The Fr�dley C�ty Council Meet�ng was called to order at 7:50 p. m. by
Mayor Nee, as there was a delay in the start of the meeting due to
techn�cal difficult�es in the transmission of the meeting by Cab7e
Telev�sion.
PLE�GE OF ALLEGIANCE•
Playor Nee led the Council and audience in the Pledge of Allegtance to the
Flag.
ROLL CALL
MEhIBERS PRESENT: Councilman Fitzpatrick, Councilman Hamernik,
Mayor flee, and Counc�lman Schneider
MEMBERS ABSENT Counc�lman Barnette
PRESENTATIONS:
CERTIFICATE OF CONFOW'4ANCE IN FINANCIAL REPORTING - CITY DF FRIDLEY:
Mr. Charles Garth, representing the Municipal Finance Officers of Minnesota
and Canada, presented a Certif�cate of Conformance in F�nancial Reporting
to the City. Mr. Garth stated the City of Fridley met all the program
standards for financ�al reporting and indicated that out of 79,D00 govern-
mental untts in the country that could qualify, only 253 have this certificate
and there are only 14 such certif�cates in Minnesota. Mr. Garth stated he
felt this was quite an ach�evement for the City's Financial Department.
P1ayor Nee accepted the certif�cate on behalf of the staff and stated this
was truly a cred�t to the City P1anager and Financial Officer.
FINANCIAL REPDRTING ACHIEVEMENT AWARD - RICHARD D. PRIBYL, FINANCE
OFFICER
Mr. Garth also presented an award for F�nancial Reporting Achievement to
the City's F�rance Dfficer, Rtchard D. Pr�byl.
Plr. Pr�byl extended his thanks to Mr. Garth on behalf of h�mself and the
City and stated it was very fine to be associated with such an award.
The Council extended their congratulations to Mr. Pribyl for recetving
this award.
h1r Garth po�nted out that Standard and Poors have stated that ctties
that do not have this performance certificate may not qual�fy for a good
bond rat7ng so th�s may help Fridley in obtatning a lower interest rate
on their next bond issue.
PRDCLAMA"fION - RECYCLING IN FRIDLEY WEEK - APRIL 18-24, 1982
Playor Nee stated the Environmental Qualrty Commission has proposed a
proclamation for Recycling Week in Fridley from April 1� - 24, 1982.
He stated he would proceed to issue this proclamat�on, as requested
by the Commis s on,

MEETING OF FEBRUARY 22, 1982.
MOTION by Councilman Schneider to approve the minutes of February 22, 1932
as presented. Seconded by Councilman Hamerm k. Upon a vnice vote, all

�, CONSIDERATION OF SECON� READING OF AN ORDINANCE REPEALING OLD CHAPTER
220 OF THE FRIDLEY CITY CODE IN ITS ENTIRETY AND ADOPTIfdG A NEW CHAPTER
220 ENTITLED RESIDENTIAL MAINTENANCE CODE.
Mr. Flora, Public Works Director, stated this ordinance prtmarily
addresses the inspect�on of condomin�um common areas, as well as
add�ng items regarding energy effi c7ency and some housekeep�ng items.
He stated some ver6age was changed to make it easier reading.
P�r. Flora suggested chang�ng the title of the ordinance so the new
Lhapter 220 would be called "Residential Rental and Codominium Common
Flrea Maintenance tode".
hlr. Qureshi, City Manager, stated there are several other adjustments
to be made to this ordtnance and they could be added this evening or
Council could table thts �tem and have the ord�nance brought back at
the next meeting with the amendments.

�� ENVIRONh1ENTAL QUALITY COP1f1ISSI0N MINUTES OF FEBRUARY 16, 1982.
Mr. Flora, Public Works Director, stated the Environmental Quality
Commission at their February 16, 1982 meeting made a motion for the
�ssuance of a proclamation for Recycling Week in Fridley. He stated
th�s �tem was acted on earlier rn the meettng, and Mayor Nee would
issue the proclamation.

Mr. Flora stated the other item subm�tted by the Commission for the
Council's consideration was for the City to accelerate thear recycling
efforts.
P1r Flora stated staff is currently dealing with several vendors
regarding the possibility of recycltng paper in the City. He further
stated there Wl�� be an oil recycling center, ad�acent to the SORT
facility, and it will be functional during Recycling Week.

Mr, Flora, Public Works Director, stated the high velocity ,7etting
machine and GMC truck have both been �n service for over 10 years.
Mr, Flora stated, because of the age of the equtpment, it was felt
a new one should be purchased before the City gets into a lot of
ma�or repair btlls and while the equ�pment still has some resale
value.
Mr, Flora stated there are funds in the Utility Fund to purchase
this type of equipment.

every year to the Council ad,7usting allocations in the General Fund.

LICENSES:
Councilman Schneider quest�oned why the North Park Elementary School
was charged a fee for the vending machines while Totino-Grace was
"Exempt".
P1r. Inman, City Clerk, stated th�s should be °Exempt" also on the vending
machines,
MOTION by Councilman Schnetder to approve the l�censes as submitted and
as on file tn the License Clerk's Office, with the exemptis�n of the fee for
venciin� machtnes at North Park Elementary School which should 6e "Exempt".
Seconded by Councilman Namernik. Upon a voice vote, all voting aye, Mayor
Nee declared the motion carried unanimously.

a letter to the Metropol�tan Council in support of the Friendly Fridley
Folks' appltcation for funding. Seconded hy Councilman Fitzpatr7ck.

unanimously.
SORT. INC.: CONTINUATION OF CURBSI�E PICKUP PROGRAPI:
Mr. Flora, Public Works Director, stated SORT, Inc. wanted a longer time
to evaluate the curbs�de ptckup program in the City and is, therefore,
requesting an extension of time for this program.
MOTION by Councilman Schneider to allow SORT to cont�nue the curbside
p�ckup program unttl further action by this Council. Seconded by
Councilman Fitzpatrick. Upon a voice vote, all voting aye, Playor Nee
declared the motion carried unanimously.
