Mr. Burnandt stated tliat he had a copy of the zoning re�ulations. Mr. Boar.dman said
that a screcnin fence c•:ould be re uired ��hen the groperty is converted.
Mr. Burnandt stated that this was not a rec�u3.r.emenC when he rezonecl the property
to the South. �ie sai�l that the Council allowed him to build without the fencebecause thc
property owners to the Narth said he didn't want the fence built. �
The,property manager. of 910 Lynde Drive, (just north of the petitioner's property)
stated that she was concerned about the property being rezoned to commercial

The Plannin� Commission at their Ju�y 23, 198Q meeting modlfied the
Special Use Permit request by Carl E. Christenson, by reduci.ng the special
use permit for operation of a body shop from Lot 21 - 24 to jus,� Lot 21,
and recommended approval of an additional special use permit to allow
automobile parking on R-3 property for use on adjacent land,
I talked to Dave P�leuman, City Attorney's office, to determine what
action the City Council would have to take sin�e the Special Use Permit
requires a public hearing and the public hearing hQld before the Planning
Commission was for the operation of a body shop and did not include parking
on R-3 property.
° Dave indicated that we should have the City Council set a public hearing
for the special use permit and notify the pub7ic according to our standard
procedures. This would take care of the legal�requirement of public hearings
on additional special use permits. For this reason we neec� the City Council
� to set the public hearing for September 15, 1980 v�hich will coincide with
�the public hearing on the applicant's rezonine request.

At the September 8, 1980 Wity Counci7 meeting, Mr. !ocey �f MSD Recycle
requested permission to operate a recycling center in the Pop Shoppe
parking lot for a trial 60-day period.
The present zor,ing does not prov+de for a•recyc�ifi�g center in this loGa-
tion. Our Zoning Code does not spe�:ifica1ly add���ss a recycling center,.,:,.
The Planning Commission a�dressed this spe;.if�ic issue at their September•
10th meeting and Peli that the C�ty Gounc�l �hould not t�ke any action
on this i ��n� at tl��is time; bu�k suggested �hat P1SD Recycle shoulcl apply
for a Special Use Permit. 7his would allow adjacent property owners an
opportunity to respond to this question. This procedure would deter a
decision until the City Council meeting ot October 20, 198t� at tf�e
earliest.
As an alternative, the City C�uncil cnuld authorize the �arkin� �f the
trailers and licer�se the operation far the 60-day trial periodo
Any permanent operation would have to be addressed in aecordance with
our Zoning Code, or the City Council can take acti�r� as it deems appro-
priate.

MSD Recycte, a recycling company owned by eleven soft drink companies, 0
would like to begin a trial recycling venture at North Star Beverages, Inc.q �
located at 53rd Avenue N.E. The company would purchase steel and aluminum �
beverage containers, as well as plastic 2-liter and l-liter soft drink C7
containers initially, and if the trial determined the location viable, �7
planning would then begin on establishing a permanent site which would �
encompass more packaging materials. �

We would lil%e to begin promotion efforts within a week, which is the �
reason for this presentation. Two weeks have bPen allotted for advance 0
advertising, with the opening occurring on Friday, September 26. It is �
anticipated we would begin with a Friday, Saturday, and Monday schedule, �
being open frnm-i1:30 a.m. to 5:00 p.m. As �nore +nformation is gained, ;we,,,;; �
might wish to expand the hours. �

We will be very willing to share our experience with the City in regard °
to our efforts. We have six months experience at our primary location, and 0
presently recycle as much or more beverage container packaging as anyone in �
the metropolitan area. The redemption location offers citizens of Fridley ��
and their children a way to make extra money, and at the same time recycle �
some of Fridley's waste materials. We are aware that the City has a voluntary a
drop-off site, and that there are other sites nearby. However, we believe �
that presently none of the locations offer redemption, canvenience, and the �
resources necessary to generate active, voiume citizen recycling which is our �
goal.

We, again, emphasize that this 60-day period is to evatuate the potential �
of the location, at the same time generating the necessary information to C�
establish a permanent site. At the end of the period, we will return to your �
Counc+l with a report on our findings and possibiy a new proposal. �

We believe that recycling will require aggressive promotion and many con- o
venient centers to achieve meaningful pubtic participation. We hope we can c�

On September 5, 1980 at 12:00 noon, sealed bids were opened for:
a� Irrigation materials;
b) Installa�:ion Qf irrigation materials.
A total of five �5j com�etitive bids were received for irrigation materials and
a total of three (3) bids were received for thg installation of materials. .
Materials:
After carefully reviewing all bids in relationship to the desired
specifications for materials, it was found that four of the bids were in
compliance with the specifications and one of the bids was not in accordance
with all of the specified items; specifically, the desired thermal hy�draulic
valves; the rotary pop-up heads; and the 7ength of warranty for pr�tectiQn
against defects in materials.
It is, therefore, recommended that the contract for materials necessary
to install underground irrigation be awarded to P& H Warehouse in the amount
of $21,538.91.
Installation:
For installation of materials, there were three bids ranging fr•om a
low of $2,450 to a high of $43,359 with an intermediate bid �f $7,850. With
such a large discrepancy in bids and because there is real concern about the
area being ready for installation bef ore Spring, it is further recc�mmended �
that the City reject all bids for installation of irrigation matprials at
this time.
In conclusion, if the above recommendations are approved, the City of
Fridley shouTd realize a substantial savings by purchasing the materials at
this time and waiting for Spring to let an installation agreement.
