On the attached pages you will find the final assessment roll for Water, '
•Sanitary Sewer, and Storm Sewer Improvement Project No. 127.
This project involves the construction of water and sewer laterals, water
and sewer services, and storm sewer in Paco Industriai Park Plat and the
surrounding area to the south. The assessment rates are, as follows:
WATER LATERAL
The front foot assessment rate for water lateral in the Paco Industrial
Park Plat is $24.95 per foot.
The front foot assessment rute for urater lateral running through
Registered Land Survey No. 74 (Tracts A, B, and C) is $11.38 per foot.
$13,360.00 will be paid from the Utility Fund for the water line crossing
University Avenue.
WATER SERVICES
The cost per water service is $719.26. .
SEWER LATERAL
The front foot assessment rate for sewer lateral in the Paco Industrial
Park Plat is $14.43 per foot.
SEWER SERVICES
7he cost per sewer service is $565.16.
STORM SEWER
The cost is $14.89 per 100 square feet of area in the North Drainage
District.
The cost is $13.42 per 100 square feet of area in the South Drainage
bistrict.

STREET IMPROVEMENT PROJECT .

On the attached pages you will find the final assessment rolls for the
ST. 1979-1 and ST. 1979-2 Street Improvement Projects.
Usually a separate project book is prepared for the state aid street ..
projects and for the residential street projects. Because of the loca-
tion of some of the streets involved in this project, some properties
receive assessments for both regular and state aid streets. For this .
reason we have listed the assessments for both projects in one booklet so
that the total cost for an individual property owner is easily accessible.
Final costs for each project and unit costs are listed separately in the
cost sheet section of the booklet.
A summary of the costs follows:
70TH WAY, LOCKE LAKE ROAD (68TH WAY), NICKORY STREET, 612 WAY, 63RD WAY,
632 WAY, RSHTOf� RVENUE (ST. 1979-1), AND 61ST WAY (ST. 1979-2) (Pa es 15-23)
70th Way, Locke Lake Road, Hickory Street, 61Z Way, 63rd Way, and 532 4Jay are
normal resideni;ial streets put in under the ST. 1979 Street Improvement Project.
The front foot assessment rate for blacktop street surfacing and concrete curb
and gutter is $23.43 per foot. �
The side-yard assessment rate is $4.77 per foot.
Ashton Avenue w�ll be completed to a full 24-foot wide blacktop street surface
during the 1980 coristruction season.

The front foot assessment rate is $15.68 per foot.
The side-yard assessment rate is $6.52 per foot.
61st Way from East River Road east to Ashton Avenue was put in under the
ST. 1979-2 Street ImpNovement Project. This portion of the project is assessed
according to standard City assessing procedures, with commercial property pay-
ing the full cost per foot for blacktop street surfacing and concrete curb
and gutter, and residential property being assessed at normal residential
rates with the balance being paid from State Aid Funds.
The front foot assessment rate for commercial property is $87.43 per foot.
The front foot assessment rate for residential property is $23.43 per foot,
the same rate as that of a normal residential street.

Curbing on the south side of 73rd Avenue was constructed between the loop
of Commerce Circle and extending slightly to the east and to the west.
Intersection improvements were also constructed at 73rd Avenue and Commerce
Circle East. �
The front foot assessment rate for commercial property is $16.23 per foot.
COMMERCE CIRCLE--ST. 1979-1 (Pages 24-25)
Blacktop street surfacing and concrete curb and gutter were put in on all of
Commerce Circle. The assessment includes $29,224.80 for future construction. .
The front foot assessment rate for commercial property is $29.75 per foot. '
The side-yard assessment rate is $3.40 per faot.
52ND WAY AND INDUSTRIAL B011LEVARD--ST. 1979-1 (Pages 26-27)
Blacktop street surfacing and concrete curb and gutter were put in on 52nd
Way and Industrial Boulevard. The assessment includes $16,505.36 for
future construction.
The front foot assessment rate is $29.57 per foot.
The side-yard assessment rate is $3.03 per foot.
ALLEY SURFACIfVG, SLOCK l0, HYDE PARK ADDITION--ST. 1979-1 (Pages 28-29)
Alley surfacing was constructed for part of Block 10, Hyde Park Addition.
ihe front foot assessment rate is �4.90 per foot.
A special charge for parking lot surfacing, etc. in the amount of
$8,135.36 is included for part of Lot 9 and-all of Lots 10-15, Block 10,
Hyde Park Addition. This is for additional work performed at the request
of the property owner.

Final Assessment Roll for ST. 1979-1 and 2
61ST AVENUE BETWEEN 4TN AND 7TH STREETS--ST. 197_9-2_ (See Pages 2A-2B)
A blacktop overlay and concrete curb and gutter replacing blacktop curbing was
constructed. None of the lots on 61st Avenue face the street so this would be
primarily side-yard assessments. Notices were sent informing all property
owners involved of the public hearing on the Final Assessment Roll.
At the Council meeting on May 5, 1980, the Council determined that both the
blacktop overlay and the concrete curb and gutter costs would be paid from
State Aid'Funds, with no assessments to the property owners. On May 6, 1980, �•
a letter was sent to each property owner again informing them of the Council's
decision to make no direct assessments.
MAIN STREET FROM 77TH TO 79TH AVENUES--ST. 1979-2 (See Pages 30-31)
This work consisted of a 12-inch overlay on a commercial street.
The front foot assessment rate is $5.41 per foot.

BE IT RESOLVED by the City Council of the City of Fridley, Minnesota, as follows:
1. The City Clerk has with the assistance of the engineers heretofore selected
by this Council for such purpose, calculated the proper amounts to be spec-
ially assessed for the

in said City against every assessable lot, piece, or parcel of land in
