P. 2787-16 (694=393) , FEDERAL PROJ ECT IR 694-5 (102) WHERF,AS, the Coanmissioner of Transportation for the State of Minnesota has prepared: plans, speci«1 provisions, and specifications for the improv�ient of Trunk Highway No. 393, rentm�bered as Trunk Highway No. 694, within the corporate lursts of the City of Fridley, froan the West Cor�rate limits to East River Road; and seeks the approval thereof; WHERF•AS, any grading or filling required by this project is deemed to be consistent with the reauir�rents of the Interim Developnent Regulations for the rlississippi River Corriaor Critical Area ac�ninistered by the Minnesota Enviror�mental Quality Board, ana WHII�F�AS, the City Council by Resolution 8-1985 and Resolution 39-1987 approved the preli.minary layout for the improvement of I-694, and WHEREAS, the City Council identified in the their resolution that appropriate noise abatement measures were to be included in the areas identified in the MnDOT Erivirormiental Assessment of the project, and WHII2F'.A.S, the City and District 5 conducted two neighborhood informational meetings on the noise levels within the Innsbruck area of the Errvirornnental Assessment, and WHIItFAS, no glat covenants exist precluding the installation of noise walls adjacent to the Innsbruck North Second Adctition, and WHERF.AS, the improvenent of I-694 will be acaomplished in several phases. NCJW, �HII2EFbRE, BE IT RF�I.�VED that said plans and special provisions for the first phase improvement of said trunk highway within the westerly corporate limits of the City extenaing eastward to East River Road (Reference Point 35+00.967) be and hereby are approved including the elevations anu grades as shawn and consent is hereby given to any anci all changes in grade occasior�ed by saici construction. RESOLUTION ND. - 1987 Page �ao BE IT FURTHER RESOLVED that the City does hereby agree to require the parking of all vehicles, if such parking is permitted within the corporate limits of said City, on said Trunk Highway, to be parallel with the curb adjacent to the highway, and at least 20 feet from any crosswalks on all public streets intersecting said trtmk highway. BE IT FURTHE�2 RF50LVED that a grading permit for this phase of work is hereby approved by the City. AND BE IT �ER RESOLVID that the Commissioner of Transportation will attempt to resolve the outstancling noise issue concerns with the City ana the affected Innsbruck North Second Addition neighborhood with the unaerstanding that if a resolution is not achieved, no assurance is made by the City for future approvals of the improvgnents for the renaining phases of the aonstruction project on Interstate I-694. - PASSID AI�ID ADOFPED BY THE QTY OOUNCII, OF THE QTY OF FRIIY�EY ON THIS AAY OF , 1987.
