In review of the legislation, one major problem was observed. This was the fact that there was no time limit regarding reimbursement of monies to the municipalities. The Legislative Committee of the City Engineers Associ- ation of Minnesota recently reviewed the legislation and provided comments to the MnDOT. I believe these commen�s relevant and should be included in the legislation. I will follow the progress o� thi� proposed legislation through the State Legislature, and will inform you if additional action is required by the City of Fridley. At that time Z pointed out that several questions were being raised by the Executive Co;�aittee m.r�bers. Bill agreed to find out from the District Directors ho:a they felt about the proposed legislation to a11ow r�unicipalities to pay for warranted9 prioritized, traffic signals and thez be reimbursed when the actual priority nur�ber cane up. I was also asked to find out how the county and city engineers felt about such a proposal in that in es`fect in som�, instances tliis arranger.�nt could put the burden on the city councils and county boaxds to provide funds for signal cnnstruction iu advance of when they nay ordinarily want to even parti� cipate. Attached is the gertinent correspondence on this subject that I have acc��r-^�la*_ed in the Last three to four months. The Commissioner may enter into agreements vrith other �overnmental agencies or politica� sub— divisions for the purpose of constructing traffic control devices on ihe trunk high�ray system. No agreement shall be entered into until. the commissioner has first determined that the contemplated traffic control devices are necessary. . Subd. 2. [Emcumbrance.] If the commissioner - determines that trazi'ic control devices are necessary and that state funds zre not currently� available to pay the state's share, if any, of the cost of cor.structing the devices, but = will be available in the future, he may enter into an agreemer.t pursuant to subdivision 1 providing for the constructian of �raffic control devices at no cost to the state. Intmrvsntfon by CNy If the provlslon of the foregoing sections are not complied with the City Wead Inspector or Palice Department shall serva written notice upon the owne�, lessee or occupant or any person having the care or control of any suoh tot or land�to comply with the provisions of this ordinance. If the.person upon whom the notice is served tail ;, �eglects or refuses to cut and remove or to cause to be cut after date of such notice, or no person can be found in the City of Fridley who either is or claims to be the owner of such lot or land, or who either represents or claims to represent such owner, the City Weed Inspector shall cause such weeds, gress, brush and other vegetatfon on such lot or land to be cut and removed and the actual cost of such cutting and removal, plus up to 25 per cent for inspection and other additional costs in connection therewith, shall be certified by the City to the Anoka County and shall thereupan become and be a lien upon the property on which such weeds, gress, brush and other vegetation were located and shall be added to and become and form part of the taxes next to be assessed 0�d levfed upon such bt or land and shall bear interest at the same rete as taxes and shall be collected and enforced by the same officer and in the same manner as taxes. 105.00. ROLL CALL• � MEMBERS PRESENT: Mayor Nee, Councilman Fitzpatrick, Councilman Hamernik, ' Councilman Schneider and Councilman Barnette MEMBERS ABSENT: None . ADOPTION OF AGENDA: Mayor Nee stated the City staff has requested that two items be added: (1) Authorizing up to 5100 for a Plaque for Grace High School for foot- ball championship and; (2) Approval of letter from Mayor Nee to Mayor of Fourmies, France. MOTION by Councilman Schneider to add an item authorizing up to $100�for a plaque for Grace Hioh School to the agenda. Seconded by Councilman Fitzpatrick. APPROVING STATEMENT OF CANVASS OF ELECTION FOR.TNE NOVEMBER 7, 1978 GENERAL ELECTIOY: � The City Attorney> Virgi] Herrick, outlined the information covered in his memorandum of November 13, 1978 to the City Council regarding the obligation of the City Council acting as a Canvassing Board. The City Clerk, Marvin Brunsell, surtmarized the election process in- dicating that all election judges go through training by the County Auditor's Office and also training by the City Clerk's office regard- ing the conducting of the election. Councilman Schnieder inquired why the information regarding the missing ballot is not in the summary report they have. The City Clerk indicated that all such information is marked by the election judges on the forms provided to them, and the sumnary provided to the City Council is merely a concise report for their quick review. He then passed out the computer printout sheets to the Councilmembers. An inquiry was made 6y the City Council regarding what happened to the spoiled ballots. The City Clerk indicated that those, along with all the other ballots, are kept in the Anoka County Auditor's Office in sealed 6oxes. Councilman Barnette inquired regarding the under-vote and over-vote in- formation.
