OPIIV FORUM. VISITORS•
Mr. Dennis Johnson, 6336 Starlite Boulevard, asked if the City had found out
what route NSP's nuclear waste would take through the City. He also
questioned if Fridley had been involved in any of these meetings on this
matter.
Mayor Nee stated the City's Fire Chief has been extensively involved in
these meetings.
Mr. Flora, Public Works Director, stated the Fire Departrnent representatives
have attended these meetings and, if the waste were to be moved through the
City, it would be on the west side of the Mississippi River. He stated the
Fire Degartrnent and Burlington Northern Railroad representatives have been
caranunicating regarding any proposed transfer of nuclear waste. Mr. Flora
also stated Fire Department personnel have taken courses in handling these
wastes.
Mr. Johnson stated a study was done by Rockwell International which
indicated that no City is capable of handli.ng a major catastrophe fram these
wastes. He stated he would forward a oopy to Mayor Nee.

Mayor Nee stated he appreciated Mr. Johnson bringing this to the Council's
attention and felt the Fire Department was keeping abreast on what is
happening in this regard.

MOTION by Councilman Barnette to waive the reading of the public hearng
notice and open the public hearing. Seconded by Councilm-in Hamernik. Upon
a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously and the public hearing opened at 7:45 p.m.
Mr. Inman, City C1erk, stated this is a request for a liquor license for a
family restaurant located in East Rancher's Estates, Second Addition at
7850-?880 University Avenue. He stated the restaurant would occupy
approximately 6,000 square feet and seat about 200. He further stated there
would be no entertairunent at this facility.
Mr. Irrman stated the Fire and Police Depart�nents have reviewed thw doc�anents
and would recoiranend approval of the liquor license.
Mr. John Stacy, representing T. R. McCoy's, stated the restaurant would be
family oriented featuring American food, mostly gourmet hamburgers, hot
dogs, and chili. He stated it would be designed in a 50's motif and they
don't plan to have entertair�nent. He stated they don't anticipate a large
part of their sales in te liquor area, but did want a liquor license.
Councilman Hamern.ik asked if they operated any other restaurants in this
area.
Mr. Stacy stated their Chief Operating Officer has been involved in nine
restaurants in Fargo, St. Cloud and Mankato, mostly in the Mexican food
area. He stated this is the first prototype restaurant in this field.
Councilman Barnette asked what kind of signing they plan to use. Mr. Stacy
stated they would like a pylon sign similar to others in the area.
Mayor Nee asked if the parking was adequate. Mr. Paschke stated he didn't
think they have a parking problem. He stated he received a letter from
staff regarding the parking, but didn't reqn�nber how many spaces they were
short. He stated he oonsiders Phase 1, 2, and 3 as one center and didn't
feel there was a shortage of parking in Phase 1 and 2, which would cover any
shortages that may occur in Phase 3. He stated other businesses in Phase 3
would be fairly law voltune and dic�'t feel parlcing would be a problem. He
stated there is more than enough of averflaw parking across the street.
Mayor Nee stated the question staff raised was whether there would be space
available for parking across the street, if these parcels were sold
separately and Mr. Paschke wasn't the c�wner.

Mr. Flora, Public Works Director, stated when additional spaces are leased
for this development, consideration should be given to what parking is
available as the code requires �rking must be on that site. He stated,
basically, Mr. Paschke is being notified that parking for McCoy's may impact
on the availability of �rking for other leasees.
Mr. Paschke stated additional parking stalls oould be added on the property,
if there is a need to do so.
Mr. Flora stated the restaurant is a little greater density than what was
originally anticipated. He stated staff wanted Mr. Paschke to be aware
there may be a problesn with the parking.
Mr. Qureshi, City Manager, stated if Mr. Paschke continues to own all three
properties, there wouldn't be a problem; hawever, if these were sold, they
should be sold with the intent that g3rking is a joint use.
Councilman Hamernik asked if there is space available for additional
parking, if this would meet the code requirements. Mr. Flora stated the
parking for the operation must be on the property aaned for this facility.
He stated if Mr. Paschke owns both parcels, it could be interpreted that
there is sufficient parking. �
Councilman Barnette asked if this would be a fast food type restaurant.
Mr. Stacy stated it would not, but is a"sit-dawn," family restaurant.
No other persons in the audience spoke regarding this proposed issuance of a
liquor license.
MOTION by Councilman Hamernik to close the public hearing. Seconded by
Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared
the motion carried unanimously and the public hearing closed at 7:55 p.m.

MOTION by Councilman Barnette to waive the reading of the public hearing
notice and open the public hearing. Seconded by Councilman Hamernik. Upon
a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously and the public hearing opened at 7:55 p.m.
Mr. Ir�¢nan, City Clerk, stated a preliminary hearing was held December 8,
1980 for this storm sewer ir�ravement and the area involved is bounded by
Central Avenue on the east, Highway 65 on the west, and Mississippi Street
on the north.
He stated there are two �xirticular types of assessments for this project,
one for fully benefited area and another for additionally benefited area.
He stated the rate of assessment for the fully benefited area � is $4.96 per
one hundred square feet of area and the rate for additioF►ally benefited area
is on a front foot basis at a cost of $10.00 per front foot.

Mr. Irnnan stated the total cost of the project is $535,187.58 with 76$ being
paid from Federal, State and local, funds and 24$ being assessed to the
affected property owners. He stated the amount to be assessed is
$129,238.46.
Mr. Flora, Public Works Director, stated this project consisted of grading
and dredging storm sewer and related drainage appurtenances to divert the
water around Moore Lake into a detention pond so it could be filtered and
the averflaw draining into the Rice Creek drainage system. He stated the
other portion was to build a filter unit at the southeast portion of the
lake.
Mr. Duane Levandawski, 6361 Pierce Street, stated at the preliminary hearing
he understood they would improve the drainage behind his lot and the
adjacent lot. He stated for the last several springs his yard and his
neighbor's yard have been tmder water. He stated he questions whether the
improv�nent done has really been beneficial.
Mr. Flora stated the slope of the ditch was improved to assure positive
drainage to the ditch along West Moore Lake Drive, and move south away f rom
the properties.
Mr. Levandawski asked if it would be redredged as they still have a lot of
water in their back yards.
Mayor Nee stated the system would never be as effective as they really would
want it, however, as far as the maintenance, the City has been consistent.
He stated if Mr. Levandawski felt there was a lack of maintenance, he should
notify the City as it is the City's intention to maintain it properly.
Mr. Jim Reiland, 6068 Woody Lane, asked if this project would aff ect his
property. Mr. Qureshi, City Manager, stated Mr. Reiland is located on the
east side of Central Avenue and he wouldn't be affected by this project.
Ms. Elaine Gray, 6062 Central Avenue, stated a tile line was run behind
their property before for which they were assessed and asked if they would
be assessed for the front and back.
Mr. Irunar►, City Clerk, stated Ms. Gray's property is being assessed $4.96
per 100 square feet, for a total of 52,500 square feet, and $10.00 a foot,
for 100 front feet, and a total assessment of $3,604.
Ms. Gray asked if she could be assured they w�ouldn't be assessed for another
i�roveqnent in the future. Mr. Qureshi, City Manager, stated they could not
assure it because if additional improvements are done which benefit her
property, she may be assessed for the improveqnents.
Ms. Gray stated this improveqnent is essentially to save Moore Lake and she
is not the only one that will benefit fram saving the lake. She stated she
is ooncerned to being assessed again and again for saving the lake, as Moore
Lake is for the benefit of all of Fridley and everyone who uses it.

Ms. Gray stated she only hopes Moore Lake will soon be saved before everyone
goes broke trying to save the lake. She stated since Moore Lake is in a
redevelognent area, tax increment rronies should be used.
Mayor Nee stated there is not a tax incr�nent project in that area as it was
deleted at the residents' request.
Mr. Qureshi, City Manager, stated only a small portion of the cost of this
project is being assessed to the property owners. He stated the City is
also working on the second phase of the Moore Lake restoration and that will
be funded out of sep�rate funds.
Ms. Gray asked if there was sufficient drainage on the west side of the lake
so it wouldn't halt or hinder the progress in the east basin.
Mayor Nee stated the flaw will be fram east to west because of the hyclraulic
engineering.
Councilrnan Barnette stated the water from the west basin drains into the
ditch by St. Philip's C�►urch then to Rice Creek on the west side of Central
Avenue.
Mr. Flora explained the procedures for the second �ase of the restoration
project which, basically, consists of removing the weeds and placing a
plastic type blanket on the bottom to imprave the water quality through the
removal of �osphorus in the water. He explained the plan f or a rock base
near the shoreline and for upgrading the beach and installation of an
aerator system.
No other persons in the audience spoke regarding these assessments f or this
stornt se�wer project.
Mayor Nee said that as nobody is objecting to the proposed assessments so
the asessment hearing can be closed.
MOTION by Councilman Barnette to close the public hearing. Seconded by
Councilman Hamernik. Upon a voice vote, all voting aye, Mayor Nee declared
the motion carried unanimously and the public hearing closed at 8:22 p.m.
OLD BUSINESS•

Mr. Inman, City C1erk, stated f ram the financial inf ormation provided, it
was not possible to obtain a coqnparative total for the different franchises.
He questioned if it would be possible to receive detailed data on each
franchise and some depreciation material.
Mr. Wegemer, representing Storer Cable, stated the City received
verification fram officers of the oompany that the figures presented were
correct. He stated their losses in Bloomington are much less than in
Fridley and an independent audit would cost about $25,000 which would amount

to about 50 cents per subscriber per nx�nth.
Mayor Nee stated he understood Storer agreed to submit the FCC form which
was previously required to be sent to the FCC. Mr. Wegemer stated this
report only shaws gross revenues and is inforntiation which the Council has in
their possession.
Councilman Hamernik stated Storer had indicated they felt Bloomington and
St. Louis Park would respond favorably to the request for a rate increase in
their cities. Mr. Wegemer stated he would hope to have the actual reports
fram these cities by the end of this month.
Mayor Nee asked that these reports fram Bloomington and St. Louis Park be
sent to the Council when they are received.
MOTION by Councilman Barnette to waive the second reading of Ordinance No.
816 and adopt it on the second reading and order publication. Seconded by
Councilman Fitzpatrick. Upon a roll call vote, Councilman Barnette,
Gouncilman Fitzpatrick, Councilman Hamernik, and Mayor Nee all voted in
favor of the motion. Mayor Nee declared the motion carried unani.mously.

Mr. Qureshi, City Manager, stated the proposed 1985 budget is for $7,635,948
which represents an increase of 3.79$ over the 1984 budget. He stated it is
a balanced budget as required by the Charter. He statec], essentially, the
mill rate would probably remain in the area of 14 - 15 mills. He stated the
budget cbesn't provide for any increase or cutback in the level of City
services.
M�TION by Councilman Fitz�trick to receive the 1985 proposed budget and set
the public hearing for September 10, 1984. Seconded by Councilman Barnette.
Upon a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously.

Mr. Flora, Public Works Director, stated the request is to split off the lot
facing Onondaga Street. He stated, in reviewing this lot split, it was
found there were a number of other properties in the area that could
possibly be split and staff looked at access should these splits occur. He
stated this information was presented to the Planning Commission when they
reviewed the lot split.
Mr. Flora stated if the lot split is approved, it is recommended a 27 foot
street and utility easement be provided in order to provide for an extension

Mr. Flora stated the Planning Co�mission called for a public notice of this
lot split and a nuQnber of persons came to the meeting to discuss it.
Mr. Flora stated a neighboring property owner stated he may consider a split
:of his lot in the future.
Mr. Flora stated the Planning Canmission recommended approval of the lot
split with nine stipulations, which he reviewed.
Mr. Qureshi, City Manager, stated the problem is the property to the south
is already developed and the possibility of getting right-of-way to serve
any of the properties which may eventually split would, he felt, be
extremely difficult.
Mr. Qureshi stated because of this question regarding access for possible
future developnent, he would suggest this item be tabled until the ward
representative, Councilman Schneider, is present.
MOTION by Councilman Fitzpatrick to table this item to the next regular
meeting. Seconded by Councilman Barnette. Upon a voice vote, all voting
aye, Mayor Nee declared the motion carried unanimously.

Mr. Flora, Public Works Director, stated this is a req uest to construct a
Midas Muffler Shop at 8080 University Avenue and the code requires a special
use permit for an auto repair garage. Mr. Flora stated the zoning is
correct and the proposal meets all code requirements.
Mr. Flora stated the Planning Commission recommended approval of this
special use permit with stipulations for a landscaping and drainage plan, no
outside storage, and five feet setback around the building wherever
possible.
Mr. Qureshi, City Manager, felt it would be better to have more landscaping
in some of the area designated for p3rking.
Mr. Taylor, the petitioner, stated that area would be where the drainage is
located and would be bermed, however, he didn't object to eliminating
several parking stalls for additional landscaping.
MOTION by Councilman Hamernik to concur with the recommendation of the
Planning Conmission and grant special use permit, SP #84-12, to allow a
reg�ir garage at 8080 University Avenue with the follawing stipulations:
(1) an approved landscape plan with irrigation system; (2) no outside
storage; (3) approved drainage plan; and (4) any place on the building that
isn't an access door be provided with a five foot curb to protect the
building from parked cars. Seconded by Councilman Barnette. Upon a voice

vote, all voting aye, Mayor Nee declared the motion carried unanimously.
Mr. Taylor questioned where he would connect with the sewer system. He
stated he thought at first he could oonnect with the manhole in the street,
but finds that he will probably not be able to do so.
�ir. Paschke stated when they were developing in the area, they rerouted the
sanitary sewer system to the north so Mr. Taylor would have to go across the
street to obtain these services.
Mr. Flora, Public Works Director, stated the City had a service in the
middle of the street which is no longer there and he understood the
developer would pravide the service when this property was developed.
Mayor Nee asked why the line was abandoned. Mr. Paschke stated it was
abandoned because they didn't use it as the financial institution would not
allow a sanitary sewer to go underneath the buildings.
Mr. Qureshi stated he felt this issue would have to be resolved at staff
level and worked out with the property awners.

Mr. Flora, Public Works Director, stated this is a request for a special use
permit to allaw for a g�rking lot and garage on R-1 property in conjunction
with a seven unit townhouse development to be constructed on adjacent
property which is zoned R-3.
Mr. Flora stated, in addition to this request for a special use permit,
there are also some variances requested in order to construct these
tawnhouse �mits.
Mr. Flora stated the Planning Commission recommended approval of this
special use permit with seven stipulations, which he outlined.
Mr. Flora statec7, in conjunction with the three variances requested, the
Appeals Commission discussed the traffic issue and made a separate
reconm�endation to Council that there be no parking on the north side of the
400 block of Hugo Street to acco�n�c�ociate parking. He stated these variances
appear on the Council's agenda later in the meeting.
MOTION by Councilman Fitzpatrick to concur with the recommendation of the
Planning Commission and grant special use permit, SP #84-13, to allow Lots
78 and 79, Block A, Riverview Heights, zoned R-1 to be used f or a parking
lot and garage in conjunction with a seven unit multiple dwelling at 441
Hugo Street, with the follawing stipulations: (1) the units be constructed
of town-house design; (2) a drainage plan be approved by the City's
Engineering Department; (3) an approved landscaping plan; (4) a 17 1/ 2 foot

Mr. Flora, Public Works Director, stated this is a request for a variance to
eli.minate the setback requireqnent for parking and hard surfaced areas at
8010 and 8050 Rancher's Road. Mr. Flora stated the code requires all
�rking and hard surfaced areas to be no closer than five feet from a side
lot line in order to reduce visual pollution and to separate adjacent
parking areas with landscaped areas.
Mr. Flora stated the hardship identif ied by the petitioner is that there
isn't sufficient space to drive a truck through without this variance, and
he wishes to pravide for a conmon driveway.
Mr. Paschke stated he felt it would be more appropriate to have a driveway
through and eliminate the green strip in order to provide better access.
Mr. Flora stated staff's feeling was there should be a landscaping area in
orc3er to provide for a distinct separation of property ownerships. He
stated it may be acceptable to provide a conmon driveway up to the f ront of
the buildings and then to begin the landscaping area proceeding to the back
of the buildings.
Mr. Paschke stated it is difficult for a semi-truck to get in and out
because there is only 25 feet on each side of the landscaping strip. He
stated he didn`t feel the variance is needed because they own both the
properties and if there was agreement between the owners f or a joint
easement, a variance shouldn't be needed.
Mayor Nee questioned why the five foot strip was shawn on the original
plans, if they hadn't intended to provide it. Mr. Paschke stated this was a
staggered develognent and if it had been presented as one developnent, this
five foot strip would never have been included.
Councilman Hamernik stated the loading space at the building at 8010
University Avenue also requires additional space even if the garage door
hadn't been added to the building at 8050 University Avenue. He didn't feel
ariything else oould be done, but to follaa the recamnendation of the Appeals
Cannission to approve the variance.

Appeals Commission and grant the variance request to eliminate the
requirement for a 5 foot setback fran property line for a parking or hard

Station at Osborne and University. He stated the code requires all parking

way. He stated the Western Station vwners wish to put in a diesel pump and
the fuel truck will be blocking the gasoline pump islands if the driveway
can't be widened; therefore, a variance is needed to reduce the setback from
the required 20 feet to 10 feet.
Mr. Flora stated some landscaping would be lost in this area of the
property, hawever, there would be additional landscaping in other areas of
the property and around the perimeter..
Mr. Flora stated the Appeals Commission recommended approval of this
variance with the stipulation that a landscape plan be submittec3 to staff
and the petitioner work with staff on the landscaping. Mr. Flora stated te
City has today received a landscaping plan, but hasn't had the opportunity
to review it in detail.
Mr. Jim Fuqua, Area Manager for the Upper Midwest Kayo Oil Company, stated
Mr. Ingram was unable to be present this evening and he would answer any
questions the Council may have pertaining to this variance request.
MOTION by Councilman Hamernik to concur with the recommendation of the

garage.
l�lr. Flora stated the hardship was because of the linear shape of the lots
and parking had to be on one side.
Mr. Flora stated the biggest concern was the traffic on the street and
residents in the area expressed these concerns at the Appeals Commission
meeting.
He stated the Ap�eals Co�renission did recommend approval of the variances
with several stipulations.
Mr. Flora stated the Appeals Co�anission also reca�anended Council consider no
parking along the north side of the 400 block of Hugo in order to
accomnodate parking.
Councilman Fitzg3trick stated Hugo Street is an exit onto East River Road
and the street is very narraw. He stated he didn't knaa if the residents in
the area thought that no �rking on the north side of the street would take
care of the probl�n.
Mr. Frank Hegner, 450 Hugo Street, stated seven parking stalls an seven
garages would be provided in this tawnhouse canplex and felt this wouldn't
be sufficient.
He felt you had to take into consideration that each unit may have two,
three or four persons living in them and each may have a vehicle and that
alone would create a shortage without even taking into consideraton visitor
parking. He stated if parking was allawed on both sides of the street here
wouldn't be room for emergency vehicles to get through.
Mr. Hegner stated the residents knaw samething will go in on this parcel,
haaever, they felt it was too crawc7ed with seven units and that it would be
suitable for a four plex or two single family units. He felt the seven unit
density was too high for this garcel of property.
Mr. Qureshi, City Manager, stated possibly a six unit would meet all the
code requirements without requiring the variances. Mr. Hegner stated this
was suggested to the petitioner, but he stated it would be this seven unit
or else he would push for a ten tmit.
Councilman Fitzp�trick stated he would agree it is going to be crawded and
there will be a parking probl�n. He stated it probably would be better to
have six units, but felt with the unanimous recommendation of the Appeals
Catmission he was prepared to concur with their reco�enendations.

Mr. Qureshi, City Manager, asked if the Council was prepared to act on the
recommenc3ation of the Ap�eals Commission for no parking on Hugo Street.
Mayor Nee asked if they could reduce the setback to provide additional
parking in the front. Mr. Qureshi stated the setback is 35 feet and the
raadway is 26 feet.
He stated if there is a concern, the awner should probably provide an
additional 12 feet easement to the north which would then provide for a 23
foot setback. He felt the road should then be improved fran the driveway to
East River Road.
MOTION by Councilman Fitzpatrick to amend the above motion to add a
stipulation that a 12 foot easement be provided in the front of this
property and the property awner pay for the cost of the roadway extension
fran the drivcway to East River Road. Seconded by Councilman Barnette.

and River Road Investors regarding allocation of the City's 1984 industrial

then deed it over to the City. He stated in order for Superamerica to
obtain turnback property fram the State Highway Department, the City will
quit claim its right to the property to expedite the property transfer.
Mr. Herrick, City Attorney, felt it is im�ortant to make certain that, in
addition to the resolution, there be an agreement or understanding with
Superamerica that �til the new service drive is constructed, the old one
will stay in service and the resolution will only be effective if, in f act,
the plan is oompleted.

CARRIED UNANIMOUSLY.
Mr. Robinson stated that as discussed at the last meeting, there are
several large lots in this area that have the potential to be split also.
For that reason, the Planning Commission decided to table any further
discussion in order to inform the neighbors of this lot split request and
of the possibility of other lot splits. with the potential of 73� Avenue
going through, looping to'Osborne at the east of the apartment building.
He stated that this would be based on an agreement with the apartment build-
Zng owner that the apartment building driveway become a city street. At
this time, if just the petitioner, Mr. Hanson, splits his lot, Mr. Hanson will
put in a driveway to the cul de sac on 73z Ave. However, the City will secure
right-of-way for the splitting of any future lots.

Ms. Schnabel stated this was not a plan the City had at this time. The
Planning Corrmission thought it logical to present this idea to the neighbors
so that those neighbors who do have large lots that might be affected and
might want to consider splitting could understand how it could be worked out.
It was not�ing that had to be done, and it was just in the talking stages
at this time. They alse wanted to get the rest of the neighbors' reaction.
Mr. Robinson stated that George Hanson, 1476 Onondaga St. N.E., Lot 26,
was not able to attend this meeting. Mr. Hanson did say he would be in
favor of the lot split, but he would like to make sure access was provided
because he was interested in splitting his lot sometime in the future.
Ms. Schnabel asked if there was anyone in the audience who would like to
make some comments.
Mr. James Vaughan, 1520 732 Ave. N.E., stated he lived on the southeast
corner of the cul de sac. He stated that if 73? was extended, he would
hate to lose the cul de sac. His question was: Who would pay the assess-
ments for the street--would it be assessed to the new lots or would the
existing homeowners on the existing 73'-2 also have to pay the assessments?
Mr. Robinson stated he believed the assessments would be paid by the lots
that are split, but he would do sor�e further checking to see if that was
correct.
Ms. Sue Sherek, 1530 732 Avenue N.E., stated that the east end of 73'-2 also
ends in a cul de sac, so there are cul de sacs on both ends. At the east
end there is an apartment building, but the apartment was required to access
onto 73rd Avenue. If there was the possibility of multiple dwellings going
on any of the larger lots, would it be possible to have their access onto
73rd Ave. also?
Ms. Schnabel stated that was a hard question to answer at this time, but
the chances were that the City would prefer to have the access go onto 73rd.
Ms. Schnabel asked if there were any neighbors in the audience who were
interested in splitting their lots. Hearing no other comments, Ms. Schnabel
stated they would proceed to handle the lot split request that was submitted
by the petitioner, Mr. Don Hanson.
Mr. Robinson restated the stipulations recomnended by Staff:
1. Provide a 27 ft, street easement for possible future use.
2. Asphalt curb work on 732 Ave. to be done by City's contractor
at owner's expense
3. Property owner to provide driveway to street
4. Driveway to be removed at no cost to the City in the event the
street goes through
5. Signed park fee agreement of $750
6. Split to be registered at the County prior to issuance of a
building permit, or before Oct. 15, 1984

I met with Mr. Gary Potter, Sales Manager of Reserve Supply on 8-15-84 and I explained the
noise problem to him. He indicated that this surrmer they went to a third shift (10:00 p.m.-
6:30 a.m.) to load their delivery trucks for the next day. Normally there are 10-12
trucks being loaded with only two in the front yard. Due to the size of the material
and it's location in the warehouse, this front yard loading takes Place at the North
end of the building. At this time there is no readily available solution. Mr. Potter
feels they have to continue night loading of their trucks, and they have to use this area.
He will be talking to the fork lift operatorsand request that they minimize the amount of
loading noise they generate.
I listened to the noise on 7-19-84 from 10:30-11:00 and it seemed to me the problem
results once the fork lift driver has dropped his load and is returning empty to the
warehouse. The acceleration of the fork lift and the rattle of the trucks when the
vehicle hits a bump could create a noise problem in the neighborhood. If Mr. Potter
has his driverscut down on this noise source, it should help the situation.
i We will just have to wait and see if Reserve Supply can correct this problem.

We, the undersigned, request the City of Fridley to ban the noise made by
Reserve Supply Company, 5110 I� Main Street, Fridley, Minnesota, in the late
night and early crorning hours.
The company has started a new work shift for loading trucks on the west side of
the building. The noise created by the starting and running of diesel trucks,
connecting these trucks to trailers, the exhaust noise made when the trucks are
moved, the voices coming over the loud speakers on the outside of the building,
the forklift's exhaust and the noise made by the forklifts is a nuisance and
does effect the sleep and health of those in the area.

Attached is a copy of the bid tabulation from the August 14, 1984 bid opening
far the Moore Lake Restoration Project. As can be observed from this bid
tabulation, the two bids submitted exceeded by a substantial ma�gin the
engineer's estimate for this project. Because of this fact and the fact that
only two bids were received for the project, we do not feel the bids received
were responsive and it is recomnended that both bids be thrown out and the
project be re-advertised. It is further recomnended that we make minor
changes in the plans and specifications prior to re-advertising the project
in an effort to encourage a more competitive bidding situation. We look
forward to meeting with you to discuss the proposed modifications in the
next week to 10 days. We will contact you to arrange a suitable meeting date.

OF ANORA FOR THE RECONSTRUCTION OF 44th AVENUE (CSAH #2)
FROM MAIN STREET (CR 102) TO 577' +/- WESTERLY
BE IT RESOLVED, that the City of Fridley enter into an agreement with the
County of Anoka for the following purposes, to wit:
To Reconstruct and widen street including concrete curb and
gutter, red briek treatment of the median, bituminous surfa�ing
and channelization of the above refereneed street. All
improvements will be made in accordance with the terms and
conditions set forth and contained in said joint powers
agreement, a copy of which was before the City Council.
BE IT F[JRTHER RESOLVED that the proper officers of the City of Fridley be
and hereby are authorized to execute such agreement, and thereby assume for
and on behalf of the City all of the contractual obligations eontained
therein.
