To Mayor and City Council Members:
First, I must apologize for not being able to attend this meeting,
but circumstances dictated that I have to be out of town. Ken Brennen
the Secretary/Treasurer of the Workshop will be in attendance to answer
any questions. Mr. Brennen is one of the original members and founders
of the Workshop. Blake Balzart will show a composite tape of program-
ming that has recently been cablecast on the public access channel.
Many of these programs were praduced by the Workshop. Mr. Balzart will
be able to explain the Workshop's recent production activities.
I hope that if any members of the Council have any additional ques-
tions after this meeting, that they wil� feel free to give me a call later
in the week. '
I will be in attendance at the regular Council meeting August 6, to
formally present the proposal.

RE: Request for a Coordinator
• The Anoka County Communications Workshop was originally organized during
the summer of 1974, stemming from a Community schools class in Television Pro-
duction. The Workshop met once a week, producing programs of interest for the
Fridley community. In December of 1975, the Articles of Incorporation for the
WQrkshop were filed with the Minnesota Secretary of State. After approval by
the State, the Workshop received its non-profit status. The Workshop filed for
tax-exempt status in hlarch, 1978. During the summer of 1978, the State approved
the Worshop's request, making the l�lorkshop a bor�afide rron-profit/t«x-exempt
organization.
The purpose of the Workshop is to make use of the access channels provided
by General Te1evision, Inc. Generaliy, the Works��op is designed as a nucleus to
assist, promote and produce access programming for the Fridley community. The
purposes of the Workshop are more completely outlined i�i the by-laws. Included
in the by-laws are the purpose, organizational structure, board of directors,
meetings and the responsibilities of a coordinator. '
The Workshop has been producing access programming for the past five years.
During these years programming has been sporadic, with many lapses in programming
altogether. The main problem in consistent programming and growth of the Work-
shop has been the absence of a full-time coordinator. � coordinator would
provide the Workshop with a manac�cr to handle the daily affairs, make it possible
for citizens to easily contact a representative of the Workshop, to organize
training and assist in productians. .
The Workshop is at this time, making a formal proposal to the City of Fridley
to provide "seed money" to hire a full--time coordinator. The objective of the
Workshop is to make the public and governmental access channels a viable communica-
tion entity in Fridley. This can be done by educating the community about access
potential, training people in producing programming and generally providing
programming that is of interest and benefit to the community of Fridley.
I. Position Requirements for Coordinator:
The responsibilities for the coordinator are in three basic areas:
education, technical and management. -
A. Education
If access is to be successful, then the community must understand
what access is, how it benefits them, and how�they can use it.
The coordinator must be capable of going out into the community
to inform and educate the public about .vhat the potential access
holds for them, and to stimulate its use. The coordinator must
be educated on national and regional deve1opments in access,and ,
be aware of Federal and State access requirements. This informa-
then must be made readily available to the public. Finally, it
is the primary function of the coordinator to publicize the avail-
-ability o.f public access channels and faci-lities to citizens,
groups, organizations and government in the Fridley community.

B. Technical
The coordinator will be the primary person to organize
training sessions in the use of video equipment. This
will �ean the coordinator must have expertise in tele --
vision production. In many cases the coordinator will be
teaching television production. The coordinator will be
available to asist persons and groups in their productions.
This person will be responsible for managing the use and
maintenance of any equipment owned, borrowed or leased by
the Workshop.
C. Management
The coordinator will manage the day-to-day affairs of the
Workshop. This person would be involved in proposing pro-
jects for the Workshop to undertake, including grant writ-
ing to solicit funds from organizations and foundations.
These funds will provide the necessary money to ultimately
make the coordinator's salary self-sufficient from the
City's original °seed-money".
The coordinator will also be a liaison between the Workshop
and the cable company, and the City of Fridley. This person
. will be representing the Workshop and be highly visible. It
is therefore necessary, that he be involved in all aspects
of the 6Jorkshop's activities, and be given responsibility in
areas of budget and administration of funds, organizing vol-
untary committees, ta assist in the operation of the Workshop,
� and make day-to-day operational decisions. It would be ex-
' pected that the coordinator would assist the City in dissemina-
ting information on the government access channel. This sort
� of cooperation would provide the Workshop with constant con-
tact with the City and it's needs, and also, serve to 'keep
abreast of the public.
II. Accountability:
The by-laws of the Workshop outline that the coordinator is solely
responsible to the Board of Directors of the Workshop. The Board
of Directors is elected by the Workshop membership. The coordina-
tor would be expected to work closely with the CATV Commission and
the City of Fridley, and give consideration to any of their requests.
This autonomy is needed for the coordinator position, so that no
special interest groups can unfairly influence the Workshop's acti-
vities, above all, the Workshoq must remajn objective in providing
services to the community,

� III. Location of Coordinator:

It would be best if the coordinator's office is located at General
Television. At the studios,regular office hours would be scheduled
� for answering telephone calls, demonstrating equipment, and to ac-
commodate peopl,e or groups interested in using the public access
studios. GTV has agreed to this arrangement.

IV. Agreeme�t t�ith City:
The Workshop would like to enter into agreement with the City, a
legal contract (see attachment) to: educate, train and assist the
public in access; to serve as a resource center for information,
materials and equipment; to serve as a receiving entity for grant
monies; and to assist the City in programming the government ac-
cess channel. The �orkshop will keep records on all financial trans-
actions and make reports to the City. There will also be written
operational reports made to the City.
The Workshop in return is asking for "seed money" to hire a co-
�rdinator. After the fi�rst contract run� out, a second year sum
� would be negotiated to assist the Workshap in its work with the
City in disseminating formation on the government access channel.
V. Programming:
The Workshop is presently producing a half-hour public access pro-
gram entitled "Fridley Forum." The program focusses on events, act-
ivities, information and groups that are a benefit or of interest to
the Fridley Community.
Initially, any additional new programming will be modest. But, there
� are many groups i.n Fridley who can help to make access work: the
schools, senior citizens, the churches, the business community and
the many community organizatians. All of these groups have important
things to communicate to Fridley.
The fiollowing are the types of programs that could be cablecast on
the public and government access channels:
A. "Fridley Forum"
B. Public Interest/Service Films (see attached letter, April 13,
1979) . .
C. Parks and Recreation - pragrams, classes, demonstrations, etc.
D. Man-on-the-Street Interviews--issues in Fridley, the region and
State.

E. Senior Citizen News-"Gray Panthers Speak" -their concerns, acti-
vities and organizations.
• F. Library Happenings-Informational programs from the Fridley 8ranch
Library.
G. Business Profiles-a look at the businesses and people in Fridley.
H. Police and Fire-inform residents of fire and crime prevention.
I. League of Women Voters-informational, interview candidates, act-
ivities. �
J. Schools-sports, concerts, plays, arts, commun.ity ed., etc.
This is a list of possible programming. Many of the civic, church
and professional organizations will have programming ideas of their
own. �
VI. Budget:
The proposed budget would include the first year� sal.a ry and ex-
penses for the coordinator. It is important that the coordinator be
able to function for an entire year, without the Workshop immediately
having to be concerned with the salary. During the first year it.is
most important that the coordinator focus efforts on educating and
training the public, and orqanizing the Workshop. After this is done
the Workshop will have a proven track record and be able to approach
funding organizations with confidence. The initial monies the Work-
shop is requesting from the City is to be used as "seed money" for
the coordinator`s salary and expenses.
A. Proposed Budget:

It is felt that the salary should be in the fourteen to fifteen thou-
sand dollar range for a number of reasons. The candidate for the co-
ordinator position should have some experience in working with the com-
munity orginizations and local government. The Workshop would like to
have some continuity in the posi�ion, so that there is not a frequent
turnover. To do this the position will have to be attractive. This
is why the level of salary is in the moderate range and fringe benefits
including health caverage, two weeks paid vacation and paid sick leave
are offered for the position. A number of insurance agencies have been

contacted about coverage, and $450.00 seems to be adequate for one
year. The coordinator will be expected to use their own car in
most cases, this is why an average of fifty dollars a month is al-
lotted. It is hoped that most office supplies can be found and
donated, but the Workshop expects there will be need for some mail-
ing costs. The Workshop would expect the coordinator to attend
seminars and conferences, both to represent the Workshop and as an
educational experience for the coordinator.
It is hoped that the original screening far the coordinator position
will have representatives from the Ciiy, the Cable Commission, Gen-
eral Television, the Fridley community and the Workshop Board. This
group will then be able to convey to the candidates what is expected
of them from the various community groups, and each group will feel
they had_some direct effect on the direction the Workshop will take.
The Anoka County Communications Workshop wants to make access a viable
community communications medium in Fridley. To do this the Workshop
needs the City's help in�getting this effort started. At this time
the Workshop is asking for the "seed money" to hire a coordinator for
one year.

As you may be aware, the City of Fridley has a cable te1evision (CATV)
system which services nearly 2,000 Fridley households within the city
limits. Along with additional television services offered to CATV
subscribers, e.g. (Madison Square Garden Sports, Home Box Office, WGN
Chicago, WTCG Atlanta, etc.), the system is capable of "airing" locally
originated programs on the Public Access Channel (#25) and Government
Channel (#30).
The City is currently exploring the feasibi1�ty of programming various
public interest films and video tapes on either the Public Access Channel
or the Government Channel. It is my understanding that yaur company
may have films and video tapes on subjects ofi general public interest.
Educational/informa�ional films and tapes dealing with health, safety,
environrnent and technology would be ideal. However, �epics of a more _
specific nature would also be helpful. 4Je believe that these resources
would be of benefit to the community.
If your enterprise has any 16mm films or 3/4 inch video cassettes which
would fit into the general category of "public interest programming",
and if you would be t�illing to lend �:hese mater°ials for this new public
information venture, ��ae would appreciate hearing from you at your earliest
convenience. Of course, because some of th�se films and tapes may have
copyrigl�t limitations, we �vill appreciate your granting proper clearance
for us to cablecast your pi°oductions.

I. Purpose: The Anoka County Communications Workshop, Inc. is a non-profit,
tax-exem�t community organization formed to ser•de the citizens of Fridley,
Minnesota through the use of the cable i;elevision network franchised by the
City of Fridley. The primary purposes of the Workshop are:
A. To facilitate, pron;ote, coordinate and assist in public service
community programming of benefit or interest to the members of the
. . � Fridley community;
B. To inform and educate members of the community of the potential
communication benefits and services which cable television can provide
to Fridley;
C. To provide training and technical assistance that will help the members
of the Fridley community realize the potential of cable television
��. as a source of noncommercial means for communication;
D. To serve as a resource center for information, materials, Qrogramming,
and equipment; and �
E. To serve as a receiving, holding, and disbursing entity for monies
intended for use of the cable televis�on medium.
II. Organi.zational Structure: The Anoka County Communications 4�orkshop, Inc.
is composed of the P1embership, Qoard of Direc�:ors, Coordinator, and any
Committees necessary for fulfillment af the 4lorkshop's purposes.
A. Members hi p : '� � -
1. The only qualifications for Membership in the organization are:
a. a bona fide interest in the noncommercial use of the video
medium
b. substantial agreement with the objectives of the organization
as set out in the articles of incorporation
c. payment of dues as established in these bylaws �
2.. Any person meeting these requirements is eligible for membership
in Anoka County Com�T�unications Workshop, and no other qualifications
� may be imposed �or the purpase of excluding any individual from
. ._ membership.. '
3. Each member of �he Anoka County Communications Workshop is entitled
ta vote on motions, resolutions, and otiier appropriate matters
that come before the hlembership at any regular meeting.

4. Term of inembership: Membership shall run.from September lst to
' Augusl: 31st of each year, with partial year payments for new
• members set by the �oard of Directors. .
5. Classes of inembership:

annual cost of $10.00 per year.
b. Student membership: Available, with voting privileges, to
any registered, full-time elementary, secondary, high school,
vocational, technical school, college,'or university student
at an annual cost of $5.00. �
c. Organizational membership _� Available, without voting privileges
but with full access to the Workshop's services and facilities
for all members of the organization, at an annual cost of �100.00.
d. Sponsoring membership: Available,.without voting privi1eges,
� to any person or organization that may wish to be recognized
but nat active in the Workshop, at a minimum annual cost
of �100.00. �

�' 8. Board c�f Directors: The Qoard of qirectors shall serve without pay.
The Board exercises the respons�bilities and powers of a nonprofit
tax-exei,��t corporation and taN:es necessary action to protect that status.
. The Board also provides recommendatiai�s on �dorkshcp policies, operations,
.. � and activities to the Coordinator.
Board members assist the Coordinator in gaining access to human,
material, informational, and financial resources necessary to tdorkshop
activities.
1. h1embershi : The Board shall be composed of 3 to 9 persons elected
� annually by voting members of the Workshap. Each member of the
Board shall serve far tv�o years any may be reelected for an unlimited
number�of terms. Terms of the Directors shall be staggered so that
no rnore than fi ve ��ti 11 be el ected i n any gi ven year. Mi d-term
vacancies on tr�e Board shall Ue filled until the next annual
meeting by a vate of the Qoard.
2. Meetings: T�e�Board shall meet quarterly at a time and place �
arranged by the Chairperson. S�ecial meetings may be requested hy
any metnber of the Goard or by the Coordinator.
3. Procedures: The E3oard shall select from its members a Chair-
person, ►Nho shall be responsible for� calling and conducting meetings.
In order to conduc�: b�isiness, a quorum consisting of one more than
half 1:he number of existing Qoard rnembers must be present.
Mati:ers befare the (3oard shall be decided by a simple majority
voi:e of Qoard n7embers present. Qoard meetings are open to tf�e
Membershi�, but the aoard may meet in closed session to discuss
confideni:i�il matters. �lembers of the f3oard standing to benefit
from any ciecision under discussion by the Qoard shall abstain from

. • voting. The �oard shall establish a set of Operating Rules for the
4lorkshop. The L'oard shall select from its� members, a Secretary and
a treasurer, both pasitions can be held by one Board member.
The Secretary: will keep records of the corporation, including
meeting minutes and membership lists, and copies of all co•rres-
pondence.
The 7reasurer: will keep records of all financial transactions,
will maintain the corporations accounts and promptly pay all bills
authorized by the membership.
C. Meeti n s :
1. Regular meetings: The memhership sha11 meet in September and /�pril
of each year, at a time and place to be announced by the Board
of Directors, for the purpose of electing the directors, receiving
a report on the Workshop's status, and deciding any other matters
requiring a vote of the Membership. The election for the
directors will be held at the September m�eti�ng.
2. Meetings' da�es wi11 be announced to the Membership at least two
tveeks in advance to permit members time to schedule agenda iterns
with the P_r�s-��rrt�h��rp�=�sc�,. '
3. No official action may be �;aken by the members of directors, which
will in any way obligate the corporation, un7ess approved at a
regular meeting of the members, and by a majority vote of those
members present. '
4. A regular meeting of the Membership'�ne called in the manner
descri bed above.
5. All meetings of the members, or the board of directors of the
� Anoka County Communications Wpc��kshop will be open to the public;
except Board Meetings on confidential matters, outlit�ed in
Section II. B..3. Procedures. ,
6. Special meetings: The Board of Directors may ca11 special meetings.
7. Vot�n ; Appropriate matters brought before the Membership shall
be resolved by a simple majority vote of the members present, t
� except in the case of amendments to the Bylaws, as provided for
in Section III. .
III. Amending Procedures: Tf it becomes necessary to alter the Anoka County
Communications t�;i�gksh�p's Qylaws, a��iendn�ents or revisions may be made by:
A. Proposal af the cf�ange by any voting member; any Board member, or the

referred to as "the City," and Bloomington Video Center, Inc., a nonprofit
corp�ration in the County of }�ennepin, Siate of Minnesota, witnesseth:
For and in cor,sideration of the prom�ses, covenants, terms, and provisions
herein contained, the parties hereto mutually agree as follows:
1. Period of Agreement. This agreement sha11 be effective January 1, 1978,
through December 31, 1978, subject to termination as hereinafter
provided.
2. Responsibilities of B7oemington Video Center, Inc. Bloomington Video '
Cent�r, Inc. agrees to provide, on behalf of the City, services to
Bioomington residents as follows:
a. 1'o ec?ucate m�mbers of the public to the potential uses of video
communications in the commun�ty.
b. To provide training and technical assistance that will promote
citizen use of available cablecasting facilities as a non-commercia]
means of communication.
c. To serve as a resource center for information, materials, and
equipment relating to the use of video as a communications mediun?.
d. To serve as a receiving, holding, a.nd disbursing entity for monies
intended to premote non-co�unercial citizen use of the video medium.

in the programming of its government access channel, at no

3. Bloomington Videa Center, Inc. further agrees to keep and maintain a
qualified staff of personnel, both paid and volunteer, necessary to
perform the services herein set forth.
4. For the period of this agreement the Ci.ty will�grant to Bloomington
Video Center, Inc. the sum of Twelve Thousand, Five Hundred and no/100
($12,500.00) Dollars; such amount being a part of the portion of the
revenues from CATV Franchise fees designated for local programming.
Said amount shall be payable quarterly, on the first business day of
each calendar quar•ter, beginning January 3, 1978.
5. Bloomington Video Center, Inc. shall keep accurate and complete records
of all financial transactions and shall provide to the City, on or
before hlarch 1, 1978, a complete written financial report of .its opera-
tions during the period of this agreement. Said records shall include
an accounting system maintained in a genera1ly accepted manner, �ncluding,
if applicable, the filing of proper tax returns to the Federal and State
governments, such as payroll tax returns or corporate income tax
returns (or per°mitted alternates).
6. aloomington Video Center, Inc. shall provide to the City a written report
of its operational activities, including whatever data will assist the
City in evaluating the effectiveness of the Bloomington Video Center, Inc.
in the provision of the services herein set forth. Said report will be

7. Bloomingtar. Video Center, Inc. shall indemnify, save and hold harmless
the City and all of its officers, agents, and employees from any and
all claims i'or losses, injuries, damages, and liabilities to persons
or property occasioned wholly or in part by the acts or omissions of
B7oomington Video Center, Inc., its agents, officers, employees,
members, guests, patrons or any person or persons asso.ciated with
Bloomington Video Center, Inc. for any purpose.
8. Insurance. Sloomington Video Center, Inc. will provide proof of
li�bility insurance, naming the City as an additional insured in an
amount and form as approved by the City Manager.
9. Bloomington Video Center, Inc. sha11 provide to the City documentation
that it has obtained nonpr�fit exempt status fram the Federal Internal
Revenue Service and the State of Minnesota Department of Revenue.
10. It is understood and agreed that no alteration or. variation of the tPrms
of this Agreement shall be valid unless made in writing and signed by
the parties hereto.
11. In the event of a breach by Bloomington Video Center, Inc. of the terms
or conditions of tl�e Agreement, the City shall have, in addition to any
other legal recourse, the right to terniinate this agreement forthwith.

ment. Upon termination of the Agreement, all uncommitted portions of
. the grant shall be returned to the City. Final determination of any
such uncommitted amount shall be as determined and agreed upon by the

BLOOMINGTON VIQEO CENTER -- 1977
The Bloamington Video Center has come to the completion of its firsi year
ot' operation. In that time thirty organizations have produced at least one
program on the access channel. Eighteen individuals, not representing an
organization, have also produced programs.
The content of the programs have included the foliowing topics: local sports;
theater, music, and art; religion; public affairs; news and information; com-
ntunity education; and hobbies.
Approximately five and one half hours of new programs are produced each week.
The programs are then a]ternated and played back at various hours during the
week for maximum audience viewership. Back in February, the access channel
was cablecasting six hours a week. Now the channel is offering approximately
fifteen hours of 7ocally produced programs per week.
It is physically impossible for the coordinator, the only paid employee,
to go and tape every program, educate the public, etc. The success of the
Center depends on whether or not the community is wiiling to take on the re-
sponsibility of their own programs. So far, the people involved are �villing
to lea�°n h�w to produce their shows, operate the video equipment, and pro-
mote their programs. Once a group or an individual is confident in producing
h�s own program, the coordinator is free to help more groups get started.
It is through �;his methad that a caminunity operated, local channel can truly
evolve and flourish.
The �enter has establish�d an internship program with Normandale Community
College. This last sprirg ttvo students from Normandale interned at the
Center. They learned the day to day opera�ion of the Center as well as pro-
duced a series of five programs on happenings at Norma��dale of inter�st to
the Bloomington community. In January anoth�r student will begin interning
at the Center, This internship program with Narmandale has been cf consid-
erable he1p to the Center.
A graphic design major firom the University of Minnesota used the Center as t
her project. She desiyned logos and a multi purpose mailer telling about
the Center and how one could produce programs for the channel.
Tn September, the Center had its first fund raising drive. The drive was
threefold. First it dre�v visibility to the activities of the Center. Sec-
ond, it educated the co���ii�unity on how they could produce their own programs.
Third, it generated funds for the Center. The Center raised $960 through
the Grab 8ag raffl� and TV dinner. rifty 6loomington businesses donated
over �2,500 in prizes for t}» raffle. The money raised went to the general
operation of the Center and to ihe equipn�ent fund.

In May, the first issue of the INNERTUBE, the Center's newsletter, went out
to members, friends, and organizations in the community. The purpose of the
IHNEI2TUQE is to let people know what is happening at the Center and to ed-
ucate them to public access. .
The Ceni:er is setting up a fund specifically for buying its own video equip-
ment. Throughou� its first year, the Center has used the equipment available
from the Cable Company, the schools, libraries, and Bloomington Police Depart-
ment. For its first year, this has been sufficient to meet its needs. As
demand for the equipment increases, it is necessary that this fund be estab-
lished. Presently the Center is exploring local corporate funding for th�
purchase of a portable, two color-ramera studio for the possibiiity of cable-
casting Monday night council meetings and for local productions.
The Center has joined the National Federation of Locai Cabie Programmers.
This organization is striving to unite all access groups throughout the
United States. The purpase of this orranization is to help in lobbying with
the FCC and as a resource orqanization for access groups.
One of the biggest problems facing the public access cP�annel is that of vis-
ibility with7n the community coupled with the low penetration of cable sub-
scr.ibers within the area. At this tim� the only way to confront this prob-
lem is ta physically go and talk �r��ith groups and individuals about access�
and offer,the services of the Center to them. Also, the Center tries to ed-
ucate the corr�munity about the programs on ihe chann�i and the services of
the Cetitei� through the local media. The response from groups and individ-
uals has been quite good. The people are excitied about bzing a part of dev-
eloping iheir own community channel.
The money that the Center receives from the franchise fee, memberships, and
donations, just about covers the operating expenses. In arder for the Center
to hecome a"self sufficient service to the cornmunity, ather means of aener-
ating money is necessary. As of December 1st, a rate card for studio prod-
uctions has been established. The purpose of the minimal fPe is to cover
the services offered during the taping. It is too soon to tell hoti� this �vill
effect the number of persons producing in the studio.
The membership to the Center represents twenty eight individual members and
two organizational memberships: The number of people ��ha have joitied the
Center has not been as high as expected. Nor members who have produced pro-
grams continue to do so. The Center does hope thatthese individuals and
organizations will join. In return, the Center ►vill continue to serve them
in creating a local channel.
7hrougf�out the year the Center has strived to fulfill the purpose, goals and
objectives set forth in the by-iaws and charter. The Center has experienced

many successes in helping the community create their own channel reflecting
Bloomington. The response from the commun�ty has been very good considering
the Center's first year of operation.

ACCW is not yet fully operational.. Further development is contingent upon the
development of cable television in Anoka County, rfinnesota,.the availabiliCy of
public access channels on cable television systems in Anoka County, Minnesota,
and on its ability to raise funds.
The rules and regulations of Che Federal Communications Commission have required
certain cable television systems to provide and make available channels for use by
the public, local governments, educators, and lessors.. These four channels are
frequently referred to as the access channels or reserved channels. ACCW was
created to facilitate the use of�the fo�sr access channels in particular and video
communication� and cablecasting�in general. Today there is one cable television
system in operaticn in Anoka County, Minnesota, and that is in the city of Fridley.
Althaugh the organization anticipates concentraCing much of its energy on facilitating
the use of Lhe four access channels on the Fridley cable television system, the
organization does have a county-wide objective.
ACCW's objectives and purposes are stated in its Articles of Incorporation which
are attached. ACCW seeks to implement these purgoses througli a three-part program,
which is not yet operat�onal: �, .,.
1. Education and Infor_mation F.xchange. This cansists of (a) develop�uent of 2
resour.ce library, bot:h written and video, regarding the use of video couimunications
in the comiaunity; (b) development of training workshops and conferences on technical
niatters regardin� the use of cablecasting facilities; (c) publication and distribut-ion
of newsletters, research papers, and video tapes; and (d) exchange of technical
expertise <<�ith governmental bodies and educational authorities in Anoka County and
with cab�e operators and other non-profit corporations having similar purperses to
that of ACCW. ,. . ���
2. Or�ani.zationa7. Evaluation and Aevel.opment. ACCW anticipates that its members
will make field visits to educational authorities, governmental bodies, private groups
and organizations, and individuals to determine their communications needs, and, once
it becomes operational, it will provide technical assistance to meet those needs.
3. Advocacy. ACCW anticipates that it will deve].op contacts with public and privuCe

expre�s purpose of supporting exclusively charitable, scientific, literary

Internal Revenue Code, either directly or by contributions to charitable,
scienti�ic, literary or educational organizations �;hich are described in
Section 5'Jl(c) (3) and Qxempt from taxation under Section 501(a) of the
Iniernal Revenue Code, provided however, thaL no part of such income or
