RESOLUTION NO. 36 - 1985
A RESOLUTION SUPPORTING HOUSE FILE NO. 815 AUTHORIZING
ABSENTEE VOTING BY ELECTRONIC VOTING SYSTEM
WHEREAS,
paper absentee ballots have to be
hand counted;
and
WHEREAS,
the counting of the paper ballots
is very time
consuming; and
WHEREAS,
the vote counting process could be speeded up;
and
WHEREAS, absentee ballot totals must be manually added to the computer
printouts; and
WHEREAS, the manually adding of the absentee ballots is very time consuming,
especially when it is a State and or Federal election; and
WHEREAS, manually adding the absentee ballot totals slows down the vote totals
for the candidates; and
WHEREAS, it is possible for the candiates to get totals without the absentee
ballots being added in; and
WHEREAS, election judges could complete their forms faster and more
efficiently; and
WHEREAS, the time that is saved at the precinct tally absentee ballots or
entering Absentee Ballot totals on Summary Statements and printouts at the
county should reduce costs; and
WHEREAS, absentee punch card voting will provide more secrecy for the voter.
WHEREAS, the voters are accustomed to using the punch cards, and
WHEREAS, many different types and colors of ballots are used when there is a
State or Federal election; and
WHEREAS the voter does not always return all the ballots because there are too
many paper ballots; and
WHEREAS, the voter has to return only one punch card ballot, and
WHEREAS, when ballots are not returned and a recount is called for, these
paper ballots could have a direct effect on a recount; and
WHEREAS, in the past, recounts have been decided on absentee ballots that were
returned but not counted by the judges; and
NCH, THEREFORE, BE IT RESOLVED that the City Council of the City of Fridley
supports House File No. 815.
