MARCH 13, 1978
The Public Nearing Meeting of the Fridley City Council was called to order
at 7:37 p. m. by Mayor Nee.
PIEDGE Of ALLEGIANCE:
Mayor Nee led the Council and audience in the Pledge of Allegiance to the
Flag.
ROLL CALL:
MEMBERS PRESENT: Councilman Barnette, Councilman Schneider, Mayor Nee,
Councilman Hamernik and Councilman Fitzpatrick
MEMBERS ABSENT: None
ADOPTION OF AGENDA:
MOTIOPJ by Councilman Namernik to adopt the agenda as presented. Seconded
by Councilman Barnette. Upon a voice vote, all voting aye, Playor Nee
declared the motion carried unanimously.

MOTION by Councilman Fitzpatrick to waive the reading of the Public Hearing
� Notice and open the Public Nearing. Seconded by Councilman Schneider. Upon
a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously
and the Public Hearing opened at 7:41 p.m.
� Mr. Sobiech, Public Works Director, stated this hearing covers street
improvements on Meyers Avenue from the Burlington Northern Railroad tracks
to H�11crest and improvement of Hillcrest Avenue from Fteyers Avenue to
Hickory Drive.
Mr. Sobiech stated the property owners have requested the improvement of
Meyers Avenue and, along with this improvement, the City staff is recommending
the improvement of Hillcrest Avenue. Mr. Sobiech stated Hillcrest would
serve as a service drive io collect traffic and allow access onto East
River Road via Hickory Drive.
Mr. Sobiech stated Meyers Avenue would be constructed to the standards of
a normal City street, with concrete curb and gutters. The estimated cost
per front foot is $24.74 and estimated side yard cost is $3.99 per foot.
Mr. Sobiech stated, because Hillcrest would be a service drive, construction
is �different with concrete curb and gutter on just the east side and the
west side would have a machine placed asphalt berm. Since benefit is only
to properties on the east side of Hillcrest, the total assessment is to be
absorbed by the east properties. The estimated cost per front foot is q46.00
and estimated side yard cost is $2.29 per foot. Mr. Sobisch further stated
one lot on Hillcrest Avenue will not have curbing as this is a double
frontage lot and the estimated front foot rate is $10.37. '
y' Mr. Sobiech stated the developer recognizes that the persons who would be
` assessed a side yard probably wouldn't benefit at all and the developer will
pay that assessment for Lots 1 through 10, Ostman's Third Addition and
Lots 9 through 15, Block 1, Hillcrest Additian.

Mr. 5obiech stated the City has received correspondence from Anoka County
indicating concurrence with the City's recommendation for Hillcrest as a
service drive to minimize access onto East River Road. �

Mr. Abe Nichols, 6949 Hickory Drive, stated he plans to put a double
garage on the property where the proposed roadway is located and didn't
believe there would be enough space. He stated, Mr. Berry, w6o owns the
adjoining property, has checked into this and felt there was about 22 feet
which is not enough for the roadway.
Mr. Sobiech stated the City does have a 30 foot easement for that
property which was given at the time the double bunga]ow was constructed.
Mayor Nee asked if land wouTd be needed from Mr. Nichois for the roadway.
Mr. Sobiech stated the City would have to acquire additional Tand to the
east and about 20 feet is anticipated.
Mr. Berry stated, according to the City codes, 35 feet would be necessary
on the side of his property where the proposed roadviay would be located
and that he couldn't have a road on three sides of his property.
Mr. Don Lennox, 7201 East River Road, voiced concern about the type of
homes that would be constructed. He pointed out there were several in
the area which did not come up to code as far as size and no garage.
Mr. Qureshi, City Manager, pointed out, on new plats, it is required to
have at least a 75 foot frontage and 9,000 square feet of Tand with
provision for a garage. He stated, however, on parcels of land platted
' before 1955, a home could be built on a 50 foot lot, without a garage.
' He further explained the size of the home is also reduced on the smaller
� ; lots.
Mr. Sobiech, Public Works Director, indicated the developer has plans
for replatting and if this proceeds, the homes built must conform with
the exi5ting code which would require a 75 foot lot and a larger home.
Mr. Tim Munn presented a preliminary plat for replatting of the lots and
stated they do meet the 4,000 square feet requirement. He explained his
plans `or construction and that he hopes to sell these homes for about ;
$52,900. f

Mr. Jerry Mickley, 7075 Hickory Drive,�uestioned the drainage in this area.
Mr. Sobiech stated the land drains towards the east and into the existing
drainage ditch a7ong the Burlington Northern rai]road tracks. He indicated,
however, a review wouid be required of the drainage by the Rice Creek
Watershed District.
Mr. Mickley indicated concern about a future water probiem and questioned
the assessment procedure should it be necessary to install a storm sewer.
Mr. Sobiech stated the City doesn't anticipate any additional storm sewer.
He explained, however, all properties draining into a drainage district
would be assessed, if the need did arise for a storm sewer.
Mr. Mickley aiso voiced concern on the type and size of homes that evou7d
be constructed. �
Mr. Sobiech stated, if there is a replat by the developer into 75 foot
lots, it is almost inherent they would have to build larger homes.
i Councilman Barnette asked Mr. Lennox if the preliminary plat submitted
i answered some of his questions.
/ I - Mr. Lennox stated, if they proceed witF� the proposed plat, he didn't have �
� any objections. He explained his basic concern was that they have a decent
type home constructed.

Mrs. Barbara Thompson, 7155 East River Road, indicated she was not in • ;
favor of the improvement. She stated she didn't need Meyers Avenue and ;
couldn't see why she would have to pay for it.. �

Mr. Sobiech stated there is the potential that Mrs. Thompson's property
could be split and developed.
Mrs. Thompson indicated she had no intentions of splitting her property
and the reason she moved to Fridley was to have a larger lot. She stated
the cost for this improvement would cost her more than what her house is
assessed for.
Mr. Hermann of the Assessor's Office explained how the assessments would
be spread over the affected properties.
Mr. Steven 0'Quinn, 7135 East River Road, questioned the need for constructing
Hillcrest.
Mr. Sobiech explained the impact on East River Road, if only P1eyers Avenue
was constructed.
' Mr. John Kehner, 7129 East River Road, indicated if this improvement
proceeds, he would have to move out of Fridley as financing, for moderate
income people, was received from the P1innesota Finance Agency which made
it possible for him to purchase his home.
Mrs. Roberta Lund, 7035 Hickory Drive, stated she could see no need for
� , the construction of Hillcrest. �
Mr. John Lund, 7035 Hickory Drive, indicated he was not opposed to new
development, but felt the access shouldn't be down to Hickory Drive,
but to investigate another access to East River Koad.
Mr. Sobiech explained the petitioner did not petition for Hillcrest,
however, this is the City's total concept for improvement of East River
Road and, therefore, it is being proposed along with the improvement of
Meyers Avenue.
Councilman Fitzpatrick questioned the total assessment to Mrs. Thompson`s
property. This would amount to approximately $13,200.
Councilman Barnette indicated he was sympathetic to A1rs. Thompson's
position as this would be a large assessment for her property. He
stated it is true it raises the market value, but she has no intentions
of splitting the property at this time.
MOT10N by Councilman Fitzpatrick to close the Public Hearing on consideration
of Street Improvement St. 1978-1, Addendum #1 (Meyers/Hillcrest Area).
Seconded by Councilman Hamernik. Upon a voice vote, all voting aye, Mayor
Nee declared the motion carried unanimously and the Public Hearing closed
et 8:47 p. m.
PUBLIC HEARING ON IMPROVEMENT: SEWER AND WATER IP1PROVEP4E"IT PROJECT *124
MEYERS/NILLCREST AREA
MOTION by Councilman Fitzpatrick to waive the reading of the Public Hearing
Notice and open the Publir, Hearing. Seconded by Councilman Hamernik. Upon
a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously
and the Public Hearing opened at 8:47 p. m.
� Mr. Sobiech, Public Works Director, stated this improvement for sewer and
j 4'� • water is to be coordinated with the street improvement for the tteyers/HilTcrest
� Area. The estimated front foot rate for sewer lateral is $13.47 and
estimated cost for water lateral is $11.14 per front foot.
Mr. SQbiech stated, in considering the improvements, it must be realized
the potential of the existing properties. He pointed out, according to the
codes, there are three possible building sites on Mrs. Thompson's property.

Mr. Kehner, 7129 East River Road, felt the City was carrying this a
little too far.
Mr. Sobiech pointed out the Gity tries to plan as best they can for the
total vacated area in order to make it as convenient and less costly for
all the residents.
He explained, if service wasn't provided for the potential deveTopment '
of property, and in the future it was developed, it wouid be an additionaT
expense for the City to supply the services required.
In discussing Mrs. Thompson's property, it was brought out she could
pTat the property for two parcels, with a�ot off East River Road and one
off Meyers Avenue. This would save some of the costs, however, in the
future, P�1rs. Thompson would not be able t� split the property into three
parce�s.

PUBLIC HEARING ON IMPROVEP4ENT: STREET IPtPROVEMEPlT PROJECT ST. 1978-2
ADdENDUM �� SIDEWALK - 7Tk STREET :
MOTION by Councilman Schneider to waive the reading of the Public Hearing
Notice and open the Public Hearing. Se�onded by Councilman Barnette.
Upon a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously and the Public Hearing opened at 9:02 p. m.
Mr. Sobiech, Public Works Qirector, stated this improvement was requested
by the School Board oT District No. 14 for sidewalks on the East side of
7th Street from 61st to 63rd Avenues.
Mr. Sobiech stated the School Board recognizes a certain portion of
benefit to them and have indicated a cost sharing of 50q for the cost
of the improvement.
He explained the estimated cost of $78,000 is for sidewalk construction
only and ther2 wou]d have to be some relocation of facilities in Commons
Park regarding the ba71 fields and remodification of the sprinkler system.
Mr. Sobiech stated, in talking with the Parks and Recreation Director,
it is estimated the cost for relocation of certain facilities would amount
to about $10,000.
Mr. Robert Pierce, member of the Scfiool Board, appeared before the
Council regarding this item. Mr. Sobiech explained Mr. Hedren, Business
Affairs Director for the School Board, was unable to attend as he was out
of town this week.
Councilman Schneider questioned the annual costs to the City for
maintaining this sidewalk and questioned the cost for snow removdl.
Mr. Sobiech stated it is estimated the cost for snow removal arould be
about $300 per year.
Councilman Schneider asked if the property owner affected by this
sidewalk was notified of the hearing. t�r. Hermann stated this property
•owner wouid not be assessed, therefore, no notification was given.
Councilman Schneider felt, because this sidewa]k would be adjacent to
Mr. Saunders` property, th2y should be notified.
Mr. Pierce indicated he was not aware that facilities had to be relocated
in Commons Park. He indicated ha could not speak for the School Board as
to whether or not they would go along with the additional costs.

Councilman Schneider questioned how the City determines the need for a side-
walk.
Mr. Sobiech stated one consideration is areas.of high traffic volume, however,
usually they are installed by request of residents in an area. He pointed
out, at this time, the City does not have a sidewalk implementation program.
Councilman Hamernik stated this sidewalk would tie into the Senior Citizen
development on the �dest side of 7th Street.
Mr. Pierce stated the Riverwood and Gardena Schools are currently being
appraised, however, the School Board is looking to the point that possibly
Parkview School might have some community use.
Mr. Sobiech stated he believed this question of a sidewalk on the East side
of 7th Street was mentioned at the Parks and Recreation Corrpnission meeting
and a negative reaction was received. They suggested a different location
mainly in the area of the Junior High complex. h1r. Sobiech stated, however,
it would then be necessary to acquire easements through private property.
In discussing the ad�itional costs, Mr. Qureshi, City Manager, indicated
there would definitely be a$2,000 minimum cost for relocation of the
sprinkler system and trees, however, the item regarding the ballfields
could be checked into further.
MOTION by Councilman Schneider to continue the public hearing until the next
public hearinn meeting on April 3, 1978, and direct staff to notify the property
owner, Mr. Saunders, and prepare costs on the additional items involved.
Seconded by Councilman Fitzpatrick. Upon a voice vote, all voting aye,
Mayor Nee declared the motion carried unanimously.
NEW BUSINESS :
RESOLUTION N0. 26-1978 AUTHORIZING PAYMENT OF CERTAIN CLAIMS WITHOUT PRIOR
COUNCIL APPROVAL:
Mr. Brunsell, City Clerk, stated this resolution is submitted for the
Council's consideration for authorizafion of certain payr�ent af"claims, without
prior Council approval, as outlined in the resolution.
Mr. Brunsell stated, as noted in the communication from the City Attorney,
the Charter does provide that the Council may, bg resolution or motion,
provide for the regular payment without specific individual authorization
by the Council of salaries and wages of regular employees, laborers, and
fixed charges which have been previously, duly and regularly incurred.
Mr. Brunsell stated, at the present time, there is no written Council
policy other than the City Charter, regarding payment of claims.
Councilman Schneider stated he could see the rationale of this request,
except for Item (j) in the resolution which covers advances to employees
for attending conventions or conferences.
Mr. Brunsell indicated in the resolution, this refers to the advance of
funds for all items that could be paid, before the conference is held. He
stated this could be changed, however, and his main concern is to know
what is the Council's policy and to have it set forth in writing.
Councilman Schneider felt possibly a reasonable limit could be put on
this item.
�, MOTION by Councilman Fitzpatrick to adopt Resolution No. 26-1978 H�ith
the a�di�tion of the words "not to exceed $500" under Item (j). Seconded
by Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee

CONSTDERATION OF AUTHORIZATION OF UP TO $5,000 TO THE FRIDLEY 49ER'S IPIC.
F'ROM THE CJtM1UNITY CELEQRATIONS PROGRAM UNDER CCMMUNI7Y DEVELOPMENT:
Mayor Nee felt, if the Council advanc�d these funds, there should be
agreement on the part of the 49er's as to what would be expected from
their organization.
Councilman Fitzpatrick indicated he had no objection to contributing to
this cause, if the funds are spent in the v�ay intended, but felt there
should be further documentation.
Mr. Brunsell stated this is being requested, as apparently there were
some problems last year, when bills were presented for payment. Mr.
Brunse7l stated, in ta]king with the auditors, they fe7t since this was
an authorized expenditure in the budget, the funds could be submitted
to the 49er's as long as there was action taken on the Council's part.
He stated the City would receive an accounting for the funds, after the
event is over.
Mr. Qureshi, City Manager, indicated he would check into this further
and receive some documentation signed by the officers of the 49er's
regarding the use of the funds.
MOTION by Councilman Fitzpatrick to table this item. Seconded by
Councilman Schneider. Upon a voice vote, all voting aye, Mayor P�ee
declared the motion carried unanimously.
CLAIMS:
MOTION by Councilman Fitzpatrick to authorize payment of Claims No. 068A40
through 068847, Seconded by Counci]man Namernik. Upon a voice vote, al]
voting aye, Mayor Nee declared the motion carried unanimously.
COMDIUNICATIONS:
LFTTER FROM LARRY DOBSON REGARDING "WILD IN FR;DLEY" BROCHURE:
Mr. Larry Dobson appeared before the Council regarding the status
of the "Wild in Fridley" brochure. He explained, when this proposal
was presented to the Council last fall, the cost figures were $10,000-
; $14,000. He stated a company in Florida will do the job for $7,500.
, He.questioned the Council if the City would purchase the entire project
from him so that it would actually be a City project instead of the
City just having an ad in a magazine. He explained, if the City is the
contractor for the brochure, businesses that placed courtesy ads could
write off the cost as a contribution. If they are just buying advertising
space from him, it is not a deductible expense.
Mayor Nee felt the cost for the ad is a business or advertising expense
and asked how it would be different if it was a contributian.
Mr.. Dohson stated it is apparently a problem with several businesses.
regarding their budgets and where the funds wouid be taken from.
Mayor Nee stated technically then, the City would be a.seiler of
advertis�ng space.
Councilman Schneider stated Mr. Dabson's proposal would indicate that
the brochure is a City pubTication and for a given donation, businesses
would get their name in the publicaton.
Mr. Dobson stated, basically, the ads are public service type so it doesn't
change their character to any extent. He felt, however, without this
change, the project would still be completed. Mr. Dobson questioned the
time limit as far as the City �s concerned.

Mr.�Qureshi, City Manager, stated it was hoped the mailing of this
brochure could be coordinated with the March newsletter. However, since
this was not the case, it is hoped this brochure could be delivered with
tfie June newsletter.
Mayor Nee felt, if the City accepts Mr. Dobson's proposal, theoretically,
the City is selling space in the brochure.
� Mr. Qureshi stated, up to this point, the City has taken the responsibility
only for delivering the brochure. However, if they proceed with Mr. Dobson's
proposal, the City is then providing a service.

� Councilman Hamernik felt, if the City was to proceed with Mr. Dobson's
�` proposal, they Nouid have to go out for bids. Ne indicated he was
surprised at the reduction in the cost and hoped the quality was maintained.

Mayor.Nee requested Mr. Brunsell to check with the businesses involved to
determine how they felt it would be more advantageous for the City to be
the contractor for the brochure, as proposed by Mr. Dobson.
Mr. Dobson felt he had no problem in proceeding with the brochure as long
as there is a middle of May deadline.
MOTION by Councilman Schneider to receive the letter from Larry Dobson
tlated february 27, 1978. Seconded by Councilmarr Fitzpatrick. Upon a
voice vote, all voting aye, Mayor Nee declared the motion carried unanimously.
LE7TER FROM ANOKA COUNTY RE: VOTOMATICS DA7ED MARCH 7, 1978
Mayor Nee questioned the needs of the City regarding votoma�ic machines.
Mr. Brunsell, City Clerk, indicated he felt tha City had sufficient
machines, and Mayor Nee requested that the City C1erk so respond to the
County's letter.

Schneider. Upon a voice vote, al] voting aye, Mayor Nee declared the motion
carried unanimously and the Public Hearing Meeting of the Fridley City

In respanse to youx February 9, 1978 letter we want to explain our position on
improveinents you described. We wholly support your proposal -�o construct HillcresL
Avenue as a service road that would collect traffic and allow access from this
street to Hickory Drive. Likewise, Pdeyers Avenue would collect traffic in an
orderly manner and provide access to the service road (Hillcrest Avenue) and
outlet to CSAH #1 (East River Road) via Hickory Drive. Consequently it is our
position to strongly discourage a�y entrance of Meyers Avenue directly to East
River Road.
In regard to your question of County participation in improvement costs, it is
very unlike�y since county road funds are set aside for improvements to the
county road system.

Street Improvement Project St. 1978-1, Addendum No. 1 includes street

curb and gutter on both sides of Meyers Avenue. There will be concrete
curb and gutter on just the east side of Flillcrest Avenue and the west
side will have a machine placed asphalt berm.

Attached is the Preliminary Assessment Roll for ti�e improvement project. .
MEYERS AVENUE:
The estimated front foot cost is $24.74.
The estimated side yard cost is $3.99 �er foot.
HILLCREST AVENUE:
The estimated front foot cost including curbing is $46.00.
The estimated side yard cost including curbing is $2.29 per foot.
One lot on Hillcrest Avenue will noL have curbing. This is a double
frontage lot. The estimated front foot rate is $10.37.
Due to the fact that a number of the lots involved are owned by Timothy
Munn and Todd Blair who have petitioned for this improvement project
and they feel that some of the lots owned by other individuals will not
receive any direct benefit from this project, they have indicated by
letter that t.hey will pay the total final assessment cost incurred by the
specific lots enumerated in their 7etter.
When the Notice of Hearing was sent to property owners involved, in each
case where the assessment cost will by assumed by the above mentioned '
gentlemen,•a copy of their letter and a memorandum concerning this letter
were enclosed with the Notice of Hearing for their information.

Recen� developments involving the clos�ng of Parkview Elementary
School effective for the 1978-79 school year have prompted this
pra�osed sidewalk construction. The closing wi17 substantia7]y
increase the pedes�rian tr�ffic north along Seventh Street.

Seventh Street is a Municipal State Aid Street. Under the City's
Sidewalk Palicy, the cost of sidewalk assessments for R-1
property is to be paid from Municipal State Aid �unds. This is
the case with one property located in Christie Addition. .
The balance of the property to be assessed is City Park Property
which wiil be fu11y assessed according to our SidewaTk Policy.
The rate per foot is $12.85.

Attached herewith is the preliminary estimate of assessments
for Sanitary Sewer and Water Improvement Project No. 124. The
assessment estimates are based on cost estimates furnished to
our office by the City Engineer.
The figures shown are not guarantees of what the maximum cost
of the project will be, bui are the best estimates available

A RESOLllTION AUTHORIZING PAYMENT OF CERTAIN CLAIMS WITHOUT PRIOR COUNCIL APPROVAL
WHEREAS, Section 7.11 of the City Charter provides that the Council may by
resolution or motian provide for the regular payment without specific individual
auihorization by the Council of saiaries and wages of reguiar employees or laborers,
and fixed charges which have been previously duly and regularly incurr�d, and
WHEREAS, ?he Council has not put in writtem form its policy regarding
payment of claims, and
WHEREAS, There is a need to provide for the payment of certain claims prior
to Council approval.
NOW, THEREFORE, BE IT RESOLVED, That the City Treasurer is hereby authori2ed
to issue checks for the following types of claims without prior Council approval:
(a) Salaries of regular employees
(b) Overtime of regular employees if approved by the affected

SUBJECT: PAYMENT OF CLAIMS .

There ha� been increasing pressure from various departments and other sources
to release checks prior to Gouncil approval. These requests may involve
reimbursement to an employee for attending conferences, schools, or noon lun-
cheons. They may also involve payment to a vendor or contractor.
The City Charter seems pretty restrictive as to what can be paid, and what
cannot be paid, without Council approval.
The informal policy we have been operating under is as follows:
(a) We have made payments from petty cash for items under $10. In unusual
circumstances, we go over the $10 limit, pF�oviding I approve the payment.
(b) We have released all types of payroll checks without Council approval.
(c) Flat manthly mileage checks have been released.
(d) Payment for utility services are made.
(e) Discount invoices are paid. These discount invoices are primarily for liquor.
They normally have to be paid within three days of receipt in arder to be
eligible for the discount.
It is the suggestion of our auditors that we clarify our policy by resolution.
The final policy determination is up to the City Council, of course, with the
advise of the City Attorney. '
At the present time, there is no written Council policy other than the City Charter,
regarding payment of claims. Therefore, we should probably cease releasing any
and all claims or checks prior to Council approval, or adopt a specific policy by
Council resolution.
Some of the individual items that the Council could consider authorizing are as
follows:
1. PETTY CASH. The Cashier could be authorized to pay out up to $15 from petty
cash upon signature of the employee. Most of the payments are for small items
_ of inerchandise employees pick up at stores, or for washing a City car ai a local
car wash, reimbursement for attending a noon luncheon, reimbursement for
mileage request by an employee who normally does not draw mileage,

etc. Other items that may be paid out of petty cash are for merchandise
that is delivered by C.O.D., pastage due on items coming in, and requests
for postage by various departments (this practice is discouraged).
2. SALARIES At�D WAGES. I suggest that all salaries for regular employees,
overtime for regular employees and salari�s for temporary employees, be paid
without Council approval providing the time sheet has been signed and
approved by the affected Department Head.
3. OTHFR CLAIMS. The following claims could probably be approved without
Council approval:
(a) Monthly utility bills, such as gas, electricity, water, etc.
(b) Discount invoices (these are primarily for the purchase of liquor).
(c) Requests for advance for up ta 75% of the cost of attending conventions
or conferences.
(d) Checks to vendors where a bid has been awarded by the Council for a
specific item, and providing the Department hiead has signed for and
accepted delivery of the item. This does not include multiple payments
made to contractors, such as a tree contractor or a water and sewer
contractor.
4. ADQITIONAL ITEMS TO CONSIDER. Registration for schools and conferences.
These are for small local schools or conferences where the registration fees
may be anywhere from $l0 to $5q and the employee may pay this out of his
pocket and be reimbursed, or the check may be sent to the school or conference
ahead of time. In some instances, the registration is not requested far
enough in advance so that the check can be approved by the Council and still
sent in prior to the time the school is held. �
5. OTHER TYPES OF REIMBURSEMENT TO CITY EMPLOYEES FOR EXPENSES. This may involve
out of town mileage, or reimbursement to an employee for clothing allowance.
This would involve those employees who are eligible for clothing allowances,
primarily the Police and Fire Departments.
The above is a very general review of the problem. If the Council concurs,
a specific resoluti.on would have to be adopted.
The Council may want to expand, or subtract from this list. My main conc�rn is
that the policy be delineated, so that every one kno�r�s what the policy is.

The "Wild in FYidley" project is not comoleted as yet snd will not be able
to meet the I��arch lat target date that was establiahed by the Counail. I
would like to ask the Council to e�ctar�d the completion date to Niarcf� �1.
(3�tting the money collected presented s problena. 3'ending out state�nts and
followi.ng up with phone and personal cells appears to be solv ing the problem.
Timing the project to tiegin during the Christ�as shopp5�e; season was also a
mistake on my part. A� depart�nts were busy and not interested in teking
on additional work. Since the beginnfng of the yeaa�i that problem hae
