Ass't. As a follow up to our telephone conversation of July 17, 1987, please be advised that the Rice Creek Watershed District is currently considering establishing a stream bed and bank stabilization program. The intent of this program is to provide matching funds to municipalities as a means of encouraging stabilization works along the waterways of the District. It is anticipated that the District would accept applications for matching fund projects on an annual basis. Each application would be prioritized based on its benefits and costs, and funding would be provided as it becomes available. The benefits of this program include the protection of public and private properties on waterways of the District, improved water quality, and a reduction in the sediment deposition rate in lakes and reservoirs downstream of these areas. This program is also an excellent companion for any future Locke lake sediment removal work that may be completed. Local funding could originate from any number of benefitted sources including individual property owners who have erosion problems on Rice Creek. In order for the District to initiate this program, the District must first receive a petition to undertake such a project. This petition would also allow the District's share of the project cost to be generated through a Qistrict-wide ad valorem tax levy. BOARD OF MANAGERS A.J. CARDINAL, SR. G.A. SANDE D.E. If this petition is received prior to August 5, 1987, the District hopes to have this program underway and construction monies available in the second half of 1988. Thank you for your consideration of this matter. If you have any questions please feel free to contact me at 473-4224. Sincerely, EI.GENE A.
