to 800 feet east.
The estimated front faot rate is $7.28 per foot.
Street surfacing and concrete curb and gutter will be installed from 800 feet
east of East River Road to the railroad tracks.
The estimated front foot rate is $23.33 per foot.
CENTRAL AYENUE (Osborne Road to 76th Avenue)
Concrete curb is being proposed for the east side of this street.
The estimated front foot rate is $7.36 per foot. ,
The estimated side street rate is $.83 per foot. `
MAIN STREET (57TH AVENUE TO I 694)
Only curb is being constructed on this street.
The estimated front foot rate is $7.45 per foot.
