AN ORDINANCE AMENDING CERTAIN SECTIONS QF THE CATV ORDIVANCE The CATV Ordinance is hereby amended �o read as follows: SECTION 405.22 RATES Rates charged by the company for monthly service hereunder shall be fair and reasonable and designed to meet all necessary costs of ser- vice, incluaing a fair rate of return on the original cost, less de- preciation, of the properties devoted to such service (without regard to any subsequent sale or tra.nsfer price or cost of such properties). Mr. Aune sets forth the cost of varying amounts of insurance in his letter. My recommendation is that we inczease the limits beyond the basic $1,000,000. We do not havP to make a drastic jump in one year. I recommend we go to $1,500,000 for 1980. This matter is entirely at the discretion of the City Council, however, and we will place whatever limits of insurance in force that the Council wishes. blr. Aune points up the liability relating to the operation of the school bus. If the City is considering the purchase of additional liability insurance at a cost of up to $7,000 per year because of the fact that the City operates a bus, perhaps consideration should be given to disposing of the bus and contracting with someone for the City's needs in this area. In addition to the extra expense for the excess limits insurance, there is the basic insurance cost for the bus, plus depreciation, gas, oil, maintenaiice, etc. This points out the need to care�ully consider the City`s potential liability whenever the City embarks on a new project. If the City does purchase additional U:nbrella insurance, the cost will be the same whether the City has the bus or not. Another insurance matter is the greatly incr_eased cost of workers" compensation insurance. At a recent Council meeting, the insurance agent stated the City's insurance liability for two of the three polic� officers affected could approach $600,000. If all three officers are considered, the City's liability could approach $900,000. Two ways the City can affect its insurance costs are: 1) to avoid the accidents or occurrences; or 2) i.f zvoidance is not within the City's control, to lessen the adverse effects of the loss or accident. The adverse effects of the t�>pe of incidents mentioned above could possibly be modified if the City had a policy of retaining the affected individual as an employee of the City in some other capacity where possible. In the case of police officers who are members of the Fridley Police Pension Plan, the City not only is affected by the cost of workers' compensation insurance, but must also•fund the pension costs. This amounts to approximately one-half of the salary of a full-time officer. I recommend the City develop a policy regarding this subject.
