SUBJECT: Architect Selection Process
for Springbrook Nature Center
We set up interviews with six firms wiio came highly recommen�ed
from both the Underground Center and htinnesota Chapter of American
Institute of Architects, and have had some practical experience in
earth shelter facilities. Chuck Boudreau, Siah Sinc7air, Dick So-
biech, Mike Franzen and myself were involved with these interviews
and selected the top three firms, in our opinions, which would
best serve the needs of the community.
Attached is the list of firms interviewed and the project proposal
sheet. The top firms have been invited to present project propo-
sals to the joint meeting of the City Council, Springbrook Nature
Center Foundation and the Parks and Recreation Commission on Wed-
nesday, May 16, 1979.

PROJECT:
• Develop a conceptual plan for a h500-5000 sq. ft. earth shelter structure.
CONSID[RATIONS: �
1. Respond to existing site conditions - climate, terrain, soil conditions,
and other elements of natural systems.
2. Structure should be energy conscious illustrating various concepts of
passive solar collection.
3. Respond to problems of vandalism, control, and safety in the design
of the sti°ucture.
IIMITATIONS:
1. A total budget of $300,000 including design and construction fees has
been appropriated for the sl;ructure.
2. All other site work, parking,planting, utilities; etc., tvill be
covered by additional funds.

Limnological Data
National Biocentric, Inc. has since 1971 conducted
certain limnological tests of Moore Lake. These tests
have been conducted in conjunction with other programs
involving environmental i.mpact assessment of equipment
and training of field personnel.
The results of these recent field tests indicate
that Moore Lake is in fact degraded and a potential public
health danger. Generally it is anticipated that this
public health danger represented by high coliform counts
is the result of storm sewer runoff from the surrounding
urban area. Further, the lake is characterized by very
high turbidity and suspended solids levels resulting in
water c7.arity as measured by secci disc readings of less
than one foot. For comparative purposes, Lake Johanna
would have a water clarity secci disc reading of five feet
or more and Lake Superior perhaps in excess of 20 to 30
feet.
