SQHJECT: DISC�SSION OF COMPENSATION PHILOSOPHY
It is important that decisions relating to compensation of
employees be based on a clear and defensible policy set by the City
Council and followed by City administration. In an attempt to
arrive at consensus about compensation policy I offer the following
guidelines for your consideration:

The City of Fridley's compensation policy is intended to
attract, retain and motivate the highest quality of employees
within the restraints of financial resources.
Both past practices and anticipated future conditions
should be taken into account.
Compensation decisions should be guided by the Comparable
Worth requirements of state law.
4. We should take into account the information and efforts
of regional associations which attempt to equalize wages
and working conditions over the Metro area.
5. The level of compensation should be consistent with the
financial conditions of the City.
6. In order to attract, retain and motivate quality
employees the target for salaries and benefits should be
above the median for other local public sector employers,
preferably the third quartile.
7. We should strive for private sector comparability. That
is, the compensation of public employees should not be
notably out of line with that of private sector
employees.
8. There should be some general consistency with the
Consumer Price index, whether local or national, and with
other recognized indices such as the Area Wage Survey.
9. Temporary employees hourly rates should be comparable
with those of authorized employees performing the same
functions.
It is hoped that this memo will serve as a basis for discussion at
the November 14 conference meeting. The desired outcome is firm
guidance for City administration to deal with compensation issues
and to develop specific recommendations for Council approval.

A matter of immediate concern is the salary and benefit adjustment
for our nan-union employees. I recommend the following for 1989:
1. A 4.0$ general adjustment of salaries.
2. A$15.00 per month increase in the maximum
contribution of the City toward health, dental and
life insurance premiums. This would increase the
City's maximum contribution from $185.00 to $200.00
per month.
3. A$15.00 per month increase in the contribution of
the City toward Option B("Multiple Option") of the
City's Flexible Benefit Plan. This would increase
the City's contribution from $110.00 to $125.00 per
month.
Attached please find a six page work sheet prepared by Susan Irber
and Bill Hunt which provides some background information for these
recommendations.

REGARDING: Alternative Color Schemes for Civic Center
Based on Council choices of furniture types and suppliers, the
Architects are preparing alternative general interior color
schemes. We would like some Council direction for general color
schemes in the Council Chambers, public areas and the operations
offices for such things as:
1. Floor tile and carpet.
2. Chair frames and fabric.
3. Wood finishes.
4. Wall finishes.
David Kroos and Vicki Johnson will be available to present these
general alternatives and their recommendations to the City Council
on Monday night, November 14, 1988.
The next Council general recommendation will be on interior and
exterior siqnage around mid-January 1989.

Commerce Lane Reconstruction
Commerce Lane from 73rd Avenue to Osborne Road will require major
reconstruction in the immediate future. This road, which is part
of our Municipal State Aid System and in our 1989 5-year
improvement plan, serves an industrial area which generates a
considerable amount of heavy truck traffic. Due to the heavy truck
traffic and the poor soil conditions under the Commerce Lane
roadway, the street requires extensive maintenance just to keep it
in a minimal service condition.
Commerce Lane was originally constructed in 1966 at a total
improvement cost of $29,365.58. The cost of this street
improvement was assessed to the property owners at a rate of $7.46
per foot. Commerce Lane was designated as a Municipal State Aid
Street in 1971. We propose to reconstruct Commerce Lane to current
standards increasing its width from 39 feet to 44 feet, B-618
concrete curb and gutter in lieu of surmountable curbing, 11 ton
versus 9 ton design strength and storm sewer improvements. We
estimate that the improvement cost of this project will be
approximately $452,956 resulting in an assessment rate of $115 per
front foot for the property along Commerce Lane.
We would recommend that the Council order the improvement of
Commerce Lane from 73rd Avenue to Osborne Road in 1989. This would
allow us to schedule the public hearing in January and obtain
design approval by early spring. The scheduling of this
improvement in 1989 would also allow coordination with the County
plans to complete the final segment of Osborne Road from Commerce
Lane to University Avenue.

SUBJECT: a� S�t Resurfacing
In 1980, we initiated a street resw�facing pzogr�n. We initially looked at
�sln3 Bucksh�t tF'A-2). Txapp Rock (FA-3), and Slurry as possible sealcoat
alterratives.
In 1981, we established a pclicy of usi� Buckshc�t for all muzicipal streets
arxi TraPp I�xk for all Ir1SAS streets. Sluriy was dropped due to the lack of
�perier�ced c�r�tzactors in the Mira�eapolis area.
Fach year we have been sealcoating approximately 9 miles of streets in
accorda�e with the 1981 p�licy. With the oampletion of the proposed 2989
sealcoat program, all of the designated city streets will i�ave been
resurfaced.
A review of the past ei�t years' efforts ir:iicate that the Buckshot material
on z�esidential streets has an e�fective life o� 5 years. Trapp Rock on MSAS
streets bas an effective life of at least 8 years. An analysis of costs
ir�dicate that the Trapp Rock is moz�e eo�r�nical at appr�oocimately 6 cents per
square yaid per year as oanpared to Buckst�ot at 7 1/2 cents per square yard
