5. Corner Lots
a. The side yard width on a street side of a corner lot

sales based on Attachment A of this document weuld be in the best interest of

Our final completed Comprehensive Plan was to be submitted to the Metro-
politan Council on November 1, 1980, which was extended.from July lst.
On tVovember 3, 1980, I requested an extensicn of our submittai date to
May 1, 1981, because of the Metro Council's plans to change the Compre-
hensive Plan amendment procedures.
We were info�med on November 19, 19Rn th�t ttie Metr� Cn�mci,l's positi�n
is to grant rn.ly one submittal extension, anc� therefore wiil not honor
our second request.
We are continuing to review the land use maFs within the Comprehensive
Plan to eliminate streets and use colorswhi�h are not connected to de---
pi�t area uses. This change should allow the City sufficient flexibi-
lity in administering the plan. Any procedures established by the Metro
Council will have to be addressed once they are formalizedo
Since $b000 of additionai funds for the City's Comprehensi�e Plan develop-
ment are still under Metro Council control, it may be prudent to submit
our plan as soon as practicable. The City Council can approve a resolu-
tion formalizing the comprehensive Plan at the December lst meeting.

As you know, the Metropolitan Council has denied our request for an exte��sior�

What this means is that the �9etropolitan Counci` can witholu additional funds
(approximately $6,000.00) that they have set as��de for the City to cover add�itional
costs on the prepar•ation of the Comprehensiv� Pl�n documents if these documents are
not submitted by Plovember l, 1980. We may ��ave�some flexibility on this dat�;if it
is submitced as soon as possible.
We should be able to submit the document to �:he City Council for approval with
requested map changes for their December 1, 1980 meeting if we can get an indication
from the City Courci] on the direction they wis;� to pursue. 7he�amendment process

October 27, :�.980, indicate that the compreherisive plan has
been complet�d and rev'iewed by all appropriate neighboring
communities as required by the Metropolitan Land Planning Act.
Based on provisions of the Act pertaining to extensions, the
Council �doPted a"Policy for Fxtending Metropolitan Land
PZanning Act (�ILPA) Submittal Deadlines." This policy states
that "only oize extension may be granted to each local govern-
ment." Fridley has already requested and received one short-
term extension which �stablishes a new submittal deadline of
November l, 1980. For this reason it will not be possible to
grant a secoiid extension. Additionally, as T am sure you
appreciate, to grant Fridley a second extension contrary to
Council policy developed after public hearings would set a
precedent which would open the door for a host of second and
p�rhaps third extensions. .
I understand the reason for your request is your concern
reg��rding ihe plan amendment procedures being considered by
the Council. Your concern is valid, but it is not unique to
the City of T'ridley. As you are aware,• thc t4etropolitan
Council has helc� public heariiic�s to cjather local government
cortuiients on t.h� oriqii�al dr�-�ft s�t of procedures. As a r�sult
of tho: e conulients, t-he Counca l. is revising i.ts draft procedures.

We received the documentation from the Minnesota Pollution Control Agency
for acceptance and signature to implement the Moore Lake Restoration Pro-
ject, Phase II. Enclosed were the resolution authorizing acceptance of
the Sub-State Agreement and State Grant Agreement, the contract for the
Sub-State Agreement and State Grant Agreemer.t and the agreement between
the City of Fridley and Eugene A. HickoF, and Associates, Incorporated.
An essential element to the EPA grant is the public participation in this
project. We have not had a public hearing on Moore Lake since 1977. To
ensure that the public is notified and as a means of identifying how the
City will obtain its $112,350 participation of the $449,400 project, it
is suggested that a public hearing be scheduled for December 8, 1980. I
have prepared a resalution ordering preliminary plans and a reso�ution
accepting the plans and ordering a public hearing. Recommend these items
be added to the November 17th agend�.
We will develop tentative assessment areas and figures for presentation at
the public hearing.
It will be the City's responsibility to provide information to the public
and obtain meaningful and active public involvement in t�iis project, from
now to its completion. Until we establish local information groups, we
will prepare a collectian of reports and documentations to be available in
the Anoka Public Library.

meeting on October 28, 1980.
The staff is obtaining the administrative reriew and shouid submit to
the City an ?r.ter-Agency Agreement and St�i� Grant �ward for acceptanEe
within the next 1:wo w��ks.
I am contactina Fiickock and Associates requesting submittal of a draft con-
tract to accomplish the Moore Lake Study for review by both the City and
MPCA staff as � means of expediting its completion.
Once the Inter-Agency Agreement, State Grant Award and Contract have been
accepted by the City, we will be able to inztiate planning �or implementing

The project includes: _
1. Diversion of water from the Gardena storm sewer system.

3. Construction of a filtration pond for the :^unoff from the I694 Inter-
state area.
4. Phosphorus control of the sediments in Moore Lake.
A cooperative agreement will b� required between MPCA and the City. This

I have identi�i;ed several concerns and submitted them to the DNR for

Coordination with Ray Spaulding of Spaulding Engineering Company and
. Lou Namlin of Midwest, indicate they are motivated by the economics of
this action. Their figures identify the cost of cooling water at �0.08
. per 1,000 gallons, as compared to the City rate of $0.33 per 1,000
gallons. � � �
They are agreeable to using City water and even developing a production
well on our property adjacent well #13, if the cost figures are accept-
able. I feel they will support the alternative if we could provide them
a usage rate which they can justify.
I will continue correspondence with Mr. Hamlin and offer a proposal for
water at $0.20 per 1,000 galTons for usage over 40,000,000 gallons per
quarter.

The City of Fridley has received a copy c�f the application submitted

neering Com;�any for the P4idwest Printing Company industrial well in
the City of Fridley. �
We have reviewed this application and have identifie.d several con-
cerns that should be considered by your ��ffice:
1. The proposed well site is approximat�ly 700 feet from the City
well #13. This site is being consie!ered for possible expansion.
2. Well �i3 obtains its water from ine ShakopEe Tormation. The Hp-
plication calls for drilling an industri�:l cooling water well to
this same stratum. This will probably cause considerable drawdawn
at the municipal well, thereby causing increased production costs,
loss of pump efficiency and possible re�uction of water availability.
3. Considering. establishing an industrial ccoling well at some other
formation level will affect the City's water well expansion capabili-
ties and increase the future cost of municipal water production and
availability.
4. The application identifies the City as an emergency water source.
This consideration causes additional concerns:
a. The service lines must be sized ;-.o provide this volume of
water. , �
b. Potential pollution of the munic�pal water system is possible
through the accidental cross-connection of water systems within �
the Midwest Pr.inting Company property.
c. Industrial demand for water�will probably occur during drought
conditions when the residential demand is highest, thereby causing
an unfair competition for water and increased production costs to
the City. This consideration may prevent the City from supporting
the request and therefore requires a well of increased production
capabilities. . �
d. The City establishes its water and sanitary sewer charges from
the winter usage of water. Increasing demand for City water during
the summer period does not allow for reflecting this usage and re-
couping the authorized anount of operating expense. �

5. The City has req�aired al] residential, commercial.and industrial
operations to utilize City water. There are nnly three industrial
wells in the City. One is on Federal property, one supplerents.pot-
able water which is provided by the City of P�inneapolis and the third�
was cons�ructed in the early 1970's.- Therefore, canstruction of a
private industrial ti��e71 in the City at this time would establish a
precedent that would have co�siderable long range detrimental effects.
We are coordinating with Midw.est Printing Company on a number of op-
tions to include, using 100% City water and constructing a well adja-
cent to well �13.
Request you consider this application in light of the municipal priori-
ty for safe and adequate water, as compared to cooling industrial
water, and the concerns of the City of Fridley.
