RESOLUTION NO. 65 - 1980
A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING
ADVERTISEMENT FOR BIDS: STREET IMPROVEMENT PROJECT NO.
ST. 1980 -2, (MSAS)
WHEREAS, Resolution No. 50 - 1980 adopted on the 19th day of May 1980, set
the date of hearing on the improvement for June 9, 1980.
WHEREAS, all of the property owners along 81st Avenue from Main Street to
University Avenue whose property is liable to be assessed with the making of
the improvements were given ten (10) days notice by mail and published notice
of the Council Hearing through two (2) weekly publications of the required
notice, and the hearing was held and the property owners heard thereon at the
hearing as noted in the said notice.
WHEREAS, one hundred percent (100 %) of the property owners along 81st Avenue
from Hickory Street to Beech Street and along Hickory Street from 81st Avenue
to 800 Feet North whose property is liable to be assessed with the making of
these improvements have signed a petition requesting the improvements and
waiving the public hearing.
WHEREAS, Resolution No. 64 - 1980 adopted by the City Council of the City of
Fridley ordered this improvement.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka
County, Minnesota as follows:
1. That the following improvements proposed by Council Resolution No. 64 -
1980 are hereby ordered to be effected and completed as soon as
reasonably possible, to -wit:
Street improvements, including grading, stabilized base, hot -mix
bituminous mat, concrete curb and gutter, sidewalks, storm sewer and
drainage system, water and sanitary sewer laterals and services and other
facilities located as follows:
81st Avenue N.E. University Avenue to Main Street
81st Avenue N. E. Beech Street to Hickory Street
Hickory Street 81st Avenue to 800 Ft. North
That the work involved in said improvements as listed above shall hereafter
be designated as:
STREET IMPROVEMENT PROJECT NO. ST. 1980 -2 (MSAS)
2. The plans and specifications prepared by the Public Works Director for
such improvements and each of them, pursuant to the Council resolutions
heretofore adopted, a copy of which plans and specifications are hereto
attached and made a part hereof, are hereby approved and shall be filed
with the City Clerk.
3. The work to be performed under MUNICIPAL STATE AID STREET IMPROVEMENT
PROJECT ST. 1980 -2 shall be performed under one contract.
The Public Works Director shall accordingly prepare and cause to be inserted
in the official newspaper advertisements for bids upon the making of such
improvements under such approved plans specifications. The advertisement
shall be published for three (3) weeks (at least 21 days), and shall specify
the work to be done and will state that bids will be opened and considered at
11:30 a.m. on the 7th day of July, 1980 in the Council Chambers of the City
Hall, and that no bids will be considered unless sealed and filed with the
Public Works Director, and accompanied by a cash deposit, bid bond, or
certified check payable to the City for five percent (5%) of the amount of
such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST.

1980 -2 (MSAS) shall be substantially in form as that noted in Exhibit "A"
attached hereto for reference and made a part hereof.

OF JUNE, 1980.

for

EXHIBIT "A"
Sealed bids will be received and publicly opened by the City of Fridley,
Anoka County, Minnesota, at the office of the Public Works Director, 6431
University Avenue N.E., Fridley, Minnesota 55432 (Tel. 571 -3450) on the 7th
day of July, 1980, at 11:30 a.m., and will be considered by the City Council
of the City of Fridley at a regular Council Meeting at 7:30 p.m. on the 14th
day of July, 1980, for the furnishing of work and materials for STREET
IMPROVEMENT PROJECT NO. ST. 1980 - 2.

1,150 tons Asphalt
8,600 cu. yds. Muck Excavation
9,800 cu. yds. Granular Borrow
All in accordance with plans and specifications prepared by John Flora, P.E.,
Public Works Director, Fridley City Hall, 6431 University Avenue N.E.,
Fridley, Minnesota 55432 (Tel. 571- 3450).
Plans and specifications may be examined at the office of the Public Works
Director and copies may be obtained for the Contractor's individual use by
applying to the Public Works Director and depositing with the Public Works
Director $25.00 for each set. The deposit will be refunded to each bidder
submitting a bona fide bid upon return of the documents in good condition
within ten (10) days from the bid opening date.
Bids must be made on the basis of cash payment for work, and accompanied by a
cash deposit, certified check (on a responsible bank in the State of
Minnesota) or a bidder's bond made payable without condition to the City of
Fridley, Minnesota, in an amount of not less than 5% of the total amount of
the bid.
The City Council reserves the right to reject any and all bids and to waive
any informalities in any bids received without explanation.
No bid may be withdrawn for a period of thirty (30) days.
