THE MINUTES OF THE REGULAR MEETING OF THE FRIDLEY CITY COUNCIL OF

The Regular meeting of the Fridley City Council was called to order at
7:32 p. m. by Mayor Nee.
PLEDGE OF ALLEGIANCE:
Mayor Nee led the Council and audience in the Pledge af Allegiance to
the Flag.

MOTION by Councilman Barnette to approve the minutes as presented. Seconded
by Councilman Schneider. Upon a voice vote, all voting aye, Mayor Nee
declared the motion carried unanimously.

Councilman Fitzpatrick stated there are a number of people here this evening
who, from what he can tell, are under the misunderstanding that this rezoning
would automatically include improvement of the alley. Councilman Fitzpatrick
stated he is not under that impression and `elt this should be straightened out.
Mr. Qureshi, City PQanager, stated this is the only alley left in tNie City that
is used to provide access to residential garages, basically, to the p roperties
west of 4th Street.

He thought, with the exception of one or two homes, everyone uses the alley
or some of the con�ierical property to obtain access to their property. He
felt if there ever is going to be a desire on the part of the property owners
to improve this alley, this weuld seem the time to discuss it and determine
the right approach.
Mr. Qureshi stated, if this property covered in the rezoning would develop,
as proposed, it would block off access to some of the garages. ,
Councilman Fitzpatrick stated he would agree it is a good opportunity to
discuss this whole thing, however, there are two points to keep in focus:
one, that there is a hearing scheduled for the alley improvement, and second,
' there are some people under the misunderstanding that with the rezoning,
action is being taken to automatically improve the alley and it should be �
made clear the rezoning and alley improvement are t�r,o separate items.
Councilman Fitzpatrick stated he understands the property owners on 4th
Street do not support the improvement of the alley because of the assessment.
He pointed out the purpose of the pub]ic hearing on March 9 would be to hear
their conunents and give them estimated costs of the improvement.
P1r. Qureshi stated this has been a troublesome area for some time and the
City has received complaints about the bad access. He stated his hope was that
a sizeable portion of the alley improvement would be borne by the property
that would be going commercial so the cost of the improvement would be �
substantially red���� on the residential properties. He pointed out-the �
properties along the State Highway service road have never paid any road
assessment.
Mr. Qureshi stated they are looking at a cost of about $7.00 per asse'ssable ;
foot for the improvement, and this assessment could be spread over a ten
year period, if that is the desire of the property owners. ,
h1rs. Vagovich, 5400 4th Street N.E., stated this would be a difficult alley
to maintain as it is narrow and the garages are close. She pointed out only
a few people use the alley. She stated if a fence is installed on the left
side of the alley, some people will have a difficult time gettina out and
stated she didn't want the alley improved.
A lady in the audience stated they would have no use for the alley and
didn't want the improvement.
Another lady stated they are the youngest people on this b7ock and most of
the others are senior citizens on a limited income and they don't need the
alley. She felt, if the alley was improved, it would only add additional
traffic th�y don't �vant and it wouldn't help anyone to have it improved.
Mr. Vagovich stated he was speaking for the praperty owner at 5370 4th
Street, as he was unable to attend because of work. He stated this person
has a garage facing the alley and uses the property owned by Dr. Schurstein
to obtain access and he would be hurt as far as access.
Councilman Fitzpatrick explained there wiTl be a public hearing on this
propose� alley improvement on P•1arch 9 and felt the matter of the rezoning
and variances requested by Dr. Schurstein should be taken up subsequent
to the hearing on the alley improvement.

variances, as requested by Dr. Schurstein, and to take these matters up
subsequent with the public hearing on the alley improvement. Seconded b�

Mr. Chuck Schurstein stated the alley itself will create some problem
as the easement is not sufficient to allow room for a person to get into
the garaye from the alley. He stated th�ere is only one person using the
alley and he would just �:s soon b]ock it ofr, and liniit the access, as
the best buffer would really be to have no access at all.
Mr. Schurstein stated he is not sure he understands the method that the
commericaT property would be charged more than the residential property
for improvement of the alley.
Mr. Schurstein asked if the question of the alley improvement can be a
contingency attached to the rezoning. Mr. Qureshi pointed out the
rezoning covers a sizeable piece of property and if he is questioning '
if the Council has authority to impose certain stipulations, from his •
experience, he wouid say they do.
Mr. Schurstein stated he is questioning the ethics of doing so. He
felt these are two separate issues and both of them have to be unlinked.
Mr. Qureshi stated the City has an obligation to the people in the area
who have owned their property for a long time and the public hearing is
necessary to determine what is the best way to provide access for everyone.

CONSIDERATION OF APPOINTP4ENT TO ENVIRONMENTAL QUALITY COMMISSION (TABLED 2/9/81):
MOTION by Councilman Schneider to nominate Ma•r•cia,Schaaf Tor ap�ointm�nL:to
the Environmental Quality Commission. Seconded by Councilman Fitzpatrick.
MOTION by Councilwoman Moses to cast a�-�hite ballot for Marcia Schaaf for
appointment to the Environmental Quality Commission. Seconded by Councilman
Ftizpatrick. Jpon a voice vote, a11 voting aye, h1ayor tYee deciared the motion
carried unanimously.
Councilman Schneider stated there are representatives present from the
Innsbruck Townhouse Association and from ihe Darrel Farr Corporation
' regarding the Public hlearing on Innsbruck Narth Townhouse Plat VI which
I was continued at the last meeting, pending a report from the administration
; concerning the question of parking.
` Mayor Nee stated, if there were no objections, he would call for a motion
; to continue the public hearing at this time.

Mr�� Flora stated, since last week, representatives of the Farr Corporation
have met v�ith n�e�bers of the Townhouse Association, and have requested the
original p1at be reapprove�:
Mayor Nee asked if staff studied the question on the adequacy of parking.
Mr. Flora stated there af°e sufficient parking spaces for this development
based on tf� standards using the R-3 criteria of 1'-Z stalls for one bedroom
apartmeni and 12 stall for each additional bedroom. He stated there is off-
street parking in front of each unit in addition to the garage itself.
Mr. James Druck, attorney representing the Farr Corporation, stated they had
lengthy negotiating sessions with the Townhouse Association and have resolved
the parking issue. He pointPd out on the plat the area where they agreed to
extend the parking to the north and also to put in additional parking below
the existing garages, if this is necessary and the use pattern requires it.
He stated they further agreed to put eight additional blacktop parking spaces
into the 5th Addition.
Mr. Druck stated the parking is a little more than 2.9 cars per dwelling unit
so this exceeds the code by almost double the minimum requirement. Ma�or Nee
pointed out the 2.9 figure is private parking stalls.
Councilman Schneider asked the City's position on renewal of a plat. Mr.
Nerrick stated he would say if the area was entirely undeveloped, with no
development started, the Council would have some discretion in requiring
changes, however, in this case, some of the building and development is
already started and, in fact, some of the units completed. He stated, from
the practical standpoint, the Council couldn't ask the developer to completely
abandon the concep�. He stated, in addition, it is his understanding, when
the 5th and 6th Additions tvere approved, a written agreement was entered into
by the City and the developer as to what he would have to do in terms of that
development and the developer ma.y have some argument the City got their
benefit from the agreement and he should expect to get his beneift. Mr.
Nerrick stated he thought the Council has the authority to require adequate
parkiny, but wouldn't advise them to make major chanyes in the d�velopment
at this time.
Mr. Druck felt, through farr's planning and throagh the Townhouse Association,
the people closest to this situation have corne to an agreement and that should
satisfy the Gouncil's concerns.
The President of the Townhouse Association stated they have reached an
agreement with the Farr Corporation as they do have a concern about adequate
parking. She stated the Farr Corporation would put 8 to 10 additional �.
parking sapces in the 5th Addition and a7so, as part of the agreement,
they would blacktop parking spaces along the west side of East Qrenner
Pass. She stated they were also concerned about the landscaping and
a�pearance and it should be an attractive area. She further stated,
ai�e section proposed for garages on the east side of East Brenner Pass,
would be used for parking, if this is not sold for garages. She stated
another concern was adequate lighting, as the lighting in the 5th
Addition is not adequate, and Farr Corporation has agreed to provide
this as well. She stated, in their discussion, they talked about eliminating
parking on Brenner Pass and P1r. Farr has agreed to look at that and possibly
post some "no parking" signs.
The President of theTownhouse Association stated they will be getting
24 spaces on the west side of 6renner Pass, with the option to put in
mor•e parking, and an additional 8 to 10 spaces in the 5th Addition.

Mayor Nee asked if there were any changes in the detail of the plat other
than the garages. Mr. �lora stated, originally, there were six garage
units in front of the major buildings and now most of them have changed
to five.
Mr. Druck stated, when the original plat was submitted, they had platted
lots for garages, but didn't know whether the lot would be developed
into a completed garage. He stated the important thing is that the number
nf garage lots has increased. He stated the lots on the lower right hand
portion of the plat will be improved as parking pads and they will not
be sold as separate garages.
Mr. Qureshi stated they want to eliminate 20 garages from the original
plat and provide about 24 additional parking spots.
Mr. Herrick stated the one thing that is confusing is the plat shows lots,
it doesn't show garages that at one time were designated for garages. He
felt there should be an agreement with the developer that if garages are
not built on some of the lots, there will be blacktopped parking in lieu
of the garages that wer.En::t constructed. He felt taiere should be a memoran-
dum of agreement to this effect when the plat is signed.

A recess was called by Mayor Nee at 5:35 p. m.
RECONUENED:
Mayor Nee reconvened the meeting at 3:45 p. m. All Council members were
present. Mayor Nee stated, during this recess, there was a meeting at the
Council tab1e to try and clarify the issues and to answer some of the
questions. He asked the City Manager to summarize what was being done
' in this plat.
�I' h1r. Qureshi, City Manager, stated the revised plat provides there would be
j at least 60 covered garages in this development and there would be 22
i parking spaces along Lots 1�, 19, ?_0 and 21 w�hich would be a paved area
to be available for aff-str•eet (�arking and these would be deeded to the
Townhouse Association. He stated the staff would also work with the
Farr Corporation to see if Lots 1, 2, and 3 in Block 4, presently designated
for yarages, could be left open for futiire common parking. Mr. Qureshi
felt any other considerations on the access problem could be solved at the
staff level.
hir. Druck stated they would not like to see a requirement they build more
than one garage per unit, because they probably weuldn't be able to sell
them, and it would infringe on the open area. He wauld agree each un5t
should have an enclosed garage and beyond that, if they are able to sell
some additional garages, they should have the ability to da this as long
as they don't build garages on Lots 18, 19, 20 and 21.
Mr. Qureshi stated there are some other concerns which need to be addressed
such as landscaping and assumes this promise will be fulfilled.
MOTION by Councilman Schneider to close the public hearing. Seconded by
Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared
the moti:on carried unanimously and the public hearing closed at 9:05 p.m.
MOTIOIV by Councilman Schneider to grant approvaT of the revised Plat VI
for Innsbruck North Townhouse Development with the stipulation that the
Farr Corporation meet with the City Administration to work out the pertinent
details and �viih the conditions that: (1) There would be at minimum one
garage per unit; (2) There wo�ald be no garages built on Lots 18, 19, ?_O and
21 of the plat and those would be developed as parking area in conjunction

Mr. Qureshi, City Manager, stated the wording in the Joint Powers Agreement
with the County was that the City had the right to veto user fees and they
are requesting other language which would merely say they would have to
obtain the City's concurrence. He stated what the County is saying is there
would be no user fee charge�l to the handicapped and they would adopt a
County-wide policy for the user fee and the City would have to concur with
the user fee, in this case.
MOTION by Councilman Fitzpatrick to authorize the amendment of the Joint
Powers Agreement with the County in regard to Page 4, No. 9 to adopt the
language as proposed by David Torkildson in his letter of February 10, 1981
to the City Manager as follows. "To establish and to collect user fees, if
any, in accordance with the standards of the County Parks Department and
approved by the City Council to include the County policy for handicapped
(all handicapped wiil be admitted at no charge to any and all County parks)."

f�1r. Qureshi, City Planager, stated the City split the assessments, and
originally on this parcel there was an assessment of about �59,000. He
stated, when it was split, it ended up with about $20,000 on north 2.7
acreage and the balance of about $39,000 bn ihe south 18 acres.
Mr. Qureshi stated they hdve a letter before them from Mr. Harris who is
contending that the assessment is disproportionate in regard to the acreage
and, he aiso felt he shouidn't be paying for the service connections.
Mr Qureshi stated he has advised Mr. Narris he w ould have to absorb all
the assessment.
Mr. Nerrick stated the amount of the assessmer.t for that 135 foot strip
was substantially greater than what the sellers or Northern States Power
contemplated and there was no provision made that N.S.P. would pick up
any of this assessment.
Mr. Herrick stated if this resolution is adopted, the City i�i11 not be
paying any of the assessment, but it gives the owners the means to finance
the assessment over a period of time.

for construction economics, we have also included some �ennis court and park

ACTIONI INFQ.
We are currently planning two street projects on State Aid streets: 69th
Avenue from Old Central to St�nson B�ulevard; and 73rd Avenue intersection
im�rovement on both sides of University Avenue,
�lith the MPdtronic construction on the north s�ide of 69th Avenue, it would
be advantageous for the City�at this time,to improve 69th Avenue to provide
for future increased traffic d�!e to the Medtronic expansiano 4Je are pro-
posing to improve the intersection of Old Central and 69th to provide for
left and ric�ht turning lanes and improve the stre?t with concrete curb and
gui:ter to Stinson Bnulevard.
With the increased construction adjacent ta 73rd Avenue west of University
and the recent Registered Land Survey and sale of the industriai property
east of 73rd, it is essential tha� this intersection be improved with left
and right turning lanes to safely handie the volume of traffic generated.
Incorporated in this project will be the extension of 73rd Avenue to the
railroad tracks: This work wili complement th� development of Paco Indus-
trial Park. The attached resolution orderin� the improvement and calling
far the Pubiic Nearing will allow us to systematically �rocess t�ie neces-
sary resolutians and bid advertisements, so we tvi71 be aele to open bids
and a�tilarc� thern i t� Apri 1� Thi s schedul e shou7 d provi de us advantageous
eantracts and maximize the construction season.

Vice Chais�roman Gabel stated that t;s�:: �.:d ��ee� ��:"ore -t:ie Planning Comxnission
on 12/17/80 for rezoninc�. Mr, Clark stat�d that there �oere several neiqhbors
at that hearing and it appeared that most of them would rather see it developed
into an office building ratF�r than an apartm�nt building. iie said it would be
better to encroach in the front yard, that it could be pushed forcaard 15 fe�t
and line up cvith the building to the south of it. Vice Chairwoman Gabel stated
tYiat she was at that public hearing and verified that the residents prefer
an office building rather than an apartsnent building. Mr. Clark said there are
thr�e variances - parking lot, front yard and rear yard. He also said that part
of the zoning requirement Cwhen you have commercia� next to residential) is to
have fencing that has to be 4 feet high.
Dr. Schurstein said he has o�aned the land for 2-1/2 years and the building will
have 9600 sq. feet (4F300 sq. ft. each level);and there will be no barber shops or
beauty parlors. I�ie has t���o tentative insurance tenants. Vice Chaircaaman Gabel
asked ho��r soon he would start construction. Dr. Schurstein he had to get rezoning

and he canie mostly to fznd out �ohat is going to happen to the alley. Vice Chair-

As indicated at the February 4th meeting af you, Jackie Lentz and myself,
the City of Fridley has agreed to provide financial assistance to the District
14 Commur�ity Educaticn progr�m 4ri th a two-part do;�a �i on. The fi rst part, a
$4,OOQ donution ta be used for the 1981-82 schcol year,���i11 be forth�coming in
July of 1981. The seconc(, a$5,OQ0 donation to be used for the 1982-83 school
year, will be made in Ju1y of 1982. It should be understood f:hat this is a
donation to assist program and facility operation and is in no way in�;end2d to
be a rental fee for facili�y use.
There were several points of agreement that svere discussed and just to
insure the fact that we a71 have the same understanding, I have o��tlined the
areas of conu�non concet�n that tive have agreed up�n.
1) A Philosophy of Inier-Agency Coordination of Community Services,
as approved by the �oard of Education in Junn 1978, sha11 be
adh:��eU �� �y �ot� tf�� C��y o� F�°�dlcy Far�, Reci,ea��o� and
t�atural P.esource Department ar�d the Disirict �4 Community
Educat�on Depari;men� through tiie 1982-83 school year. (See
attached.) The terms of this cooperative agreement wi11 be
reviewed at the end of this time period to de�termine what
ct�a►lg�s, if any, need to be mad�.
2) The Ci��y Park, Recreation and Natural Resource staff and the
Fridley Co�,munity Education staff a�i11 meet in January of
1983 �o t�evie��� t'r�e iinancial sicuation of both agencies.
The futi�r,e role of City �ssis-tance to the Commui�ity Education
progra��� wi 1�I be di scussed at that t-ime.

Each spring in conjunction with the State and County Highway Departments, the City
imposes load liniits on its streets. This action is initiated to reduce the damage
to the travelled surfaces due to the fros� and ice melt in the subgrade.

to post our streets on Monday, AZarch 2, 1981.

D. A vehicle in excess of such limits may be operated or driven upon a �
street or public highway in the City without violation of law when the
same is done under Special Permit thereof issued in accordance with the
provisions of Minnesota Statutes Sec. 169. 87 which are adopted and made
a part hereof by reference the same as if f ully incorporated herein.
E. That school bus operators are given special permit to proceed with normal
operation on their regularly established routes and at regularly
established hours, said permits to be issued by the City Manager.

Annually, we have a project �or seal coating Ci.ty s�reets. Seal eoating is a method
whereby we place an armor coating on the existir.g surface as a means of extending its
life, reducing maintei�ance, and improving traction and safety.
This year we have identified 7_21,0�10 square yards of stre�i:s whieli have not been
resurfaced for over 10 years or have been identiiied as irirzeed of �riority
resurfacing. Last year we seal coated and sl.urr�..ed a t�ta1 of 52, OUD squax'e yards.
(FIe obtained 11, 000 square yards of slurry coat at� no ,cost due"a contractor ex'ror. )
Funds for tliis project have been identified iri the 1981 budget.
Th.e project will not be started until late surruner when the weather is appropriate
for this type of work. Advertising early should pravide the Gity keener competition
and reasonable bids.
Suggest the City Council consider the attached resolution at their March 9th meeting.

Seaicoating the City streets on a regular basis,
WHEREAS, the Public l�Jorks Director has submi�ted a plan showing the streets
in need of SeaTcoating• .
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley,
Anoka County, P�innesota, as follows:
1. That the streets mark�d black on the attached map be s�alcoated, and the
work involved in said improvement shall hereafter be designated as:
STREET IMPROVEMENT PROJECT ST. �981-10
2. The plans and specifications prepared by the Public Works Director for
- such impravement and each of them, pursuant ta the Council action
heretofore, a copy of whieh plans and specifications are hereto at�ached
and made a part hereof, are hereby approved and shall be filed with he
City Clerk.
3. The work to be performed under STREE7 IMPROVEMEN7 PROJECT ST. 1981-10
shall be performed under one contract.
The Public Works Director sha11 accordingly prepare and cause to be inserted
in the official newspaper advertisements for bids upon the making of such
improvements under such approved plans and specifications. The advertisement
shall �ie published for two (2) weeks {at least 10 days), and shall specify
the-work to be done and wiii state that bids will be opened at 17:00 A.i�J. on
Wednesday, the 8th day of Apri], 1981 in the Council Chambers of the City
Hall, and that no bids will be considered unless sealed and filed with the
Pub7ic Works Director and accompanied t�y a cash deposit, bid bond, or
certified check payable to the Ci�y for five per cent (59�) of the amc�unt of

blHEREAS, the City of Fridley desires to develop street improvements and
easement bikewaylu�alkway on land avrned by Medtronics, Incorporated; and
WHEREAS, TNE City and Medtronics, Incorporated have agreed to these easements
in return for the Ci1:y's permission for Medtronics, Incorporated to use the
entire area to comply with zoning requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIDLEY:

WHEREF�S, City has requested Medtronic to grant certain ease-
ments to it, whici� easements are described on Exhibits A, B and

WHE�EAS, Medtronic is willing to grant said easements, subject
to the understandings contained herein,

1. Upon the execution of this agreement, F:edtronic agrees
to execute and deliver to City easements in the form o€ the ease-

2. City agrees that notlaithstanding the delivery o£ the
easements describe�? hereinabove, Medtronic shall be able and shall
have the right to develop the property owned by it in the Southeast
Quarter of Section 12, Township 30, Ranqe 24, Anoka County, Minnesota
as if said easements had not been granted. It is specifically
agreed and understood that for the purposes of tloor area ratios,
height restrictions, side yard and front yard requirements, Medtronic
shall be able to develop said property using the baundaries thereof

as Exhibits A, B and C.
3. This agreement shall extend to and firmly bind the suc-

A RESO�UTION ORDERING IMPROVEMENT AND FINA� PLANS, SPECIFICATIONS
AND ESTIMATES OF COSTS THCflCQF: WATER AND SANITARY SEWER PROJECT

WHEREAS, tf�e City of Fridley, Public Works Department, is requesting certain
,. improvements including grading, aggregate base, hot-mixed bituminous mat,
! sanit�ry sewer, vr�.ter and ether facilities, located at the following areas:

1. Sanitary Sewer Connection at Jackson Street and Mississippi Street.
2. Water Looping System at 6Bth P1ace (Lucia Lane to Service Drive), then
North on East side of Highway No. 65 (68th Place to 68th Avenue).
3. 'k{atermain Replacement (Rice Creek Boulevard East to Cul-De-Sac�.
and this request was duly presented to the Council on the 23rd day of
February 19II1; and
WHERE�S, pursuant to resolution of the Council adopted February 23, 1981, a
report has been prepared with reference to the improvement, and this report
was received by the Council February 23, 1981;
NOW THEREFQRE, 8E IT RESOLVED BY THE CITY COUNCIL 0� THE CITY OF FRIQLEY,
MINNESOTA:
1. Such improvement is hereby ordered as proposed in the Council Resolution
adopted Mareh 9, 1981.
2. John G. Flora, Public t�lorks Director, is hereby designated as th�
Engineer for this impro��ement. !i° shall prepare plans and specifications
and estimates of costs thereaf for the making of such improvements.

COUNTY TNR4UGH T11E THREE YEAR PROGi�/�M PLAN�1iNG CYCLE.
DJHFREAS; Anoka County, Minnesota was notified on August l, 1980 of its
elegibility for Commurity Development Qlock Gr°ant Eniitlement funds as an
urban county; and
WHEREAS; the City of Fridley, Minnesota as a City 1ocated in Anoka County is
participatiny with the County under th;s Community Dc�velopment Block Grant
Entitlement program; and
WHEREAS; the Courty is in its first year of the three year comprehensive
projeci� development for funding under the Cor�munity Developmeni Block Grant
Entitlement Program; and
WHEREAS; there is a strong concern for the potential interupiion of this
funding due to removal of the County from the entitlement status; and
WHEREAS; if this entitle��ent status is lost temporarily, the disruption of
funding cycles prograrrimed for three years wi11 have a negative effect on i:he
project development as laid out in the first year County application; and'
WHEREAS; this loss of entitlement 4vould be caused only by unusual
circumstances in determining population and not by downward trends that would
effect the long term deterrnination of entitlen-�ent. Anoka County �vill
continue as one of the �astest growirig counties in this area and a�i11 again
meet the standards of the urban county by 1982.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley
hereby request Congressional Consideration to provide continued funding of
Cornmunity Develapment Block Grant Entitlement Funds for Anoka County through
its present three year project funding cycle.

fOR E��1PLOYEE5 OF THE CITY OF FRIDLEY FIRE DEPARTMENT
FOR THE YEP,R 1981
WHEREAS, the International Flssociation of Fire Fighters Local
No. 1986, as bargaining representative of the Firemen of the City of
Fridley Fire Qepartment,has entered into a contract wi-ch the City
Council for the years 1980 anci 1981; and
WHEREAS, said contract provides that wages for 19$1 shall be
negotiated in 1981; and
WHEREAS, Representatives of the Union and the City have met
and negotiated regarding t��e requests of the Union and the City; and
WHEREAS, Agreement has now been reached between representatives
of the two parties on the proposed changes in existing contract
between the City.and the Union.
NO1�', THEREFORE, BE IT RESOLVED, by the City Council that the
Mayor and the City Nianager are hereby authorized to execute the.
attached Memorandum of Agreement (Exhibit A) relating to wages far
the year 1981.

The Housing and Redevelopment Authority at their specia7 meeting on February 26, 1981,
approved the Moore Lake Redeve7opment Plan and the Tax Increment Plan #1 for distribution
to Anoka County Boai°d, School District 13, School District 14 and the Fridley Planning
Commission.
They also set the d�te i'or a Puhlic Hearing bAfore the Housing Authority for March
26, 1981 at 7:30 p.m. ai the Fridley Civic Center for the purpose of final approval
of the plans prior to submittal to the City Council.
By Minnesota Law, ihe Housing and Redevelopment Authority may not proceed with
Redevelopment Plan unless it receives approval of the City Council. The City
Council is required to hold a public hearing within 3J days of the submission
the plan from the Housing & Redevelopment Autharity.

If the City Council feels that the Redevelopment P1an being proposed by the-Housing
Authority is a desirable direction far community improvement, it would be in the
best interest of the City to set a public hearing and take the necessary action as
soon as feasible since there is legislation vrhich is being introducted in the State
Legislature which could affect our use of Tax Increment Financing.
The earl�ies�t date for v��hich the City Council could hold a Public Hearing would be
March 30, 1981. This would have to be set at their March 9, 1981 meeting.
