The Energy Project CommitL'ee is esL'ablished for the pttx'pose of
providing recornmendaL-ions to the Plannin� Commission for the establi.shment
of a City Energy Policy £or the promotion of ener�y�conservation in the
Ca.ty oi rridley. �
The United States cannot long maintain the grocat.li rate of recent
years in our energy consumption without major changes in our energy
supply patterns.
Our NaLion is faced with many problems,'one of them being that our
goverYUnent is unaUle to move toward a unified, workable, productive
Energy Policy. Governmen�al units have a very sigizifi.cant: role to play
in dealing with ouz energy diiemma. We, the Energy Project Committee,
concur with the initiative talcen by the CiCy Council and Plannin� Commission.
The Energy Project Committee tully supports the idea oi co:�ser��ation.

This Energy Policy has Ueen estaUlished for L-he purpose of providing
• an.Energy Policy and Contingency Plan for the Ca.ty of rridley, Minnesota,
This Policy sets forth procedures for the conservation oi energy,
partzcularly those sources of energy which are depletable and provide �
for a Plan of �,ction in the event �f an acute energy shorLage or emergency
s3.tuation.
SCO�E•
. This Policy provides a set o£ buidelii�.es for implementat-ion ot a
Plan of Action to make the City of rra.dley energy efficient. In addition,
iL- is in the public`s interest thaL the City plan for and have the �
capability to continue its services of providin� �rotection of health,
safety, and c�elfare to its ciL-izens. It is NOT the inten� of this
Policy to formulate precise p�;ocedures or Co categorize specific actions
based upon the avail.ability oi fuels used.

B. Maintenance and Operation
1. Eva7.uate the placemenL- and operation of street.lighting in
view of modern technolo�y, including a consideration of
replacin� exist.ing units with the more efficient high
pressure sodiuul type.
2. Cousider a restricL-ion on lighti.n� Gf recr�ational areas
(ball fields, skating rinlcs, tennis courts) L-hrough the
use of time clocics, coin--o�erated switches, etc.
3. Install flew restrictors in, and lower the temPeratures of,
� alI city-owned domestic hot water syst.ems in acGOrdance
with Che Miniiesata Energy Code (14SFiR1�E g0-75, 7.4 and 7.7) .
4. Schedule the maintenance and cleaning of all city-owned
facilities L-aking into consideration peak-pocoer demand.
5. Random=Cycle security Iighting should be considered for

II. CITY COORDINI',TING UNIT - The I'ridley City Government should provide
leadership to coordinaL-e all energy activi.ties. A City Energy
Admi.nistrator �aould be appoi.nted and wou].d have a variety of responsi-
bilities such as: (1) coordinating functions; �2) active parLicipant
i.n State ar,d Fede?-al energ5j probrams; (3) a focal point £or L-he
purpose oi lobbying for the interests o£ the various groups; (4) the
primary agency for other local energy concerns in the r.esidential
sector; and (5) implementing an Ene�-gy Incentive Prog.ram. Each of
these is described in tlle tollo�,ring sections;

I've discussed this item with Walt Hartmen, with the League of Cities,
to get a clearer handle on the federal legislation which may eventually affect
tax exempt mortgage revenue bonds. He indicated that the legislation is still
pretty much up in the air, but expects some compromises which may allow some
bonding capability to cities. He suggested that we go ahead and put a plan
tagether and submit it to the Metropolitan Council and the t�linnesota Housing
Finance Agency which are the review agencies for these plans.
I also feel that we should move ahead with this plan development and
submit it to the above agencies for review. It may only be effort ihat is
wasted, however, if something breaks with the federal legislation, it may be in
our best interest to have a plan in and approved.

The amendments establish the policy, �uidelines and
procedures the Council will use to review municipal or

pro�li.de reduced �ortgage interest rates tor housing.
The amendments are in response to Laws of Minnesota, 1979,
�hapter 306, which require Council review oi such bond

� A brief resume of the events surrounding the fire today at the Senior �
High School -- -
The fire was confined to the gymnasium area of th� school although some
smoke damage occurr°ed in�some of the other areas of the building.
Classes should resume tomorrow. � . •
This building is unsprinklered although if it ��ere to be constructed .
today�in the same manner, sprinklers would be required. �
Four students were treated at Unity tiospita7 for smoke inhalation, and .�
one firefighter, Ralph Me�sser, suffered a severe leg sprain.
Some question as to the alarm system not o�erating exi�ts. It was
necessary to use t�e public address sy�tem ta evacuaie the building.
Early investigation reveaied fihe pov�rer supply to be turned off, as a
result of previous repairs. This represents human error on the part of
the school authorities.
This wi]] be further investigated in conjunciion k�ith the investigation
as to the cause. This investigation is being conducted by the Fi•re
Department, Deputy State Fire hiarshal and investigators fror� the
M.C.I.U.
As saon as definite conclusions can be made, I��ill inform you.

�' At approx ]012 hours, I responded to a fire call at Fridley Sr. Higi�. Upon n1Y arrtval
I noted heavy smoke and fl�mes emitting from the east side (frant) o�' the building.
Fire Department advised that the bui7ding was heavily involved. "
After clearing a large number of students from close proximity to the building, I was
advised by a teacher that there �r:ere a number of students trapped doVm in the gym
locker rocm. Upon entering the south�-rest door, Z ascertained that the escape of thz
students ��ras hampered by dense smoke and heat conimg from the lower level. After
� receiving voice contact with the s�ude��ts to verify their presence, I advised them�
to close the door and stay put. I returned to my squad and utilizing the oxygen
' bo�ttle, I entered the lo�•�er level stairaray. Once do�•rnstairs, I loca�ted apprax 26
studen�s in a room adjacent to the locker area. I requested they exit with me �
ihrough the southwest stairway. I t}�en returned to make a second check of the gym:

Enroute to'the fire I observed heavy dense black smoke issuing from the building.
I ordered mutual aid assistance from Columbia Neights and continued on to the scene..
Engine #3388 laid a line from the hydrant on 41. P1oore Lake Dr. north of the school,
and initial attack was made with a 12" line into the foyer area. Subsequentl'y
�.an.addiiional 22" line was placed in operaiion as was a 2�" line operated off
Columbia Neights unit.� �.
Asst. Chief Art Olson and #3388 responded to the northwest exit, and Chief Olson
, proceeded into the locker room and located two students and assisted �hem to :
safety. . . • . • . .

As'overhaul operations commenc�d, I�proceeded to th� boiler room for e�camination
of the �ire alarm pane7a• I was accompaniea1 by Dep:- Siate Fire t�1arshal Cashman
and Inv. Roger Foss and Lanni Christ of ��CIU. �
4!e found the alarm con�:rol to be in the "off" positzon.� This was photographsd
by P1CIU Lab. ' .
We then returned to commence the•investigation af the fire. Examination of the
raof over the fire area indicatEd an unsafe condition, and the area tivas secured
until the roof structure was reinfarcpd.

Dept. Fire Marshal Cashman and I�returned to the school to look.ir.to the rubble
of the fire. Investigation revealed the remains of a burred motor lying in the
bottom of an air duct that is an exhai�st system. Initial a�pearances of the
wiring indicat�d �he p�ssibility of� internal heating of t��ese wires. Samples
were taken for a closer, more detailed examination, 7he master electrician, �
dennis of Qacon's Eiectric disputed the ��rires as a caus�tive fiactor,
and further examination indicated that the circuit ti��as not energized; alth�ugh
Phil ffanson of Tac Engineering, an engineer retained by the insurance company,
�elt that internal heating had taken place. The question is - was the heating
prior to the fire or after? •
1/2 /79: Received a call from P�tr. St�nton, wt�o. rela��ed that he had some additional ���
' information on the fire. I contacted Sgt. Kennedy, Fridle�� Police Dept., and we
, ; ���ent.to the school and met with P1�°. Stanton and P•1r. t•leycrs. 1de were informed
that a student had con�e. into P1r, t;eyers' office and related information naminq
