03/10/1980 - 00013587y� � THE MINUTES OF THE PUBLIC HEARING MEETING OF THE FRIDLEY CITY COUNCIL OF MARCH 10, 1980 The Public Hearing Meeting of the Fridley City Council was called to order at 7:38 p m. by Mayor Nee. PLEDGE OF ALLEGIANCE• Mayor Nee led the CounciT and audience in the Pledge of Allegiance to the Flag ROLL CALL: MEMBERS PRESENT MEMBERS A6SENT ADOPTION OF AGENDA: Mayor Nee, Councilman Fitzpatrick, Councilwoman Moses, Counc�lman Schne�der and Councilman Barnette None The following item was added to the agenda: "Considerat�on of a Resolution Supporting House File 2214 and Senate File 2227 Relating to Lifting the Seven Percent Lim�t on Municrpal Bonds". MOTION by Councilwoman Moses to adopt the agenda with the above addition. Seconded by Counc�lman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. NEW BUSINESS CONSIDERATION OF FIRST READING OF AN ORDINAPJCE RELATING TO THE SALE OF REAL ESTATE OWNED BY THE CITY OF FRIDLEY. Mr. Qureshi, City Manager, stated t M s is a piece of property the City owns along East River Road and Anoka County has made an offer, which they feel is fair, to purchase Lots 12 and 13, Block 20, Fridley Park, for the w�dening of the roadway. Mr. Qureshi stated �t �s recommended the City accept the proposal and authorize the sale to the County Counc�lman Barnette stated he has heard from another property owner that also will be affected by the widening, and he was not satisfied with the offer received and will try to negotiate with the County. MOTION by Councilman Schneider to waive the reading and approve the ordinance upon first reading. Seconded by Councilwoman Moses. Upon a voice vote, all vot�ng aye, Mayor Nee declared the motion carried unam mously RESOLUTION N0. 25-1980 IMPOSING LOAD LIPIITS ON PUBLIC STREETS AND HIGHWAYS IN THE CITY OF FRIDLEY MGiION by Councilman Barnette to adopt Resolutton No. 25-1980 Seconded by Counc�lman Schneider Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. RESOLUTION N0. 26-1980 SUPPORTING HOUSE FILE 2214 AND SENATE FILE 2227 ' 1 P1r. Brunsell, Ctty Clerk, stated, at the present time, the City is in a bind because of the difficulty in selling municipal bonds due to the current interest rate. He stated, unless the City can issue permanent bonds, eventu- � ally everything will be shut down, not only in Fridley, but throughout the State He stated the resolution before the Council would support an in- crease in the interest rate for municipal bonds so they could be sold. ' � � ,a`,, PUBLIC HEARING MEETING OF MARCH 10, 1980 PAGE 2 Councilman Schneider asked staff to check on the bills before the Legislature. He stated he understood there had been an amendment to the 6tlls for one omnibus b�ll where all bonds would be sold through the Attorney General's Office. He stated the Association of Metropol�tan Mum c�palities was 100°', opposed to this and would lobby against such a bill Mr. Brunsell stated he has copies of the two b�lls and doesn't see any reference to such an item. Mayor Nee suggested staff check this matter with the League before anything is sent to the Legislature. Mr. Herrick, City Attorney, stated he reviewed the statutes regarding assess- ments, and the limit the City can charge on bonds is 80, except the City can charge enough to cover the cost of the bonds on spec�al assessments. Mr. Brunsell stated, if the cost of the bonds was 8°/, the City can charge sufficient �nterest on the assessments to cover that cost. He further stated the City is required by law to have a 5% cushion for the purpose of taking care of delinquencies in the assessment. MOTION by Councilman Schneider to adopt Resolution No. ?_6-198D Seconded by Councilwoman Moses. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. CLAIMS� MOTION by Councilman Fitzpatrick to authorize payment of Claims No. 0566D1 through 066J&�. Seconded by Councilman Schneider. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. ESTIMATES: MOIION by Councilman Schneider to approve the estimates as submitted.
