For street snow removal, the City currently has seven dump trucks and three front end loaders equipped with one-way ploti�s. Five of the seven trucks are equipped with sanders and two are equipped witl� �aing plows and underbody plows. A Bombardier sidewalk sno�,Plo�v and four, 4-wlieel drive pickup trucks are used to plow sidekalks, cul-de-sacs, dead- ends, improved alleys and municipal parking lots when needed. The Public Works Director and Superintendent of Public 1Vorks have overall responsibility for snow and ice control operations. The Street Foreman has direct responsibility for supervising the day-to-day operations, such as de- termining callouts of manpower, determining equipment needs, ordering materials, etc. The Street Foreman, along with the Superintendent, utilizes weather services and reports, police reports, citizen input and consults with the Director when necessary to determine when to initiate the snokPlowing opera- tion. It is the policy to begin snow removal operations after the snow storm has subsided. However, if the storm ends in late evening or early morning liours, the crews are called out by 3:00 a.m. to ensure that snow emergency routes are plowed by morning rush hour. If a storm is predicted to last un- reasonably long, or heavy acctur►ulations appear eminent, full snowplowing operations begin on the snow emergency routes when accwnulation becomes nazardous for driving. Based on different storm situations and severity levels, the starting time frames are flexible. tiVhenever ice or slippery conditions develop, sancling crews are dispatched itranediately. Sand, black slag and salt are spread over ice or slippery areas to provide an abrasive to help melt the ice. When snow removal operations begin, snow emergency routes are plowed first. (See Attachment A- Snow Emergency Route Map) It takes approximately INFO x Memo to John Flora regarding snow removal Page two 2-4 hours (depending upon the snow storm) to complete these routes. These streets have been declared snow emergency routes because they will allow emergency vehicles faster and better access into all areas of Fridley. After the snow emergency routes have been completed, it takes approxi- mately 10-12 hours to complete snowplowing operations on the remaining streets. This results in providing clean, safe streets 12-16 hours after an average snow stonn. The City is divided into ten snowplowing districts which the equipment is moved into after the snow emergency routes are plowed. (See Attachment B- Snowplowing Districts Map) In each district, there are four alternating starting points. (See Attachment B- Snowplowing Districts Map) An emergency designated street will always be plowed early in the operation. After each snow, the starting points will change. There are approximately eighty cul-de-sacs and thirty-five dead-end streets in Fridley. It takes a while before the specialized equipment com- pletes the actual cul-de-sac areas; therefore, a snowplow may complete the nornlal part of the street and complete only a portion of the cul-de-sac area. The major portion of the cul-de-sac will be plowed by the special equipment within the total time of the snowplowing operation. Concurrent with the plowing of the streets; sidewalks, improved alleys and mt.micipal parking lots are plowed. The snowbird vehicles left parked on streets during a snowstorm also create problems for snow removal operation. The City Ordinance prohibits vehicles from parking on City streets during snow emergency operations. Drivers report snowbirds to the Police Department. Depending on available police personnel, $5 tickets are issued if the vehicle is not removed. Vehicles that are blocking the street are towed away immediately. Snow- birds that are still parked when cleanup operations begin are towed and impounded wider the direction of police personnel. Cleanup operations begin on the next normal working da.y after the snow removal operations have been completed. TM< CITY OF DIAECTORATE OF PUBLIC WORKS �ATE August 23, 1983 FROM D.P.W. John G. Flora SUBJECT SANITARY SEWER BACK-UP CLEAN-UP PROPOSAL MEMOFiANDUM Memo No. 83-6 TO ACTION INFO• Nasim Qureshi, City Manager Based upon past concerns voiced by the City Council on sanitary sewer back-ups, I have investigated the option of obtaining a commercial service to help remove the debris and anguish of a sewer back-up. This proposal is similar to that used in Bloomington, Minnesota. Upon notification of a major sewer back-up, our employee would inform the resi- dent that we are calling Service Master to come out to wet extract th� carpet and/or floors, wipe down the walls and sanitize and deodorize the floors and carpet. They would not admit any liability on the City's part, and would request release from the property owner. Any additional work on the premises would be between the occupant and the Serice Master. This service would average about $250 per call. Last year we experienced nine sewer back-ups, so it would cost the City around $3,000 to provide this service. Request information on how I should proceed with this item. The City representative for this action will be Service Master of Fridley-New Brighton.
