In April 1982, �e Fridley HIZA entered into a Contract far Private Development
with Cbl�rnbia Park Properties for t3�e oonstruction of a medical clinic to be
located s�uth af Fridley City Hall. At that time, an Option Agreanent was sic�ed
whic� gave the Q�nic an optian to purchase, fran the City, additional land to
be designated for parking, in the event that the•medical clinic expanded. �his
"Option Property" is the Farking area west � t�e clinic.
On J�e 5, 1985, Cblimbia F�rk Properties exoercised their option. 7hey proposed
to add approximately 15,000 sg. ft. to their existing 32,000 sq. ft. facility;
and, requested that the City sell to then the Option Property, providing
suf f ici ent land to a ocomoda te tfi e 7 5 addi ti anal pa r k i ng spa ce s ne e de d f or th e
e�nc3ed Cl inic. On J�ne 13, 1985, the HRA acoepted the rotioe af excer ci se of
oF�t i an and a uth or i z ed a surv ey of th e Opt i on Pr ope r ty . '
On July 11, 1985, the HRA discussed the idea o� a Farking ra�np in the Community
Plaza Area and authorized BhBR Ard�itects to tndertake a oonaeptual pl an f or a
ramp and fire station.
At the Septanber 5, 1965 meeting, menbeL s of the HRA di scussed the Cl inic' s
proposal for t�,e t�ao ramps. �,e iclea of a tai-level ramp west af the Q inic, and
a ra�ip of up to 3 levels to be located east c� the C1inc was supoorted by HRA
menber s.
At a rec�nt meeting between City staff and representatives of Columbia Park
Pro�erties, details of the proposed �amps were discussed. Columbia Park
Properties pzoposes to build an attac�ed tw�level raunp (one level subsurface,
one level at c�ound level) west of their Clinic. Ttie oonstruction of the rarn�
would occur simultarieously with �e a�nstruction of the approximately 17.500 sq.
ft. exp3nsion of the medical building. Gonstruction is expected to begin tr� June
15 1 .�e estimated �sts of this a�nstruction is:

Bi-level ramp ....................$1,220,000
Zbtal oost .......................53,720,000
Colunbia Rark Properties prop�ses that the City build a 3 lf 2 level publ ic ram�
on the property east a� the Qinic. F�nds for tfie ramp wi11 obtair�ed through t3�e
sale of Industrial Development Bonds. The Cl inic agrees to pay thei r
proportionate share o�f t3�e o�st o�f �e ramp either in assessments or another
arrangement the HR�'1 c�ould determine. 7he approximate oost of the 3 1/2 level,
HFA -a+►ned ranp, would be 51,000,000.
Zbtal oosts of the building expansion, the bi-level ramp, and the City-c�wned
ranp is estimated at $4,720,000.
Q�lunbia F�rk Properties desires to tracie their land east of the Qinic for the
Option Property west af �e Qinic and pay the HF,�1 the difference. The Option
Property is approximately 41,300 sq. ft. and worth approximately $75,166.
�l�mbia P�rk Properties feels that it impossible t�c� begin v�nstruction of their
bi-level ranp this year. Haaever, tt►ey have expressed the need to expand their
cvrrent parking facilities i�nediately. �ey propose that the City grant th�
imnediate aooess to the "Optian Progerty" with authorization frcm the HRh

Mr. C�s Doty is desiring to develop the vacant lot on the SE corner of 63rd
Aver�ue and University Avenue East Service Drive, between the bank and the
Virc�il Herrick building.
A d��velopment has been proposed for this site in the past requiring
con:�iderable variances due to the shape of the lot. In the past, the
Appe�als Conmission, Planning Conunission and City Council have approved all
the variances to support the proposed development. This time Mr. Doty is
proFbsing to construct an office building smaller than the past proposal,
con:>tructing it in the red brick and bronze metal Center City motif,
util.izing the Center City landscaping and boulevard concepts being �►ployed
in the Center City development.
His proposal will require a reapplication for variances before the Appeals
Com�ussion and final decision by the Council. He also has to obtain a
rele�ase from the HRA to develop this property. In addition, Mr. Doty has
indicated that he w�ould request the HRA extend the purchase payment for the
proF�erty for a period, not to exceed six months, in order to initiate
construction this year.
Requ,est the Council and i�iA consider Mr. Doty's proposal for development of
this property.

205.231. Title
1l�is Ordinance shall be referred to as the 'redeve�opment district ordi nance'
in short foffi.
205.232 Purpose _
�e purpose of this special zaning district is to
1. )lllaa for the mixed use develapment vithin special redevelopnent districts
set up �a�der Chapter �62 of Minnesota State Statutes.for the health, safety
and ges�eral welfare of the City.
2. Allaw for maximan flexibility in the pramotion of diffiwlt redevelopment
projectB.
3. Allow develoQ�nent by plan which is acceptable to and in the best interest
of the City and overall distcict ard developmnt plan.
205.233. Uses Permitted
1. Those uses which are acceptable to the overall redevelopment plan and
specific develop►�ent plans as approved by the City. Upon approval of the
specific develop��ent plans, the City shall determine the specific uses that
are pecmitted within the develop�nt.
205.234. Uses Fsccluded
1. Tt�ose uses unacceptable to the overall redevelopment plan and specific
developnent plans as determined by the City.
205.235. Uses Allowed After Plan Developner►t
1. Uses allawed in each individoal buildin9 after construction xill be the
same as or similar to those uses approved in Section 205.233. above.
205.236. Process for Appcoval
1. Plans for each individual project or combination of projects must be
submitted to the Planning Cortmission for review and recommendations to the
City Camcil. The City Council shall have final authority to approve all
project plans.

I attended a meeting witii Woodbridge Associates regarding the developner►t of the
100-�ain Drive-In site, on Monday, Septenber 23, 1985. �ey have retained the
law firn� of Larki.n, Hoffman, Daly & Lindgren, Ltd. to pregare an Environmental
Impact Statsnent for the developnent.
By State Law, a develognent in excess of 750,00H Sq.Ft. and/or 2,000 parking
spaces requires an EIS before any construction can be initiated and regardless
of the number of phases the develognent is to include. Barton-Aschman Assoc.,
Inc. is assisting the law firm in preparing the EIS which is expected to take
approximately six months to co�nplete. The process will irivolve an E�virorpnental
Assessnent worksheet (EAW) which wnuld identify all issues and then scope the
EIS which would probably focus on traffic, traffic noise and air quality.
Notifications associated with the draft and final documents will possibly be
handled through the Environmental Quality Bulletin (EQB) Newsletter as na
neighborhood mailings are requirecl.
I have provided the law firm the Comprehensive Plan, the SEH Traffic Study,
Zoning Code and zoning change time table. We will continue to work with
Barton-Asctunan and the law firm to expedite and process this EIS requiranent.

In conjunction with the proposed improvement of the Highway 65 and West Moore
Lake Drive intersection it is necessary to acquire and remove the single
family home on Lot 4, B1ock 1, Parkview Manor Second Addition. The attached
drawing shaws the position of the house in relation to the road im�rovements.
We have informed the haneowner/landlord, Mr. Raymond Stewart, and the tenants
of the HRA's intent to acquire. Furthermore, a relocation consultant has
been hired. He will assist the awner and tenants with replac�nent needs and
determine their relocation caanpensation under the Uniform Relocation and Real
Properties Aca,uisition Policies Act of 1970.
At our request an appraisal has been con�Ieted. �e estimated market value
was determined to be $71,00�. In accordance with the Uniform Act a review
appraisal has been ordered. We feel it would be advisable to offer Mr.
Stewart whichever appraisal determination is highest, if within reason.
It is our desire to have more ca�lete information as to final cost and the
willingness of the seller for the October 10, 2985 HRA meeting. In the
meantin�e it may expedite the process if the HRA would authorize staff to
proceed with an offer as outlined.

The C� t�� C-oi�nc i l and the H.P..�1. should address three issues before
authorizinv the issuance of a general oblioation variable rate demand bond
for act:i���ties in the Cit��'s Redevelopment Project No. 1(Project .Area).
A. C�unci] Approval for Bond Issues: Since a general obligation bond must
be appro�•ed b}• the Council, and slnce any shortfall must be levied for (or
taken from other funds) b�� the Council, it is prudent for the Counc�l to
appro��e the use of the proceeds. lhere are two ways to facilitate this
ob ject� �•e:
1. The H.R.A. could adopt a resolution in �.�hich the�• ���ould not expend
an�� bond proceeds without the consent of the Counsel.
2, The Cit}� couid hold the bond proceeds in its name and dispurse
upon request of the tI.P.A.
The second method pro��ides more control, although either is k�orkable.
B. Risks Associated With A Short-Term General Obli��ation �3ond: The City
is ��er�� familiar ��ith the risks of tax increment gener�l obligation bonds,
and f.or tnese obvious reasons, authorized the issuance of a re��enue bond to
defease the previousl�� issued general obligation bonds (the defeasance also
alloti�ed pre��iousl}� trapped tax increments to be used for other project
expenses). The re��enue bond issued in i�la�� of this }�ear is "AAA" rated and
provides for the issuance of additional re��enue bonds as long as the tax
increment equals 125i of the debt service. It is our strong recommendation
that the Cit}� continue its polic� of using tax increment revenue bonds for
the retirement of lon�-term debt associated k�ith its development projects.
khat �.•e are suggestino presently for the Cit}� is a method of short-term (up
to three ��ears) general obligation financing ��hich will be replaced b}�
long-term re��enue bond financing. There are t�ao compelling reasons for
follo��ing this procedure:

Variable rate bonds are new to I�linnesota municipalities only because state
law did not allow this method of financing. The 1985 legislature corrected
this b}' amending Minnesota Statutes Chapter 475.56. A number of Minnesota
cities are now preparing to take advantage of this legislation.
Another advantage to the City of using variable rate bonds is the abilit}�
to call or pay off the bond �•ith a very short notice, usually 7 to 30 days.
This allows the Cit}• to pa}� off part or all of the bonds if: 1) the pro-
ject did not materialize; 2) the rates were to rise; or 3) the project
was completed allok�ing a revenue bond to be issued.
In keeping ��ith the Cit}•'s past practices, this bond u�ill most likel}' be
guaranteed b}� a municipal bond insurer, so that it will have an "AAA"
rating, the highest possible. In addition, it will require an "AA" rated
bank or better to provide liquidity for the bonds. In almost all cases, a
bank, an insurer, and a national rating agency will be reviek�ing the bond
issue.
One final word about k�h�� variable rate bonds are negotiated rather than
publicl�� bid. (E�•en prior to 1985 changes, a City could negotiate $300,�00
of bonds ever}� six months.) It is simply that the rate is alread}� tied to
an index. If the index is �3% of prime and prime moves up or down, so does
the bond rate. There is nothing to bid. Furthermore, because it is so
much easier to sell a��ariable rate bond, the discount to the underH�riter
is normally about 1� of the bond issue, or almost half the potential
discount of a publicly bid bond. In summarp, the City has the opportunity
to issue a ver}• flexible bond at the lowest possible rate with a minimum of
eapense.

RDC,�ING: Status of University Avenue Corridor Study
As a good amount of time has past since the HRA and City Council first
started discussing University Avenue Corridov eni�nce�nent, perhaps it would
be helpful to recap.
In the last p3rt of 1984 the City and the HRA formulated the Fridley City
Crossing Design Competition. Our intent was to symbolize the growth and
vitality of the emerging Plaza Center by erecting a landmark/sculptural
statement at the four corners of University/Mississippi intersection.
Although the entries were limited we did benefit by perhaps refining our
needs.
At the joint HRI�/City Council meeting on April 29, 1985 the competition
entries were reviewed. Also at that meeting the local businessmen voiced
their concerns o�ver the limited scope of the University/Mississippi crossing
focus. It was generally agreed a comprehensive approach to the entire
corridor was needed. Request for Proposals were initiated. It was decided
the City would contribute $5,000 to the study; the Businessmen's Group
sharing in the additional costs.
In June staff sent out a Request for Proposal to ntunerous design groups. Our
request was for preliminary concept generation with cost estirr�ates.
Consultants were asked to address the follawing:
A. Imagery enhancc�nent of the highway corridor. Consider the variety of
adjacent land uses and existing highway barrier fence.
B. Improved demarcation of intersections. Emphasize pedestrian
consideration, lighting, signage and presence.
C. Providing lanc�nark/sculptural elgnents appropriate for various major
intersections. �ese include city entrance nodes at 57th and 85th
Avenues N.E., a major Plaza Center node at Mississippi Street with a
possible minor treatrnent at 61st Avenue N.E., a recreational node at
69th Avenue N.E, and various ca�unercial statements at 73rd Avenue,
Osborne Road and 81st Avenue.
Tt�e section of highway in question is shawn on the attached map.
Five proposals were received. Staff has reviewed these submittals and
identified three for further considerations:

Barton Aschman's proposal focuses on planning, future developnent and a study
group to c3evelop �rovenents, thene and development.
Short-E1liot-Hendrickson is strong in engineering, using public meetings to
obtain ti��e and public support.
Westwood Planning and Engineering is heavy in landscaping and visual
pollution.
It would be appropriate to the HRA and the Businessnen's Group to invite the
three consultants to their October 10, 1985 HRA meeting for brief
presentations. Refinement of scope and dGtermination of funding could
follow.
Many improvements we hope to accomplish next spring, including the
Univezsity/tlississippi crossing lanc�narks and street furniture fot Plaza
Center, are on hold anticipating integration with the averall study.

past beautification proposals.

RDGARDING: Paschke Development Agre�►er►t - Status Update
Mr. Paschke has applied for a Certificate of Occupancy for Lot 5, Block 4,
University Industrial Park, 7989 Main Street N.E. Unc3er the conditions of
the development agre�nent the HRA shall issue $43,000 to the developer upon
issuance of the Certificate of Completion.
ZWo issues need to be resolved before staff can issue the Certificate of
Occupancy. They involve changes to the original plans which include a joint
parking lot over Lots 5, 6, 4 and 7 and the addition of parking stalls on Lot
6, the holding pond parcel.
The following actions would seem necessary before staff can issue a
Certificate of Occupancy:
1. Forntial aproval of variances for rear yard hard surface setbacks on
Lots 5, 6, 4 and 7.
2. Recording of joint parking and driveway eas�nents between Lots 5 and
6 and Lots 4 and 7.
3. Amenchnent of the Developnent Agre�nent to allow parking on Lot 6, the
holding pond.
Amendment to the Development Agreement could simply be a change to
Attach�nent A(construction plans for the holding pond) showing the new
parking.
Request direction as to the appropriateness of this plan of action.
Attached are the original holding pond plan and a plan showing the proposed
changes.

non-insulated warehouse space with offices, which would be 55� feet long with 10�
ba}'s and averhead doors and would em�Ioy 140 persons. The operation pro�oses tc,
rECeive 2@-3C 10-Tcn Over-the-Road Trucks per da}� to drop off goods in th� evE�ning,
and approxi�ratel�• 67 lesser weight Ser,�is to transfer goods to Metrc.�,olitan
businesses. In addition, they propose to pl�t the approxirr,atel}• 31 acres,
establishing 17.5 acres far the truck terminal ano the renair.ing 13.5 acrES to thE
north to be split into twc separate parcels of undetermined use.
While the Preliminary Plat has beer: before the Plaru�ing C.or��ission and is schedulE�d
for Public Hearing before the Council on October 21, 1985, MAk-LB: desires tc, ciraw a
Building Permit before that date in order to initiate construction in ar. atter:�.�t to
cor��ete the facility this year.
A n��r of discussions with the MAR-LEIi Representatives have resulted in a fe�:
issue� Wr.i�r� need to t�e agrced to in order for th� to proceed with their plans, anci
t}�e Cit� to process a Building Permit. T�ey are:
1. Contribute 5100,0��.00 for the upgrade to a 1@-Ton capacity of 81�t
Avenue fror� University to Hickor}•.
2. Fa}� the anticipated water, sewer and storm water improvanent estirrates.
3. Complete the landscaping pez City approvec3 plan to include, as a
minim�, a 20 foot boulevard area sprinkled and maintained along �;air.
Street.
4. Use colored metal on the warehouse portion, color approved by the City.
Brick will be used for the office structure.
5. Prohibit truck traffic from using East River Road and appropri�te
ooc�anentation will be prepared and filed on this proF,erty for tr,is use, to
ensure this action.

6. Lighting within the �erminal Facility wi�l not illuminate be}�ond the

7. Drainage Plan will be approved by the City.
