We have received Pt�ase III of the I-694 Mt�DOT Ir�zc�vanent Project. Zhis work
includes the bridge widenis�g and paver�t replace�it bet�repsi Fast River Road
and Hi�naay 65.
The bid ap�ing is sci�ec�led far July 22, 198F�, and construction starts o�
Septenber 6, 1988.
During the zamp reconstruction o� the thre�e highways, traffic will be
detou=�ed onto Mississippi Street and 53rd Aven�ue. Only one ramp at a time
will be warked rn so the detours will not be across the entire city - but
they will extend for a oo�siderable period during the s�ner mrnths of 1989.

l�yor Nee stated this is an i�oLmal hearing to hear fran the Departn!ent of
R�ransportation and obtain ar�y feedback from the residents regarding the
rnise issue in the Innsbruck area. Ae declared the hearing open at 7:40

Mr. Flora introc'i�oed Mr. A�bert Braan, Senior Ehgir�eer representing District
5 of the Minresota DeFeri�ent of ZYansportation.
I�r. Braan stat�d he appreciated the opp�rt�nity to speak on this issue and
the State's impravener�t Froject identified as No. 0285-47, I-694 3rd Lane
Addition. FIe statec3 a request was made to appear before the Council in an
attempt ta cesolve the mise issue in the Innsbruck area. He statea one of
the solutions they propose is plantings, and ff this alternative is
selected, ft has to be cbne this spring in order to make use of plantings
which will be relocated f rcm arother sit�e.
Mr. Brown stated the imFrwenent project is estimated at $40,000,000 and
involves the widening of I-694, the redesign and widening of the river
bridge, the replaoement of the rail road bridge, and the acdition of a
pedestrian acoess across the river. He stated prel iminary a�raval fran the
City was obtaired in January, 1985 which inclucied certain oontingencies
regarding noise abatement and inclusion of a pedestrian crossing on the
river bridge. Ae stated the erivironmental process for both Federal and
St�te were mmpleted in 198'7.
!�. Brvwn stat�ed several meetings have been held with the Council, City
staff, and residents regarding the roise l�els in the Innsbruck area and
approximatly five hanes would be affected. Mr. Braan stated the Department
of �rar.sp�rtation is �roposing three alternatives to treat the roise issue.
He stated or�e alterr�tive is to cb rothing to mitigate noiee and thi� was
the alernative selected during the envirormental prooess which met approval
fran all State and Fiederal aaencies. He stateci with this alternative the
future Freaicted noise level is 73 decibels for the year 2010.
t�ir. Brawn stated the sewnd a1t;Ernative is to pravide a mise barrier, with
the Departsrent of Transportation providing one-third of the funding
neoe�sary to cover all oosts of desigz and oon��truction and the rc�naintie� of
the f�.aic1� �rovided b� the City or private souroes. It is estimated the
total a�st of this alterrative would be $320,000, an8 the future mise l�el
for the year 2010 is estimated at 63-�5 ciecibels.
Mr. Brawn stated a third alternative would be to implenent a one-half mile
experimental best section of pavenent in the westbound lanes adjaoent to
Innsbruck North 2nd Addition and, in aadition, provide transplanted
lancscape material from within the cAritruction zones to densely sereen the
five hanes of conaern. Ae stated the oost of this alternative woulc3 be
borne by the Department of Transportation and/or ti��e Federal Highway
A�cfiir.istration, and the future roiee level for the year 2010 is estimated at

68-71 dedbels.
Mr. Braan statied with the eeoo�nd alterr�tive, it is estimated a 24 foot wall
would be neaes:�ry to cb a s�fident job of mntrolling the roise��l�els in
the tack yarck of these f ive homes. Ae stated in order for rniee abatement
to be effective, it has to break the line of sight. Ae stated even a 24
foot wall would cb ro cpod for d+►ellings on the north side of West Danube
Road t�eca�e it cbesn't break the sight line. He stated with�a aost of
$320,000, this would average about $64,000 per home for the five homes
affected and the Department of Transp�rtation and Federal Highway
Acfiinistration cb mt eee a$64,000 berefit per hane.
l�r. Braan stated the third alternative is a vombiration of fnstalling an
experimental surfaae treatment and transferring lanclscaping materials from
ather sites in the projec.t. He stated the roise levels Frojectec] for these
alteznatives are within the Ffederal eciteria of 70 cBA's, with the exoeption
of the first alt�errsative which has a 73 cBA
Mr. Brown st.atec3 the existir.g paverent is quite rni�y as it is worn and has
aquare joints. Fie stated the r�ew Fsvenent would be more quiet, with skewed
joir�ts and should last longer.
I�yor Nee asked the exisking noise level in this affected area. Mr. Brown
stated it is 67-68 c7ecc�bels at 1412 West Danube it�oad.
[�. Brown stated with aaditional landscaping it should reduoe the noise
level b� two to four c3cibels and with the new �venent, it should reduce
the roise level ore to three decibels.
Gb�mcilwanan Jorgens�n asked the a�st for the experimental Fevgnent. Mr.
Aansen, Senior Aighway Technician for the Minnesota Department of
Transp�rtation, stateo he dic�'t believe the experimental section of
concrete would be more expensive, it is just a different type of treatment
for the roaciaay.
tb�ncilman Schr�eider asked the life of this type of pav�nent. Mr. Rrown
stated it is expected to last for �ut 20 years.
I�. Pansen stated there are three o�mponents of n�ise--tire, engine, and
stacking. Ae stated each oontributes about equally to the total noise
problen. NSr. Hansen stated by improving the pavement, even though iti
wouldn't reduoe the noiQe as much as a noise barrier, noi�e abatement
criteria will be met
O��ncilman Schr�eic7er asked if the Departsnent of Transportation would be
willing to enter irito a Iec�lly binc3ing agreenerrt. where if the noise level
exoeec's a aertain aecibel, they would be willing to resolve the problen by
a�nstructing the wall barrier.
t�lr. Fbvich, Assistant District Supervisor for the Minnesota Depart�nent of
ZYansp�rtation, stated the Depart�±ent of �Yansp�rtation would r�ot enter into
such an agreenent. Ae stated based on the o�sts for mnstructing the wall,

it is not c�st effective. I�. Ibvich stated the alternative for lanciscap�ng
and experimental concrete came out of the last neic�borhood meeting wi�re a
nunber of the residents suggested looking at the type of pavement to be
used. Ae stateo that either the alternative for the noise barrier or the
ore for the landscaping and experimental pavenerit b�th estimate miee levels
laaer than those permitted b� F�c3eral stanc�rc'�.
Q��ncilman Schreider stated what the Department of Ziansportation is saying
it is too ted for those residents win b�uc�t hanes in this location.
Mr. ibvid� stated the highway has been there for quite some time and if
traffic cbu}ales anc3 nothing is cbne, the rnise level may increase on1Y to �3
c�A which would be three above the Ftiederal requirenents.
��ncilwanan Jorgens�n stated sa�me pers�ns in the Innsbruck area signed a
waiver rnt to request a tarrier fran the Department of ZYansp�rtation. She
askec3 why the resiclents of these affected hanes were rot asked to sign such
a waiver.
Mr. Brown stated the ZYansp�rtation Department cbes r�t have a reoord they
ever reoeived this F1at for revisa.
(b�ncilwa�an Jorgenson asked if the Department of RYansp�rtation would
consider purchasing these homes. Mr. Pblvich stated it is not cost
effective for then to cb s�. Ae stated the Ziansportation De�rt�nent would
pay one-third of the cost for the roise Barrier whid� would aano�nt to about
$21,000 per hane.
Councilman Schneider asked if the $21,000 figure was used by the
Transportation De�rtment in other similar situations throughout the
metrop�litan area. N�. Aansen stated the figure they have been using is
$10,000 or less per home eo the $21,000 w�ould be wer 50$ m�re in this aase.
(b�cilman Billings ask+ed if bitunirous pavenent was quieter than o�ncrete.
Mr. Brown statec3 it is marc,dnally quieter and may reduoe the decibels b� ore
or two. He stated it tencls to age faster and with this aging process, it
probably w�ould everrtually bea�me equal with c�ncrete in rec�arci to the noise
factor.
(bi.mcilman Billings aske3 what would happen if the experimental ooncrete
paver�er�t prwes to be louder rather than quieter.
N�. Fbvich stated the DeFartment of Transportation is willing to monitor
this experurental pavener�t and if it is louder, they would use the grinding
prooess to rea�ae the mise level.
i�yor Nee asked the projected noiee levels for the hanes across the street
f rcm the hanes which are most affected, and the cvrrent decibel readings.
i�r. Rraan stated there were a nunber o�f 68 c3ecibel readings forec�st for the
year 2010. N�. Aansen stated they haven't monitored the readings, but theY
are proba6ly two to four c]ecibels t�elaw b8 at this time.

raise barrier. Mr. Brown stated the figures were obtained by using
a�mpetitive prioes b�id for similar go�e�s ana ��a on wooa oonstruction
rather than a�ncrete.
m�ncilman Schneider asked if the C7ty w�ere to bid for this noise barrier,
if it would be less a�stly. Mr. Flora, Public Works Director,�stated he
felt the hicls would he about the �me.
Mr. Brown stated he would like some c7ecision froan the Council to either
acoept or reject the alternative regarc3ing lanciscaping anc3 experimental
pavenent. Ae stated if they are to proveed with any landscapin9, theY have
to cb it between April and May, when the materials are available to be
transglanted fran other sites in the goject.
Mr. R�vich stated if the 4��mcil's decision is not to c�onsider a� of the
three alterr�tives, the Transp�rtation Departiner►t would oomplete plans 8nd
inoorporate the first alternative.
Cbu�cilman Schreider asked the wsts if the Froject was c7elayec] for 60 days.
M,r. Ibvich stated if the pcoject is o�layed, these fu�c3s would be used for
o�ther projects anc3 this Froject may end up cnsting more die tA inflation.
Mr. Mike Holly, 1417 W. L�anube Road, felt all the nunbers that have heen
preqenteci have been slanted tawarcis the case the Highway Department wishes
to make anc3 r�t to how the neicj�b�rs feel. He stated in terms of the hanes
affected, they indicate five and his is not even included. He stated this
is the fourth meeting he attenc3ed and feels he is affected. Mr. Holly
stated in terms of the a�st for the roise barrier, he felt this was only a
enall �vrtion of the total cvst of $40,000,000 for this Froject. He felt a
rr�i�e wall should te wnstructed closer tro the freeaay. Mr. Holly felt the
m�cil should insist om m�struction of a rpise barrier.
Mr. Jim Jensen, 1410 W. D�nube Road, felt a lo�t of time and effort has been
p�ut forth to prwe aertain things cann�t be cbne to reduoe the noise. He
felt the same effort should be put into arriving at some kind of �mmon
gro�md to res�lve this problen. Ae asked the Cbuncil n�t to acaept the
proposal for landscaping as he felt there has to be eame other alterr,ative.
Mr. Rid�ard Rui9enc,�, 1412 W. Danube Road, felt the landscaping wouldn't
teally solve the protalen. Ne felt a wall should be �nstructe8 closer to
the hic�way F.robably 14 or 15 feet hic,�. He asked the �incil mt to acoept
the landswping propQSil.
(7oimcilman Billings asked if any of the residents had any thoughts or
suggestions on where f�nding may be otkair�ed to construct the mise �arrier,
sinoe the Hic�way DeFart�nerit would only �ay a pprtion of the mst.
Mr. Holly stated that is a t�uc� question and he has no magic answer. 'Ae
stated when the meetings were first held, the Hic�rway DeFartrnent had nothing
to a�ntribute anc7 now find they are willing to pay a p�rtion of the mst for
a roise barrier. He felt the wall should be rec3esigzed and built closer to

stated he canr�ot believe there isn't at least this amount of funding
prwided f� envirormental wnaerns in a project a� this size.
(b�cilman Billinc�s stated it seems the only reasonable way to pay for a
tnise �arrier would be throuc� a��ributions or an assessnent. He asked if
ariy figures had been cb.sa�ssed between the neighbors and if they t�rould be
willing to mntribute to a miee barrier. '
!�. Aolly stated to his la�owlec3ge, this hasi't been discussed. Ee stated
speaking only for himself, he felt possibly an assessment of $1,000 to
$2,000 could be b�rre.
Mayor Nee asked where t�e plantings would be located. I�. Braan stated they
would be loaat�ed in the c1e3r zones. He asked Mr. Walvatne, Fbrester for
the DepartYrent of Transportation, to explain the types of plantings to be
u�se 8.
Mr. Watvatne stated there would be a lot of evergreens, shade trees, and
shrubs. He stated they are Fcoposing to relocate 12 to 16 foot trees in
this area. Ae stateo these larger trees would be plaoed in strategic
locations in orc3er to f ill in ar►y open areas. Ae p�inted out, on the
proposed lanc�sc�ping draaing, that the aark green areas would be planted
with evergreen seec�ings which would qraa to a heicj�t of 20 fee� Ae stat�ed
the lighter green areas would oontain the larger evergreens anc3 shrubs about
12 to 20 feet in heic�t. Ae stated a s�lid evergreen stand can reduoe rniee
1 evel s b� four to si x deci bel s.
Mayor Nee asked if the lanclscaping would visual ly screen all the traff ic.
Mr. Brown stated there may he a silMuette at some times of the year when
there is no foliage on the trees or shrubs.
m�ncilman Schr,eider asked if the 4Yansportation DeFerbner�t had reviewed any
ather alternatives besic�s these three reviewec3 this evening.
I�. Brawn stated they reviewec3 types of pavements and the pavement
aetermiretion personnel are aware of this noise issue and ac3vised using
o�ncrete as it is lower in cASk and would satisfy long term neec7s in the
area. He stated they typically cb not propose experin�ental �ncrete and
lanc'�scaping, but are willing to a�nsic7er then tA try and resolve the noise
i ssue.
Councilwoman Jorgenson asked about the p�ssibil ity of a�nstructing an
earthen barrier. Mr. Hansen stated if this was cbne, they probably would
encroach irito the resic7enoes' yarc.s. Ae stated property eight to ten feet
hic�er than the roadaay itself is neec3ed for such a barrier.
Cb�cilman Billings askeci the estimated cost to relocate and install new
plantings in this area. Mr. Walvatne stated the aost to relocate the
Flantings would be between $11,000 to $15,000 and the glanting of 800 new
seea'1 ings would be less than $100.

$90,000'o�uld be used to plant more mature trees at this time.
Mr. Brawn stated only $10,000 is the Transp�rtation Department's share and
the c�ther 90$ is F�ederal f�ncls. Ae stated he chch't believe �ey could be
used for such an item in this pcoject. Ae stated, hawever, there may be
more trees to r� r�o�r.�a �� antiQ�t�a, depending on their mnstruction
srhedul e.
m�cilman Billings asked if there was something additional that v�uld be
c3one besides the plantings to qualify for use of the F�ederal funds to
imprwe this situation. Mr. Braan stated not that he is aware of. Ae
stated there is rot a captive mno�nt for I-694. He stated they get F�ederal
fu�ds every year and onoe it is c7et�ermired a project is eligible for this
f�nding, it is up to the State to determire Friorities.
Mr. Fbvidl stated when this project was mmpleted, they would monitor the
roise and if it is not reduoed b� two to four decibels fram the mise level
today, they would prwide additiorel landscap�ng

Cou�cilman Fitzpatrick. Upon a voice vote, all voting aye, Mayor Nee

would monitor the roise anci if it is not reduoea by two to four decibels,
they would provide additional landscaping. Ae asked how this would be

senaing a letter a�mQnitting to this prop�sal.
Gbtmcilman Billings stated if the Cb�ncil pcoveecls with the alternative for
the landscapinq and, several years fran c�aw, they find it isn't sufficient,
he asked if the Transportation DeFartment would still c�on�nit to one-thirc] of
the cASt of the barrier.
Mr. Brawn stated thEy w�ulch't be proposing the plantings if they dic�'t

Departlr.ent will monitor the c3ecibel rEadings after �mpletion of the
project, in apFxoximately 1990, ana will re-measure the mise on �7est Danube

KnIDOT requests to be placed on the March 7. 1988 council agenda for
presentation and council action relati�•e to plan appro�•al for the
referenced project.
The noise issue in the Innsbruck area has remained as the last
unresol�-ed issue in Fridle,r•. Our presentation will focus on resolution
of that issue.
On January 21. 1985 the Fridley Council passed a resolution of appro�al
of t.he reierenced project Mith twu coc�tingencies (reference attachment
�1). Since that time. contingencp �►1 has been incorporated into the
plans. Three pvblic meecings (as �:ell as se�•eral pri�-ate. staff and
council meetings) have been held in an attempt to identify and resol�•e
contingenc�• �r2. Area 55 has no� been raised for discussion at the
public meetings. therefore we feel this issue has been satisfactoril�
resol�•ed. Area Nb has been discussed at lec►gth at eacti oi the public
meetings. At the last a�eeting (December 1. 1987) Hn(DOT was asked te
rpsearch:
a) At-ailability of federal funding for noise walls in this area. The
respense from Federal Highwa�• Administration (FHI+A) is negati�'e.
The unit cos[ per house protected is estimated at approximatel}•
564.000/house. It is not likel�• thac a benefit equal to SEi4�000/
house will be realized. (Reference attachment #2.)
b) Reassess t.he pa�•e�aent selection. 7his has been completed. Ihe
results remained unchanged--concrete is the selected pa�•ement
material. As a spin off af this howe�•er. an experimental section
is proposed s�djacent Innsbruck to identify the noise reduction
a�•silable from special surface treatment of t.he concrete pa�•ement.

Based on the above. we now present three alternatives to Council �:hich
address the noise issue in area N6 in rarying degrees: �
1) Do nothing to mitigate noise--this was the alternative selected
during the environmental process which �et approval froa �11 state
and federal agencies. The future* predicted noise le��el is 73 dBA
�+ith this alternatire.
2) Pro�•ide a noise barrier. with Mn/DOT providing one-third of the
fundinR necessar�• to co�er all costs of design and construction.
The rPmainder of the funds wauld be provided by city or private
sources. The total cost of this alternatire is esti�ated at
5320.000. The future� noise level is esti�eated at ti3-65 dBA.
3) lmplement a one-half ■ile experimental test section of pa�•ement in
r.he westbou�d lanes adjacent Innsbruck Noi•th 2nd Addition.
Additionall�•. pro�•ide transplanted landscape material from within
Mn/DOT construction zones to densely screen the five houses of
concern. The costs of this alternative wc�uld be borne b�• Mn/LOT
and/or FHM'A. The future; noise level is estimated at 68-71 dBA.

Due to th�e recent severe drwght, the water 1 evel of Nbore
Lake has declined to the point where the protective fabric
which prevents weed growth has becane exposed and is in
danger of being destroyeci. The City of Fridley has made a
major irivestment in the restoration af Moore Lake, and these
impravenents are in jeopardy. At its regular meeting of
July 11, 1988, the Fridley C�ty Oauncil called an energency
meeting to oonsider variaus ways to renedy this situation.
City Staff and engineering consultants will present various
plans to safeguard the protective fabric with associated
costs. This nQtification is being delivered to all property
owr�ers abutting Moore Lake in an effort to secure their
camrents ancl suggestions regarding this problezn. However,
the meeting is c7pen to the public at larc�e.
