INTRODUCTION
The Energy ProjecC Committee is established for the purpose of
providing recommendations to the Planning Commission for the establishment
of a City Energy Policy for the promotion of energy conservation in the
City of Fridley.
The United States cannot long maintain the growth rate of recent
years in our energy consumption without major changes in our energy
supply patterns.
Our Nation is faced �vith many problems, one of them being that our
government is unable to move toward a unified, ��aorkable, productive
Energy Policy, Governmental units have a very signiiicant ro1 e to play
in dealing with our energy dilemma. We, the Energy Project Commi.ttee,
concur with the initiative takert by the City Council and Planning Commission.
The Energy Project Connnitt-ee fully supports the idea of conserv�tion.
This Committee higiily reco;nmends that (through the Planning Commission)
a resolution Ue passed by the Fridle}* City Council alerting municipal
employees and the citizens tliat energy Gonservation is the official policy.
Therefore, this Committee, hereUy sub�nits to the Planning Commission

STATEMENT OF PURPOSE:
This Energy Policy has been established for the purpose of providing
an�.Energy Policy and Contingency Plan for the City of Fridley, Minnesota.
This Policy sets foxth procedures for the conservation of energy,
particularly those sources of energy which are depletable and provide
for a Plan of �,ction in the event of an acute energy shortage or emergency
situation.
SCOP�:
. �his Policy provides a set of guidelines for implementation of a
Plan of Action to make the City of Fridley energy efficient. In addition,
it is in the public`s interest that tt�e CiL-y plan for and iiave the
capability to continue its services of �roviding protectian of health,
saiety, and ��elfare to its citizens. It is NOT the intent of this
Policy to fo1-mulate precise procedures or to cate�;orize specific actions
based upon the availaUility of fuels used.
I. LOCAL GOVERI��NT & REGULATION
A. Opeiational Procedures
1. Establislt energy efficient criteria relating to the ciCy
purchases,

construction or renovation of properties.
3. Authorize an Energy Audit of all city-owned structures,
including feasibility studies for retrofit projecCs based
upon life-cycle-costing and establish energy budgets and
management programs to monitor and regulate energy use.
Seek £unding for those projects found to be feasible.
B. Maintenance and Operation
1. Evaluate the placement and operation of street.lighting in
view of modern technology, including a consideration of
replacing existing units with the more efficient high
pressure sodium type.
2. Consider a restriction on lighting of recreational areas
(balX fields, skating rinks, tennis courts) through the
use of time clocks, coin-operated switches, etc.
3. Install flow restrictors in, and lower the temperatures of,.
al1 city-owned domestic hot water systems in accordance�
with the Minnesota Energy Code (ASHRAE 94-75, 7.4 and 7.7).
4. Scliedule the maintenance and cleaning of all city-owned
facilities taking into consideration peak-power demand.
5. Random-Cycle security lightin� should be considered for
', � use on all city facilities.
6. Minimize decorative lighting of city-owned facilities,
7. Prohibit the idling ot city-owned vehicles when parked,
� except for emergency vehicles. �

1. Initiate a training program for all city employees

D. City Rules and Regulations
1. Modiiy zoning ordinances to encourage energy-efficient
dwellings.
2. Provide for flexibility in building construction to
permit innovation for energy conservation and the use
of aZternative energy sources.
3. Establish a ci.ty ordinance regulating the Solar Rights
(direct heating, wind power, etc.) oi' property owners.
4. Revise all city ordinances with viewpoint on energy.
E. Contingency Plan
1. CreaL-e a fuel allocation plan by the establishment of -
departmental priority.
2. Adjust the operating schedules of City departments to
minimize energy use.
3. Close all recreational and other non-essential energy-
consumin� facilities.

5. Concentrate offices and maintenance areas into closeY
quarters so that resulting unoccupied areas can be closed.
6. Establish a City Ordinance regulating the operating hours
of retail businesses in the event o£ a fuel emergency.
7. Provide a designated official with the authority to declare
an energy emergency and implement the above procedures.
8. Form a citizen's group to assist the police and other City
departments in the event of a brown-out or other energy
emergency. •
II, CITY COORDINt�TING UNI� - The Fridley City Government should provide
leadership to coordinate al1 energy activities. A City Bnergy
Administrator would be appointed and would have a variety of responsi-
bilities such as: (1) coordinating functions; (2) active participant
in State and Federal energy programs; (3) a focal point for the
� purpose of Iobbying for the interests of the various groups; (4) the
primary agency for other local energy concerns in the residential
sector; and (5) implementing an Energy Incentive Program. Each of
. these is described in the following sections:
A. Commercial, Industrial, and Institutional - Each of these groups
would be organized with their own energy "association" for the
purpose of collective management of energy within their own
specialized field. A City Energy Administrator would be responsible
for organizing and coordin<�ting the activities of each group and �
would serve as a�ocal point for information cross groups. Tn
our view, the principal areas of interest are: �

BE IT RESOLVED, By the Council of the City of Fridley as follows:
1. That it is in the interest of the City te award bid
contracts for the following items or materials.
PACKAGE PROPERTY AND CASUALITY TNSURANCE
2. A copy of the specifications for the above described
items and materials, together with a proposal for the �
method of purchase and the payment thereof have been
presented to the Council by the City Manager and th�
same are hereby approved and adopted as the plans and
specifications, and the method of acquisition and
payment to be required by the City with respect to the
acquisition of said items and matexials.

THE SUCCESSFUL BIDDER WILL BE RESPOATSIBLE FOR THE FOLLOWING:
1. Update and file new statement of values with the
Insurance Services Office of Minnesota, Room 1229,
Plymouth Building, Minneapolis, Minnesota.
2. Break down all premiums by type of coverage and by.department
before premium is paid by the Ci�:y.
3. Make a thorough survey of the City`s insurance needs
and make recommendations on additional cbverage needed, or on
areas the City should sel�-insur�. The bidder will submit at
least annizally, in wriiing, their recommended changes.
4. The successful bidder will be required to iurnish the
City of Fridley a complete list of losses, by line of
coverage, valued as of January 1 and July 1 of each year.
Such runoff is to be sent to the City of Fridley by
February 15 and August 15 of each year.
5. To make at least two safety inspections per year on
pre-determined dates agreed by the vendor and the City
o� Fri.dley. The Insurance Company to recommend neccessary
corrections a�ter each iuspeci;ion.
6. Withhold $500 premium until all o� the above is complied with�.

This letter is in response to the conversation which Mr. Bowers and
myself had with you on October 12, 1979.
Our estimated fee for the insurance program would be a minimum of $2,500
and a nlaximum of �10,000 per year. In conjunction with the minimum and
maximum fee, an hourly fee of �65 per hour would also be used. The
min9mum fee of $3,500 would be paid up�f rant and we would immediately
lag in all hours aitributed to your insur�ance program. If and when the
hourly billing exceeded the minimum fee of �3,500, the excess portion
would ae billed monthly to the city. Under no circumstances would the
fee exceed $10,000 per year. Some of the many services which we wauld
provide the city are outlined in our 7etter of October 2, 1979.
