there was a c�raii�age problem, and he did not want a law,suit on his property. He
did not w��nt water to go in his nei&hbor's gaxage, and he clid not want any water in
his garage. He felt the property owners in that area were all slighted. The
driveway al.so would be on the North side of the house.

Recommend the Sealcoating Contract St. 1980-10 be extended to include
Nugo and Ely Streets, for a cost o�r �1,286.90.
We have been reviewing the condit�oii of same of th� streets in the City
and our sealcoating program of the past. Information is not available
pertaining to the conditi�n of the streets, or any preliminary repair
work accomp1ished prior ta the sealcoating. Accordingly, we do not have
any experience on the langevity o•r wearability of sealcoating on Fridley
streets.
Tl�is Change Order is an attempt to ev�luate i:he success of preliminar,y
repairs and the comparison of buckshot aggregate and traprock on Hugo
and Ely Streets, as compared to Ironton and C�ver Streets.
The traprock distributor� wi11 provide us 15 tons �of material in order
to eval«ate its durability. The only cost involved will be transparta-
tion, �ti�hich we will include in our direction to the exis�ing sealcoat
con�ractor, G & L Contracting.
In addition, we are obtairiing pr�opos.�ls to award a contract not to ex-
ceed $9,90�: to apply a slurry treatment to G1enc�e Street and the East
Service Qrive along U�iversity Avenue from �iist Avenue t� Miss�ssippi �
Stree�. Glencoe 5treet has d�veloped considerable alligator cracking.
Currently, the surface is t�ght but ifi w� all�v� maisture to penetrate
the asphalt, we may lase the base cour�ee The servica drive has consi-
derable cracking �nd armor coat deteriora�tion, which could faii unless
we take some appropriate actian. �
The slurry mix wi11 allow us to evaluate its per�etrat�on, bonding and
durability-characteristics in comparison to the sealco�ting a�id as a
possible alliga�Cor crackinn maintenance soluiio�,
The City has received considerable interest from local distributors.
Brook�yn Park is extensive�y uti1izing the slurry application. Accord-
ingly, we should be able to get a reasonable of�er for these streetsa
These actions will allow us to com�lete nee�ed r�pairs to four streets
and prov-ide basic data for determining appropriate corrective measures
for aur streets after this winter. Funds for this action are available
within the General Fund for sealcoating.

Glencoe has extensive alligator, transverse anc! longitudinal cracking.
While the cracks are reia�ively �ight at this time, excessit�e mo�sture
and this winter's freeze and thaw can open the cracks up, resulting in
surface destruction and base course damage.
The service drive along University Avenue has �xtensive transverse and
longitudinal cracking as well as surface breakdown to the point where �--�-
extensive exposure of the aggregate is becoming a structural problem as
well �s a safety hazar�. .
These str�eets will be tr,eated with Slurry Kote and then monitored to see
how well this process seals cracks, the need for pre�iminary preparation
work, and how long the wearing surface remains intact.

WHEREAS, the League of Minnesota Cities has rec�ived a grant from the
Minnesota Energy A�ency to sponsor an Energy Conservation Program design and
implementation competition; and
IJMEREAS, this competition has been designed to provide local governments the
opportunity and incentive to develop and implement energy conservation
programs in their community; and __,
WHEREAS, the City of Fridley has been very active in Energy Conservation
Programs and has been actively seeking opportunities to conserve the use of
energy; and
V�HEREAS, the City Council has established an Energy Commission for the
purpose of stimulating interest in and promoting a��areness of energy concerns
among the citizens and businesses in the city; and to serve as a resource to
the City on matters pertaining to the conservation and manager�ent of energy;
and

The City of Fridley is a first ring, fully developed suburb within tMe
Minneapolis - St. Paul SMSA. It is located directly north of the City of',Min-
' neapolis along the Mississippi River in Anoka County. The City's present,pop- '
ulation estimate is 32,664 people wi�;n an employment estimate of 20,000 jpbs.
7he City presently h�s an estima�;�d 10,547 housing units of Nrhich 62� or
6,588 are single far��ly construct�ion. The City has also an estimated 250'!in-
dustrial and commercial businesses which ranc�e from large employers (.2600� to
the small businesses.�
' The primary energy suppliers are Northern States Po�aer Co. and A1inne�ota
Gas Co. along vrith various other home heai:ing or industrial oil suppliers'�. Ther�
are no municipally owned energy suppliers. ;
Because of i�s basic make-up as a fully developed City, Fridley's en�rgy
conservation programs need to be directed primarily to�rard existing uses pf
energy and what steps are necessary to improve ener�y efficiency through lavail-
able energy technology. � • �

CONSERVATIOfV PROGRAMS UNCERTAKEN TO DATE:
During the winter of 1973-1974, state and local.government officials were
� confronted with an energy crisis as fuel supplies declined drastically��and costs
rose sharp1y. In response to this crisis, the Energy Conservation Cor�mittee of
-' .the�Ciiy of Fridley was formed by the City P�anager in June of 1975. The purpose
of the committee was to study, develop, and evaluate methods and proc�dures for
the conservation of energy withan local government operatiQn.
Significant improvements were achieved as a result of this progralm. These
include: � ' .
* Dropping the size of the Departm?nt of Public Works trucks from 3/4 ton
to 1/2 ton whenever possible.
* Changing the size of police vehicles from large ta mid-size aut�mobiles.
* Placing all City awned vehicles on a preventative maintenance schedule
to increase fuel efficiency. .
* Cutting electrical consumpiion by installing filuorescent lightimg,
reducing grounds lighting, and shutting down xerox machines promptly
at 5:00 p.m.
* Hiring consultants to conduct mini-audits on munic�pal structures.
* Preparing an energy ernergency plan�to meet citizen needs in times of
fuel shortage. This plan designated the Civic Center as an emergency�
housing site for persons unable to obtain fuel.
* Collecting recyclab3e paper praduced during the cour5e of �o�k of City
employees for the Fridley Recycling Center. This center has been in
operation since February 1979. �
* Qeveloping a data base for the monitoring of municipal energy consumption.
* Construction of an earth covered Nature Center Ilisitor Building which is
60% underground, utilizing passive solar collection heating with air
flow venting.
* Developing a 32 m�le bi4ceway/walkway system within the Ciiy, utilizing
on-street and off-street routes to connect major recreation and �hopping
areas. This allows opportunities for residents to use alternatiWe trans-
portation modes. ' �

In additio�� �o deali►�g with in-house er�er�y consumptio�, the City Cauncil
perceived a need for local gaverntnent ini�:iutive for. b�asines� and residerq'�ia1
conservation. That is, they recoynized the need for �a broad-based progra�m �n--
volviny all sectors oi� the cornmur�it;/.
Because it was felt that local cit.izens st�ou�d provide leadership, �Ghe
City of Frir�ley Pianning fommission established 1;he Energy Project Commit'tee in
September, 19/8. This committee was composed of qualified citi,zens whose ci�arge
was to provide recommendatians to ti�e Planniny Com,n�ission for �he establi'shment
of an energy policy. 7he purpose af t;his policy was �o be the pr�motien of energy
-, conservation in the Cit,y of Fridley. '
A�fter extensive research, the committee com�leted its energy policy !draft in
Jul�,of 1979. .It was approved by the Planning Commission and submitted �;o the
�City Council. In�November, 1979, the �ridley City Council acknowledged �he
reed for continued energy awai°eness through the establishment of the Enerjgy Com-
missian. The Chairperson of this commission is one of the seven nembers',of
the City Planniny Comniissian.. The purpose of the Fnergy Co�!�miss:on is td serve
as a resource to the City in the conservation and management of energy anjd energy
resources.
�.At this time, policy direction has been given to the Commission by the City
Council. The initial groundwork for an active energy program for the City has
been laid. She program descr��e� in this application is consistent with!the .
long range energy plan of the C;ty of �ridley.

private sector in assisti�� the home owner to accom�lish the above actians. One
ofi the most eff�icient ways of understandang what stnps that can�b� taken by the
hone owner is through a home energy audit. '
As part of the home audit program we will t�e w�rkinc� with Northern Sitates
Povrer Company and htinnegasco to in€orrn the ci�izens of the availabiiity af utiiity
sponsored home audits.
The City has currently developed a cemmunica�ion netwark through i�s Com-
munity Crime Prevention Progr�am which allows immed�a�e contact i;o neighblorhoods
fihrough vo7i�nteer b7ock �eaders. Th�s cal7. system can be t�sed to disseminate
energy information regardiny erergy programs. �

svstem. 4Je have esta�lished a list of key persons to contact at the elemertary,
secondary, and community education levels of the school system. We will meet a�ith
them to encouraqe an assessmen� of areas in which they need fielp and offer assistance
as a resource in provic(ing curricul«m materials.
Key to i;his project is student participation in Energy Awareness Week. Film
presentations will be given at all education levels during Eneryy A�rareness bJeek.
Aciivities at vari�us levels will include:
* A paster contest will be held at the elementary level with vrinners to
be announceci and posters displayed at the Energy Fair.
* Junior High students 4vi11 receive instructions for, and will complete mini-
audits, in their ovrn homes. �
* Senior High students will receive instructions in; and complete, the
computer household energy audit program Heatloss. (see appendix)._
In addition to the �ublic school studer�ts, adults will be inc?uded in energy
education trrough the•Comr�unity School Program. Classes and workshops on various

bJHEREAS, the City of Fridley would benefit from the computerization of its
many appraisal and tax collection functions; and,
WHEREAS, the County of Aroka would have the overall responsibility for
computerizing the assessing and tax coilection functions; and,
WHEREAS, the F�noka County Board of Commissioners, and its staff are currently
considering the acquisition of a seftvJarE package that would fulfull the need
for accurate and timely reports, and tax statements;
NOW, THEREFORE, QE IT RESOLUED that the Ci'ty Council of the City of Fridley
encourages the Anoka County Board of Commissibners and their staff to proceed
with the acquisition, installation and ir�plementation of said software
package.
BE IT FIPdALLY RESOLUED that copies of this 1°esolution be forwarded to Mr.
