The United States cannot long maintain the growth rate of recent years in our energy consumption without major changes in our energy supply patterns. Our Nation is faced vith many problems, one of them being that our government is unable to move toward a unified, aorkable, productive Energy Policy, Governmental units have a very signiiicant ro1 e to play in dealing with our energy dilemma. We, the Energy Project Commi.ttee, concur with the initiative takert by the City Council and Planning Commission. The Energy Project Connnitt-ee fully supports the idea of conservtion. This Committee higiily reco;nmends that (through the Planning Commission) a resolution Ue passed by the Fridle}* City Council alerting municipal employees and the citizens tliat energy Gonservation is the official policy. Therefore, this Committee, hereUy subnits to the Planning Commission the enclosed reconunended NRGY POLICY I'OR TIiE CITX OF $IDLEY. 0 t. The min9mum fee of $3,500 would be paid upf rant and we would immediately lag in all hours aitributed to your insurance program. If and when the hourly billing exceeded the minimum fee of 3,500, the excess portion would ae billed monthly to the city. Under no circumstances would the fee exceed $10,000 per year. Some of the many services which we wauld provide the city are outlined in our 7etter of October 2, 1979.
