She turtner requesced that tnis proclamation be issuea every year, on a continuing basis, so it woultln't be necessary ior tn�n to make tnis request every year. Mayor Nee stated he has executeci tt�e proclamation to proclaim tne week ot August 1- 7 as National Clavn Week in the �ity ot Fndley. PDBLIC HEARING: PUBLIC HEARING CN 1983 CITY BUDGET INCLUDING AMWNiS 7.0 BE BUDGh�ID EC1R REUENUE SHARING PURPDSFS: —'_ �—_� ._ Mayor Nee opened the public hearing on the budget at 7:33 p. m. � J'`` � � J �� CWNCIL MEETING OF AUGUST 2, 1982 PAGE 2 Mr. Qureshi, City Manager, stated the total budget is $7,099,459 whicn is a 4.4� increase over tne 1982 budget, and incluaes the General Funds and otner Special Funds, Mr. Qureshi stated the total General Fund buclget, or operating budget tor tne City departments, is $6,307,659 and represents a 3.9$ increase over the 1982 budget. Mr. Qureshi stated the budget includes $280,000 in revenue sharing tunds � to be used in the areas of City Management, Police, F1re, Naturalist, and Parks and Recreation. Mr. Qureshi stated it is anticipared thece will be a 5izeable decrease in revenues trom Federal and State Tuntling and that 1s the reason a veey tight, balanced hudget is sutanitted. He stated it is estimaLed tnere will be a 20.7� decrease in State grants and aids, and only $140,000 is antici�ted in tevenue sharing Lunds, and the balance tor this account is being qraWl'1 TrOi[I the reserves. Councilman Schneiaer asked ii tne increases take into accounc tne inilation rate. Mr. Qureshi stated iT the inYlation is higher than tne percentage increases, there would be an actual reduction in tne capability to provide tnese services. Councilman Schneiaer stated the bargaimng employees naven't reachefl a contract and asked it there are adequate provisions in tne buctget tor any kind ot settiement tney might reach. Mr. Qu[eshi stated they have provided wnat is hoped would be the cost ior tnese services, however, it costs are higner, they have a number of choices. He stated tne choices woula be reduction oY anployees or cutbacks in otner areas. Mayor Nee stated the buaget is a very ditticult tasx tor tne acunimstration as it has to be prepared so tar in advance of knowing wnaL � tne actual revenues received will be, but it is required in the �harter tnat tne budget be submited at this time and is trie otticial starc of tne budget review process until tne tinal adoption in October. Mayor Nee asked iY there was an estimace on what the mi.11 rate woultl be. Mr. Quresni stated it is ditticult to pro7ect, but the esr.imaced mill levy would be around 14.4 mills. He stated last year tne Council adopted a ❑ull rate ar 14.9 and, at least, a 1/2 mill decrease is pro7ected. He pointed out this is a very preliminary estimace as tney have no inrormation trom the County at tnis point in time. No persons in the auaience spoke regarding this proposed 1983 buciget. Seconded by Councilman Fitzpatrick. Councilman Hamernik indicated he would like tnis item tabled to tne riext meeting, if tnere were no obaections. � MOTION by Councilman Hamernik to table the appointment to tne Appeals Canmission to the next meeting. Seconded by Councilman Schneider. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unammously.
