As you are aware, recently the City Council received a petition from the neighborhood
about the debris and junk on Mr. Erickson'a property. Councilman Fitzpatrick would
like this item to be discussed at the conference meeting of April 30, so please update
the chronological history of events on this property and also outline the course of
action the Cou�cil can take if it is declared a public nuisance, so the Council
would have full information at this meeting and be advised of the proper course of
action.

We have had a continual problem with front yard storage of material, height of
fence, rubbish and other nuisance items at 650 Ely Street, the residence of
Mr. Bill Erickson.
ACTION I INFO •
This past year he was prosecuted and fined but the property has not been cleaned
up.
The City Attorney indicates that we could declare the property a public nuisance
by either court action or City Council public hearing. The City Council procedure
is the least expensive but may result in future liabilities whereas the court
judgement would take longer bu t pro tect the City from claim damage.
If the City Council desires us to take action on this property, request which
course of action we should p�rsue.
Attached is a summary of actions taken against this property since 1970. Attached
also is a copy of the Code used by the City of St. Paul to remove nuisances.

abate, or cause to be removecl or abated, any nuisance� substances,
matte�, emission or thine �vhich� in the opinion of the division,
- constitutes a nuisance �vhich threatens the public peace, health�
end safety or which impairs the sanitary condition or good orJer

Whoever, by an act or failure to perform a legal duty, intentionally does
any of the following is guilty c�f maintaining a public nuisance, xhich is a
misdemeanor:
1. Maintains or permits a condi.tion xhieh unreasonably annoys, injures or
endangers the safety, health, camfort or repose of any considerable number
of inembers of the public.
2. Interferes xith, obstructs ar renders dangerous for passage any public
highxay or right of way or xaters used by the public.
3. Causes obstruction or excav�ation affecting the ordinary use by the
public of streets� alleys, side�+alks or public grounds, except under such
conditions as are permitted by t.his Code or other applieable law.
1t. Causes any well, hole or similar excavation to be left uneovered or in
such other condition as to const.itute a hazard to any child or other person
coming on the premises where it is located.

In view of past discussion of the Opticom system I have attempted to
develop more information regarding costs and users of the system.
Information supplied to me by 3M's local marketing firm was in error.
I have had contact with the 3M representative, and he indicated to me
that additional intersections would cost in the neighborhood of $4,000
per intersection and not $1,740 as I had been told. The 3M representative
is supposed to come to Fridley next week for on-site inspection of the
intersections, and he then would be able to provide better estimates of
cost.
The following metro area communities are now using or are installing
Opticom: St. Paul, Bloomington, Cottage Grove, Woodbury, Mpls and
St. Cloud.
Mr. Flora has looked into the alternate funding schemes, CBDG and FAUS,
and has informed me that CBDG would only accept one intersection. FAUS
monies are not available until next fiscal year, and he also indicated
MNDot is not sympathetic to installation of these systems, and therefore
would not be supportive of a FAUS grant proposal.
Bloomington has been installing the system out of general funding doing
an additionai number of intersections each year. They also indicate some
annual maintenance requirements of approximately $800 per intersection per
year. 7hey are, however, satisfied as to their worth and will continue
the on going installation of the system.
In view of the higher costs involved, the City may wish to consider a
phased installation of the system by installing the five intersections in
the promotional offer, and perhaps an additional two or three intersections
that are high risk intersections for the police department, and then add
an additional two of three intersections each year until the twelve most
critical intersections are in the system.
I have attached a new cost analysis based on the cost figures I most
recently have received.

RE: Opticom Traffic Control System
Approximately two years ago we had some brief discussion regarding
3M's Opticom Traffic Control System for emergency vehicles.
3M is now offering for a very limited time a promotional package of up
to five intersections at a cost of $18,000 not including installation.
Installation on state highway controls is estimated to be approximately
$800.
Briefly, the Opticom system is a system whereby a signal is transmitted
fran an emergency vehicle to a receiver at a semaphore controlled
intersection. The signal will order the control to provide a green light
for the oncoming vehicle.
I am attaching the information from 3M and also a report I had Deputy
Chief Larson prepare on this subject.
There are some alternate funding methods that could be considered !� �� r
the time constraints of the 3M offer that would preclude their implementa-
tion at this time. I would certainly recommend consideration of alternate
funding consideration to expand the system.

EMERGENCY YEHICLE INTERSECTION CONTROL �
Many valuable reasons exi�st for using a system that can control a traffic
intersection. To state all reasons would be unnecessary but the foremost
reason for the request of dir+ect control of traffic signals at intersections
�is safety - safety for the personnei of the fridley Fire Department and safety
for the motorist and pedestria�n alike.
This system protects (1) two or more apparatus from meeting unknown at an
intersection (2) clears traff�ic from an intersection by creating a green light
corridor for traffic and fire apparatus to proceed through safely and (3) lessens
dangerous traffic jams.
Motorists today don't respond to sirens and flashing red lights. Automobile
manufacturers advertise the "quiet ride" eliminating noise. This, together
with air conditioning, heatera, radios and stereos, makes the average motorist
totally unaware of the emergency vehicle until he actually confronts it. He
is often times confused and unsure of what action to take, further compounding
the problem. This is the one major cause of accidents involving motorists and
emergency vehicles proceeding through an intersection with a green light; the
motorist is totally unaware of' an emergency vehicle entering on a red.
A second reason for this control system would be response time. The factor
of speed in fire departments is important. With a speedy response, the men and
apparatus can often get to a fire and deal with it while it is still small
and within a stage easily extinguished by the fire department. But speed is
not the only factor considered, as safety of inen and equipment is also of
prime importance. The importance of placing fire department men and apparatus
at the fire scene in the shortest time is evident by graph #�1. This graph
developed by the National Fire Protection Association and National Bureau of

Standards illustrates the relationship between the time that lapses when a
one-story residential house is on fire and the tenperature that the structure
spontaneously ignites due to high heat. Note that this ten�perature is reached
within 10 minutes and shows that response time is dealt with not only in
�ainutes but precious seconds. It is clearly evident that we have little control
over the discovery and reporting of a fire. but we do have some control over
a safe, efficient response time. This response time could be decreased by
control over signal intersec�ions enroute.
The third area of projected savings would be in vehicle maintenance, less
wear and tear on drive train and transmission and less wear on braking system.
When a piece of fire apparatu�s responds to a fire it is a constant cycle of
stop and go and slowing down and speeding up. Stopping a pumper weighing
over 36,000 lbs. places undue stress on the braking system, wearing it down
much faster than normal. Also a great amount of stress is placed on the drive
train and transmission increasing wear and unnecessary down time for maintenance
and repairs. Fire apparatus proceeding to an alarm must slow down when the
traffic signal is red and stop if necessary until all traffic that is proceeding
with the green light realizes that the apparatus is asking for the right-of-way.
If the siren and air horn do not get the right-of-way it must not force its
way into the intersettion. If key intersections could be controlled by the
fire apparatus I am sure that emergency vehicles could proceed through safe�y
without undue braking and str�ess on the drive train thereby resulting in less
maintenance and repairs.
The system I have researched is the "Opticon" traffic control system
manfactured by 3M. This syst�m holds a green light for approaching emergency
vehicles or accelerates the narmal cycle of a signal change to provide a light
before the vehicle reaches th� intersection. The intersection returns to

normal operation after the vehicle clears. Only one vehicle can conmand the
intersection; if the light won't change green, it warns approaching
emergency vehicle driver of an unseen emergency vehicle coming from another
di rection.
This systen is a positive step toward ending problems that will increase
yearly as motor vehicles and emergencies increase. The increase of emergency
vehicles involved in accidents in this city can be used as a direct example.
I am sure that insurance rate5 for city owned emergency vehicles can be
reduced following installation of this system, �ot to mention any major
unforeseen intersection accid�nt. The saving both financial and non-financial
gained by the use of a signal conirolling system cannot be forecasted with
complet accuracy. Signal controlling is a preventative measure; it has
the potential to insure motor�ist safety and to reduce acc'idents, unnecessary
wear and tear on apparatus anci response time. Certainly, this system deserves
further consideration.
The cost of this system a> given to me.over the phone by Mr. Lee E.
Guetschow, area sales manager for 3M, is �1,100 per truck or car on system and
an average of �3,000 per intersection depending on the type of signals involved.

Dear Dave:
At the March 12. 1984 City Council meeting, the Council passed
Resolution No. 36-1984 autiiorizing the procurement through purchase or
condemnation of the Gena-Rr�e Addition.
Request you initiate actioc� to obtain the property iclentified as Block
1 Outlot 1 and Block 2 Out:Lot 2 of the Gena-Rae Addition for City's
unrestricted use.
The City is desirous to construct a neighborhood park on this property
in support of the residents residing in the area bounded by O1G
Central, Rice Creek, Stins��n Boulevard, and Mississippi Street. It is
imperative that this prope:rty is obtained as soon as possible because
of the construction of Cre��k Park lane which will be connecting two
subdivisions and providing access to this proposed park.
In order to facilitate comstruction of the street and sewer and water
utility projects, request the City obtain access and use of this
property as soon as possible.
