A RESOLUTION OPPOSING RECLASSIFICATION OF ANOKA COUNTY AIRPORT TO AN INTERMEDIATE
AVIATION FACILITY UNTIL FURTHER ASSESSMENT OF THE CONSEQUENCES OF SUCH RECLASSI-
FICATION IS CONDUCTED
WHEREAS, the Metropolitan Council has prepared an update of the 1972 version
of the Aviation Chapter of the Metropolitan Development Guide, has held public
hearings on the updated version, and plans to take action on this matter December
22, 1977; and
WHEREAS, the updated Aviation Chapter will change the role and function
of the Anoka County Airport from a Minor to an Intermediate aviation facility; and
WHEREAS, the consequences of such change, according to the updated
Aviation Chapter, will be to: (a) increase the number of general aviation
aircraft based at Anoka County Airport from 255 airplanes existing in 1976 to
700 airplanes in the year 2000; (b) allow airplanes up to 30 tons gross weight
and 40 passenger seating capacity to use the Anoka County Airport (Under Minor
classification the maximums are 6 tons gross weight and 10 passengers seating
capacity.); (c) allow an increase in runway length from the existing 4,855
feet to 8,000 feet; and (d) expand the area of influence around the Airport for
land use compatibility regarding safety and environmental considerations from
12.6 square miles under Minor classification to 50.2 square miles under Intermediate
classification; and
WHEREAS, the Metropolitan Council has not made available to the public
either land use configurations or noise exposure forecast data by which local
communities might assess the consequences of the reclassification of the Anoka
County Airport; and
WHEREAS, upon adoption of the updated Aviation Chapter by the Metropolitan
Council local communities will be required to prepare local comprehensive plans
compatible with the classification of the Anoka County Airport; and
WHEREAS, our local comprehensive planning process will be extremely
difficult and highly speculative without additional detailed information on the
consequences of the reclassification of Anoka County Airport to an Intermediate
aviation facility;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Fridley that
there exist numerous unanswered questions and concerns regarding the consequences
of reclassifying the Anoka County Airport to an Intermediate aviation facility,
and that the Metropolitan Council is hereby requested to not reclassify the Anoka
County Airport until athorough assessment of the consequences of such a reclassifi-
cation has been made.
BE IT FURTHER RESOLVED that the City Council calls upon those Senators
and Representatives in the Minnesota Legislature, who represent Fridley, to
strongly support the City in its efforts to obtain a thorough assessment of the
Anoka County Airport's role in the Regional Aviation Plan before final action is
taken by the Metropolitan Council to reclassify the Airport.
