The reason this license did not come on the agenda sooner is that there was some indecision on the part of the owner as to whether they wished to have the license issued to an individual or to the corporation. DATE: DECEMBER 7, 1979 SUBJECT: AWARDING INSURANCE BIDS FOR THE YEAR 1980 We have done some additional research since the December 3rd Council meeting regarding the awarding of insurance package. We have also sought the opinion of Bachman-Anderson regarding separating the Umbrella coverage from the balance of the package. We have also asked their opinion regarding the purchase of more than $1,000,000 Umbrella coverage. Bachman-Anderson stated that the most logical part to split from the package would be the Umbrella coverage. With regard to the question of whether the statutory limitations make it unnecessary to purchase Umbrella insurance, it is impossible to get a definite yes-or-no answer to this question. We are therefore recommending that Transcontinental Brokers be awarded the bid in the amount of $81,097 for the Basic package except for the Umbrella coverage, and that the Umbrella coverage bid be awarded to Rice Creek Agency for the basic $1,000,000 in coverage at a cost of $10,000. This makes a total cost for this insurance package $91,097. This recommendation is made with the understanding that the City may purchase more than the $1,000,000 of Umbrella coverage depending on the cost of $1,500,000 or $2,000,000. Rice Creek Agency will be getting us additional information on the cost of this additional coverage. . , I believe the respective agents are in agreement with this split of the insurance business. BRUNSELL DATE: DECEMBER 6, 1979 SUBJECT: WORKERS' COMPENSATION INSURANCE FOR THE YEARS 1980-82 The City awarded bids for workers' compensation insurance in December 1978 for the three-year period 1979-81. The City chose to go with a retrospective plan which meant that our final net cost would depend to a great extent on the City's own performance or loss ratio:.. The City stood to gain a substantial savings if our loss ratio would average out as it had for the prior five-to-ten-year period. Unfortunately, our loss ratio has been very bad the past year. We've had three extremely large losses with Police Department personnel during the last year or two. The net effect of this is to crush any hopes we had of saving money by using the retrospective plan. Also, Western Casualty Company, the carrier, has urqed us to get out of the retrospective plan and to switch to a straigh� premium plan. This move would save the City a substantial sum of money over the next three-year period. The cost each year on the straight premium plan would be $105,568 per year vs. $137,364 on the retrospective plan. The three-year savings to the City as estimated by Western Casualty Company and our agent would total $75,310. . The City would have paid $95,340 per year on the retrospective plan if our expenses had been average ($108,341 x,88). It would have been much less than this if our experience had been good. This poi�nts out how �ur loss ratio makes a tremendous difference in cost to the 'City. I recommend that the City switch plans and go to the straight premium plan. We really have no choice. Hadtrath, President David W. Seppelt, Vice Pres(dent December 4, 1979 As you know, the City of Fridley had their ��Torker's Compensation under a three yeax retro with the Western Casualty Company. The three year program was issued effective 12-31-78. Under this program if the City had made it through three years without serious losses, they could have saved a substantial ar�ount of premium dollars. In the first year of the retro, however, due to some unfortunate losses totaling approximately 5185,000., this three year retro program �vould be very costly to the City. Needless to say, the Western has expressed a desire not to remain on the retro program which, of course, is very beneficial to the City. The �9estern Casualty �has agreed to replace the City's compensation throu�h the Compensation Pool and will continue to write the; coverage on a straight compensation program. The following is a breakaown of what this means to the City in the way of worker's compensation costs. If the three year retro program were to remain in effect, your cost tivould be as follows: Deposit Premium �125,676. Minimum Premium $125,676. 114axi.mum Fremium $137, 364. If the retro program would have then remained in effect, the City of Fridley would have been at the maximurn premium for the next two years considering your losses would have remained approximately the same as they have been for the last two years. This premature cancellation of the retro policy will, therefore, save the City of Fridley approximately �75,310. Under the program �vhich the tiYestern has agreed to write through the Compensation Pool, your cost would be as follo�vs: Deposit Premium :$105,568. Minimum Premium $105,568. Maximum Premium $105,568. From the above you can see that the City is really getting a break from the Western by then changing their program over to the Compensation Pool.
