RESOLUTION NO. 47 — 1986
RESOLUTION ENDORSING THE EFFORTS OF THE NORTH METRO TRAFFIC
TASK FORCE SUPPORTING CONCLUSIONS OF THE TASK FORCE REGARDING
ADDITIONAL RIVER CROSSING CAPACITY NEEDS IN THE NORTH METRO
AREA, AND REQUESTING A COMMITMENT OF RESOURCES FROM THE STATE
OF MINNESOTA AND THE METROPOLITAN COUNCIL TO IMPLEMENT
RESPONSES TO IDENTIFIED RIVER CROSSING NEEDS IN THE NORTH METRO
AREA
WHEREAS, the long standing need for additional river bridges is a critical
issue for the Counties and Cities adjacent to the Mississippi River in the
North Metro Area; and
WHEREAS, the North Metro Traffic Task Force composed of elected and appointed
officials from the Metropolitan Council, Anoka and Hennepin Counties, and the
Cities of Andover, Anoka, Brooklyn Center, Brooklyn Park, Champlin, Coon
Rapids, Dayton, Fridley, and Ramsey was established to serve as a forum to
study and discuss relevent issues associated with river bridges in the North
Metro Area, to establish a basis for coordination of transportation planning
activities among affected jurisdictions, and to facilitate achievement of
consensus among member jurisdictions on appropriate alternatives to meet
identified bridge needs; and
I WHEREAS, the North Metro Traffic Task Force has appointed a Technical
Committee to evaluate the need for additional river bridge crossings to serve
the North Metro Area; and
WHEREAS, the North Metro Traffic Task Force has accepted and endorsed the
recommendations of Technical Committee regarding identified short term
improvements to existing facilities and long term needs for additional river
crossing capacity and potential alternatives to satisfy long and short term
bridge crossing needs; and
WHEREAS, the North Metro Traffic Task Force has concluded that local
communities, State of Minnesota and Metropolitan Council cooperation,
assistance and funding is essential to specifically define short term
deficiencies and construct appropriate long term bridge crossings to serve the
important, unmet needs of the North Metro Area and that this support should
legitimately receive priority relative to other transportation studies and
construction of other transportation system improvements in the Metropolitan
Area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fridley that
the City of Fridley strongly supports and concurs with the conclusions of the
North Metro traffic Task Force that additinal bridge crossing capacity is
urgently needed to serve the short and long term transportation system needs
of the North Metro Area.
' BE IT FURTHER RESOLVED that the City of Fridley respectfully requests that the
State of Minnesota and the Metropolitan Council allocate, on a priority basis,
all necessary resources to identify, design, and construct appropriate
facilities to satisfy identified North Metro Area river bridge needs.

BE IT FURTHER RESOLVED that the City of Fridley respectfully requests that the
initial resource commitments from the State of Minnesota and the Metropolitan
' Council be directed towards completing detailed studies needed to identify and
select the appropriate river crossing corridors and the best short and long
term river crossing alternative and preparation of an Environmental Impact
Statement and identification of the appropriate implementing jurisdictions for
the selected short term river crossing alternative.
