The new owners of the Holly Shopping Center have submitted a sign plan in
accordance with our sign ordinance for approval by the City Council.
The plan was presented to the HRA at their February 14 meeting and was
approved by them as compatible with the development plans for the Center
City area.
Staff has reviewed the plan and found it consistent with our ordinances
with the exception of the pylon sign, which is being redone and reduced
to make it more in compliance.
It would be appropriate for the City Council to accept the total plan as
submitted and approve the sign plan, so that the necessary permits can be
issued and initiated to upgrade the shopping center frontage.

Having reviewed the Nolly Center Sign Plan, I find the plan as described is in
conformance with our Sign Ordinance.
The storefront signs will be uniform in letter size and color, while allowing
for individual letter and logo styles. The area requirements for wall signs
are maintained.
The existing free standing pylon sign, constructed in 1959, has approximately
206 square feet of sign area. Although present code restricts pylon signs to
80 square feet, this sign is "grandfathered" in as a legal non-conforming use.
The proposed sign utilizes the existing steel frame while reducing the total
square footage of sign area from 206 square feet to 137 square feet. As the
new remodeled sign will be more in compliance with code, it is my opinion that
the existing legal non-conforming status should be maintained.

Gent lemen:
Please find enclosed two copies of our proposed signage criterio drawing for
Holly Center dated January 23, 1985, #A2 SIGNAGE.
This criteria drawing establishes the length of sign are4 assigned to each based
on two-thirds of their current storefront width.
The signage band would essentially be continuous with minor breaks for level
changes or building step backs. Tenants would be allowed to use up to two-
thirds of the available sign length over their individual storefronts.
The signage band wil) be 3'-0" high and continuously illuminated from behind
with three (3) continuous cold weather fluorescent strips.
The sign face is o 3/ (6" thick pillowed white plexiglass panel covered with
a deep red 3M red�transparent overlay film. The concept is to cut the tenont's
signage out of the red film. The effect during daytime is a red band with white
letters. At night, the transparent film will light up in bright red ond the white �-
signage cutouts, therefore, will be lit with more intensity. This happens because
light is passing through the plexiglass only rather than through plexiglass and
film.
If a change in signage is required, the old film is simply stripped off and new
film applied with new signage stenciled out. We do not anticipote a color
match problem when replacing signs, since this particular film is the type
used on stop signs and has been a proven material for many years.

The individual tenant signage wili be:
1. Any style of letter or logo may be used.
2. No single letter may be more than 30" high (on a 36" high panel).
3. If entire name has letters of same size, thot height is 24" maximum.
4. If lower case letters are used, as an example, the length from the
top of an "d" to the bottom of a"y" may not exceed 30".
5. Any logo may not exceed 30".
The illumination of the sign will be under house control such that all sections
of the panel will be lit at one time.
The sign pylon proposed on the attached Sheet #A I dated September 5, 1984
is approximately 35' (feet) high. The exact height is the same as existing since the
existing structure is being reused. The sign face is the same as described above
for tfie tenant signage. The pylon is doubte faced with each face being 22'
wide by 6'-3" high, or I 37 square foot per foce.

Upon a voice vote, all voting aye, Chairperson Comr�ers declared the motion
carried unanimously.
1. UPDATE REGA?DINf, HOLLY CENTER DEVELOPMENT AGREEMENT AND
,
Mr. Qureshi stated the City has been working with the owners of the Holly ��
Shopping Center to upgrade the center. The HP.A ap�roved the develooment
agreement, and that agreement has been fully executed by the HRA, Heartland
Realty, the owners of Holly Center� and it has been filed against the
property.
Mr. Qureshi stated one of the requirements of the aareement was that Neart-
land would submit plans to the HRA for the u�grading of the center. Thev
have already repaired the roof of the restaurant. They will be outtinq un
a new facade and signage on the front and a new oylon. Mr. Qureshi sLated
the cortr.�issioners had in their agenda the plans for the new facade and the
upgrading of the total signage.
Mr. Qureshi stated the com�issioners had also received a renderina co�v
that showed how the center will look after the improvements are made. t�e
stated the City feels this will certainly be a good and sizeable ic�rove-
ment to the center.

Mr. Qureshi stated one requirement in the agree�nent was that Heartla�d was
to acquire the old Phillips 66 station before March 1. He understood thev
have already purchased the station� and the next �hase will be the HRA
acquiring the station and takina it down (item #2 uf agenda).
Mr. Qureshi stated action needed by the HRA was aooroval of Resolution No.
HRA 4-1985, "Resolution Approving the Construction Plans for Improverients
to Hol]y Center as Submitted by the Heartland Universitv Cortmercial limited
Partnership".
Ms. Svendsen expressed some concern about the Lenants of Holly Center
regardinq the new signaqe. She had been informed that one tenant was not
very happy about the new signaqe. She wondered if the tenants had been
yiven anv kind of information regarding what was ha�oeninq with the Center
Would the new signage result in a cost to the tenants, and had the tenants
been informed of this?
Mr. Qureshi stated all the tenants were notified when the center was sold
to the new partnership. He would assume the new owners have talked to the
tenants. Realistically, if the owners are putting money into the center to
make it a more viabTe center, he wouTd assume there wouid be some cost to
the tenants eventually. As far as improvements on the buildinq and the
signage, the HRA was not involved at all, The only involve+nent bv the NRA
and the Citv was in the landsca�ing and road access.
Mr. Rasmussen stated he would also svmoathize with the tenants if thev had
not received proper notice and if the HRA should be notifyinq tenants of
these kinds of things. After ali. the HRA was spending a qreat deal of
money to help the center out.
Mr, Comners stated that mavbe in the future when the HRA enters fnto
private tontracts for develo�ment. the HRA should consider requiring the
developer to present evidence or require the develo�er to make a presenta-
tion to the tenants. They couid make that nart of the develo�ment contract.
It was a non-technical type of requireMe�t. but Lhey seem to consistently
have this problem with tenants getting uoset. The more the HRA can do to
alleviate this problem, the better off they will be.
Mr, Comners stated the HRA would also like somethinq in their files from
the city inspectors who give final approval that would indicate that all
the construction meets local codes.
MOTION by Mr. Prieditis. seconded by Ms. Svendsen, to approve Resolution

Mr'. Qureshi stated he would provide the HRA with a copy of the buildina
permit so thev know that the canstruction meets all state and local codes.

RHGARDING: Pa�sage of a Resolution to Proceed With a Minnesota Department of
Energy and Economic Development Grant to Support an Ene rgy
Conservation Program.
Planning staff is requesting approval to apply for a�15,000 Minnesota
Department of Energy and Economic Development ( D. E. E. D. ) grant to fund an
energy conservation program. The attached resolution is required to complete
this application, due March 15, 1985.
Our concept is to utilize t�ro funding sources, the Minnesota Housing Finance
Agency (M.H.F.A.) Rental Rehab Fund and Minnegasco contributions to energy
conservation programs. Funds would be used for tWO efforts. M.H.F.A. funds
would be channeled to rental housing in low and moderate income
neighborhoods. Energy conservation improvements would be stressed, however
other improvements Would be possible. This program is a fifty/fifty
grant-match proposition. The City xould be required to administer this
program.
The second phase of our proposal is to use Minnegasco funding to initiate a
"House Doctor" program for loW and moderate income persons. This effort
would both educate persons as to their role in energy management and actually
provide and install weatherization materials in the home. This service is
provided at no cost to qualiiying residents. This program could be limited
to those persons on fuel assistance which also reside in one of the City's
Neighborhood Strategy Areas (see map).
We feel that the proposed scope is manageable and a good place to start, i.e.
the needy. If We are successful in acquiring the grant monies we Would hope
to use these funds to hire a staff person to help coordinate both projects.
The Fridley Energy Commission is solidly behind this proposal and on February
�- -
26, 1985 made a motion to that effect. In addition, on February 27, 1985 the

resolution; their support also was demonstrated through a motion encouraging
City Council support.

1. The need to establish a special Energy Council Which Wou2d fulPill a
D.E.E.D. requirement to have an Energy Council with representatives
oP labor, small business, volunteer organizations, senior citizens
and la+ and moderate income individuals. Maynard Nielsen of the
Environmental Quality Commisison and Alex Barna of the Appeals
Commisaion have agreed to join the existing Energy Commission to
complete this requirement.
2. D.E.E.D. vill require that the City match 10 percent� or a1,500, of
the grant with their own funds.

WHEREAS� Fridley's Comprehensive Plan encourages citq pr000tion of energy
related home i■provement programs; and
WHEREAS, the Minnesota Departmeat of Energy and Economic Developaeat
(D.E.E.D.) haa a grant program to assist municipalities in such programs; and
WHEREAS, Minnegasco may help fund a"House Doctor" Weatberization program tor
low and moderate income houxhold�; and
WHEREAS, the Minnesota Housing Financial Agency �rill provide grants to rental
properties for a Fridley Administered rental rehab program; and
iiHEREAS� the D.E.E.D. grant money is contingent upoa Fridley's Ene rgy
Commission consisting of representatives of labor, small business� volunteer
organizations, senior citizens, and low and moderate income residents.
WHEREAS, the D.E.E.D, grant money could be used to fund a staff person to help
coordinate the aforementioned energy conservation programs.
NOW, THEREFORE, BE IT RESCLVED, by the City Council oP the Citq of Fridley
that:
1. Staff should proceed with the necessary steps to recruit the required
individuals Por an expanded Energy Council.
2. StaPf shall make application to the Minnesota Department of Energy and
Econamic Development Department for a grant to fund the administrative
costs oP these programs.
3. The City oP Fridley act as sponsoring unit of government for the project
titled "Fridley ResidenLial Energy Conservation Projeci" Lo be conducted
during the period of May 1, 1985 Lo !!ay 1, 1g86. The Fridley Flanning
Coordinator is herebq authorized to apply to the Minnesota Department of
Energy and Econamic Development for funding ot this project on behalf oP
The City of Fridley.
4. The Citq oP Fridleq enter into a grant agreement with the State of
Minnesota for the project named above if the applicant i� successful. The
Planning Coordinator is hereby authorized to execute certificate� as
required and execute such agreements as are necessary to implement the
project named above.
