VFW ?RESEN7A7ION:
Dr. Soudreau, Director of Parks and Recreation, introduced Mr. Tabell and
Mr. Arnold from the Fridley VFW Post 363. He statecl hz had appr°oached the
V�I regarding a contribution for the parks and recre�±tional development across
from Columbia Arena. He stated what the City is attemptirig to buiid, with
help of groups sucn as the VFW and grant monies> is u cor,iplex consisting of
six lighted ball diamonds, four footLall an� soccer areas including restroom
and storage facilities. He stated it was hcped the faciiiti�� co��1d be ex-
pas�ded in the future to house possibly a pool, gymnasium, racket and handball
courts, and meeting rooms for a true cammunity center.

t+1i°. Taball presented a signed cominitment for a$60,000 donation by tne VFW

Mayor Nee stated this is the bigges: donation �hey have nad to date and he
was appreciative and ir,presse� with tp�eir zfr'arts. He fur�her stated tne
leadership the VFW has shown is impertant tn tt-�eir success.
All members of the Council extended their thanks and apareciation for the
donation.

PRESENTATION TO ED NAMERNIK:
Mr. Ed Harnernik was presented wiih a certificate or appreciation for his
service on the.Anoka County Joint Law Enforcement Coimcil.
Mayor Nee stated Mr. Namernik had ser•ved as Chairperson of this Council
for the 1979 term and appreciation was extended for his unselfish contri-
bution and progress made on some of the long standing controversial issues.
Mayor Nee a�d all Council members extended their thanks to Ed for his
__: service on the Anoka County Joint Law Enforcement Council.
USA OLYMPIC HOCKEY TEAM - GOLD MEDAL WINNERS AT LAKE PLACID:
Mayor Nee felt it should be mentioned that the Council was very happy and
proud of the Minnesota men and other team members wh� made up the U. S.
OTympic Hocke� Team and their efforts in winning the Gold Medal.
INTRODUCTION - TERRY 0'CONNELL:
Mr. John Eddy of the Cable Television Company inLroduced Mr. Terry 0'Connell.
Ne stated, as the Council knows, he will be going to Minneapolis and Mr.
0'Conneli would be his replacement ard carry on ihe progress that has been
r� de to provide a service for tha cable subscribers in Fridley.
Mr. 0'Conneil stated he Nrould like to meet with the Council and was looking
forward to working in the community. •
OLD BUSINESS:
CONSIDERATION OF APPOINTP4ENTS TO CITY COMMISSIONS (TABLED 2/4�{80):

�ARKS ANU RECREATIOPJ COt�IMISSION:
�,; Mayor Nee stated there were two nnminations made at the February 4, 1980
meeting.
Councilman 6arnette stated Bob Peterson, who was nominated, was the former
Chairman of the Parks and iZecreation Commission and he would like to serve
again on the Commission.
�ouncilman Schneider stated he did not wish to take away from Bob Peterson,
Who is a very capable individual, however, Mr. Dan Al1en had expressed an
interest over a year ago in serving on the Commission. He stated htr. Allen
has a Master's Degree in Parks and Recreation Administration and has signifi-
cant background in the area of parks and recreation.
�nuncilwoman Moses stated she has talked with Mr. A17en and because of his
background and interest, she felt he would be an asset to the Corrnnission.
UPON A ROLL CALL VOTE TAKEN ON THE NOMINEES, Councilman Barnette voted for
Bob Peterson. Councilman Schneider, Mayor Nee, Councilwoman Moses and
Councilman Fitzpatrick voted for Dan Allen. Mayor Nee declared Dan Allen
was appointed to the Parks and Recreation Commission by a 4 to 1 vote.
ENVIRONMENTAL QUALITY COI�MISSION:
� Councilman Schneider nominated John Erickson to this Commission. There
'� being no further nominations, the nominations were c]osed by Mayor Nee.

for appointment to the Envirormental Quality Commission. Seconded by
Gouncilman Barnette. Upon a voice vote, all voting aye, Mayor Nee deciared

Nee declared the motion carried unanimously. >. Barbara Hughes of the
Planning Commission questioned what v�ould be c'.wr�e about the drainage for this
area.
Mayor PJee stat�d there is an �verall study for the arQa and the developer
�rould have to show how the water would be contained. Mr. Qureshi, City
Manager, felt the mai:ter regarding the drainage would be brought out at
the public hearing.

stated their report to the Council is *h� one promised at the end of a six
month peri�d. He stated he felt ±he first six months has been more successful
than they had predicted.

Mr. Scott stated the first three months they were establishing themselves
and getting people into the studio for some training and in the last three
month period, they have almost doubled the number of programs.
Mr. Scott stated they are writing foundations to enlist their support and
have received $100 from Midland and notice from the Department of Health,
Edueation and We1�Fare indicating their grant application was� being processed.
Mr. Will Loew-Blosser, Coordinator for the Anoka County Corrrnunications ;
� Workshop, stated some programs made by people in Fridley for Channel 12 are '
produced on a weekly basis and they now have six groups on the channel. He i
then explained these programs and stated they are expecting more prograrns !
from the schools. He stated they are looking to the future for more people �
to learn how to use the resources that are available and talking to other
people in Fridley via cable television. i
Mr. Loew-Blosser stated a new program beginning this week is a live call-in
program, which is an outgrawth of the poll, to provide a means of people
sharing their opinions.
Councilwoman Moses felt this may be a goud way to get feedback from the cit#zens
on the issues before the Council.
Mr. Scott stated the Workshop has used about all of the original funds
which were given and at this point, they are requesting funding for the next 13
months in order to pay the Coordinator's salary, for some office supplies
and operating expenses.
Mr. Scott stated the primary need novr is to get a second recording deck and
also the portapak the Workshop has access tc is quite old and black and white
and they would like color equipment.

� Mr. Jim Daniels of the Ca�l� Television Company stated the April, 1980
�_; � payment to the City would be for the last six months of 1979 and the April,.
1981 payment ►,rould cover the entire year of 1980. Mr. Daniels also stated
he felt they have made some good strides in the direction of obtaining
additional subscribers.
Mayor Nee stated he felt if they can get through the next six months or so,
the workshop would becom� self-supporting in the near future.
Mr. Qureshi, City Manager, stated if the Council feels they want to fund
this program, he would recommend they do so thrcu�h December. He stated,
this year, the Council wi71 be reviev�ing the budget for 1981 and projections
can be given for possible revenue. He stated the expenses of the Commission
itself would tai:e all ihe funds they would be receiving this year, and
that the money given to the Anoka County Communications Workshop was the
initial starter fee.
MOTION by Councilrnan Fitzpatrick that the City contribute to the Anoka
Cour�±y Communications Workshop $1,000 per month beginning March i, 1980
through the balance of 1980> for a total of $10,000. Seconded by Council-
woman Moses. Upon a voice vote, all voting aye, Mayor Nee declared the
motion carried unanimously. .
The staff is to resubmit a copy of the agreement with the changes in the

CONSIDERATION OF ACQUISITION OF RIGHT-OF-WAY FROM THEISEN/RED OWL
PROPERTY:
Mr. Qureshi, City Manager, explained the Condemnation Commissioners
awarded a tctal of $16,400 as compensation for some of the Red Ow7
property which was condemned to widen PM1ississippi Street. He stated
this amount has been appealed by the �wner and ttiey are requesting the
sum of $18,000.
Mr. Qureshi stated it was the recommendation of the City Attorney that
the City concur with this sum �f �18,000 since he felt the cost for
going to trial would exceed this difference.
htOTION by Councilwoman Moses to concur with the recommendation of the
City Attorney and_authorize the sum of $16,400 plus $1,600 to be s�' �
50/50 by the City and County, as compensation for some �f the Red Ov.i
property that was taken to �viden Mississippi Street. Seconded by Council-
man Schneider. Upon a voice vote, all voting aye, Mayor Nee declared the
motion carried unanimously.

records of all financial tra�sactions and shall provide to the City, on
July l, 1980 and again on January 15r 1981 a com�lete «ritten financial
report of its operations during th.e period of this agreement. Said records
shall include an. accounting system maintained in a generally accepted manner,
including, if applicable, the filing of proper tax returns to the Federal
and State governments, such as payroll tax returns or corporate income tax
returns (or permitted alternates)a Upon request, said records shall be
available for inspection by the City Idanager, or liis designee, members of
the Council, and Cable Commission members during regular business hours.

6. Anoka County Communications Wor.kshop, Inc, sha7.l provide to the City a
written report of its operatianal activities, including whatever data
will assist the City in evaluati.�g i��:e effectiveness of the Anoka CA�mty
Communications tidorkshop Inc, in f.}ie provision of the services herein set
forth. Said report wil.l be pr.ovided to the City �vithin sixty (60) days
after completion of this agreement. Anoka County Communications
Workshop, Inc. will also provide interim progress reports of its �
operational activities July l, 1980, October 1, 1980, and Januazy 15, 1981.
7. Anoka County Communications �9orkshop, inc, shall indemnify, save and hold
harmless the City and all of its officers, agents and employees fror� any
and all claims for lasses, injuries, damaqes, and liabilities to persons
or propezty occasioned wholly or in part by the acts or omissions of

No person shall possess, store, keep, sell or offer for sale, or give away, use,
discharge or transport any explosives in the City except by the authority of a
written permit as s{)ecified above and recommended by the Fire Prevention Officer.
108.033. FiRELaNES
The Fire Prevention Chief or his duly authorized assistant shall be empowered to
order the establishment of fire lanes on public or private property as may be
necessary in order that the travel of fire equipm2nt may not be impeded or interfered
with, and that access to fire hydrants and buildings may not be blocked off. When a
fire lane has been or�ered to be esCablished, it shall be rna�•ked by a sign bearing
the �•�oi-ds "P!o Parling - Fire Lane" or a similar message. lJhen sucn fire lane is
established on pi�blic property or a public i•ight of way, the necessary sign or signs
shall be provided by the City of Fridley, and whef� on private property, tf�ey shall be
erected and maintained by the o�,aner aC his expense. Si�ch siqns shall 6e instailed
within thirty (:s0) days after notification of the order. Thereafter, no person shall
park a vehicle or otherwise occupy or obstruct a fiire lane. (Ref. 423).

WHEREAS, the construction of certain improvements is deemed to be in the
interest of the City of Fridley and the property owners affected thereby.
BE IT RESOLUED, b,y the City Council of the City of Fridley, as follows:
1. That the preliminary report submitted by the City Engineer is hereby
received and accepted.
2. 7hat the City Clerk shall act to ascertain the name and address of the
owner of each �arcel of �and directly affected or within the area of
lands as may be proposed to be assessed for said impravements, and
calculate estimates of assessments as may be proposed relative thereto
against each of said lands.
3. That the area proposed to be assessed for said improvements and each of

the City Council, set the date for hearing on the proposed improvements
(Siverts Lane), as specifically noted in the Notice of Hearing attached
hereto for reference as Exhibit "A", and �

with the making of these improvements (as noted in said notice) were given

That the work involved in said improvements as listed above shall hereafter
be designated as:
WATER, SANITARY SEWER AND STORM SEWER PROJECT #130
2. The plans and specifications prepared by the City Engineer for such
improvements and each of them, pursuant to the Concil resolutions
heretafore adopted, a copy of which plans and specifications are hereto
attached and made a part hereof, are hereby approved and shall be filed
witii the City Clerk.
The City Engineer shall accordingly prepare and cause to be inserted in the
official newspaper advertis�menis for bids uport the making of such
improvements under such approved �lans and specifications. The advertisement
shall be published for three (3} ��eek� (at least 21 �ays), and shall specify
the work to be dane and will state tViat bids will be opened and considered at
11:30 a.m. on the 17th day of April �980 in the Counc3l Chambers of the City
Hall, and that no bids will be considered unless seai�d ar�d filed with the
City Engineer, and accompanied by a cash c�eposit, bid bond, or certified
check payable to the City�fur five perce,�t (51) of tne amaunt of sucn bid.
