RESOLUTION NO. 62 - 1985

WHEREAS, the Minnesota Public Utilities Commission (MPUC) has passed
legislation which allows the local public utilities to distribute Conservation
Improvement Program (CIP) monies to participating municipalities (City of
Fridley) for the support of energy conservation programs; and
WHEREAS, the Fridley Energy Project Committee and the Planning Commission
support the Fridley Residential Conservation Project (F.R.E.C.P.); and
WHEREAS, the Fridley Residential Energy Conservation Project has a House
Doctor component which is partially funded by Minnegasco and a Neighborhood
Energy Workshop component which is partially funded by NSP; and
WHEREAS, the funding from the above mentioned utilities is contingent upon the
execution of agreements between the City and the utility companies; and
WHEREAS, the House Doctor component will require hiring a contractor to
perform weatherization for income eligible residents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fridley, to
authorize the following:
1. The program concept and intent as provided for in each of the agreements
between the City and the utility companies.
2. Staff to execute those agreeents with the utility companies.
3. Approval of the budgets for each program which include utility monies,
Department of Energy and Economic Development grant monies and Fridley monies.
4. Staff to proceed with the necessary steps to contract with a qualified
contractor to perform House Doctors.
