Cbtmcilman Schneider asked haa much additional traffic would be created on

Mr. Flora, Public Works Director, stated as far as acoess onto 63rd, nothing

Avenue, the persons atronizing the shopp.ng center would only Le ab2e to
turn rict on Rioe Creek Road and would probably be used by those Fersons

west would facilitate traffic mwanents to tk,e south.
Cotimcilwanan Jorgenson asked if there would Ye sicyiage provided to indicate
if Fatrons of the oenter wanted to go west, they shculd use Hichway 6.
Mr. AppleLun, the petitioner, stated the main entrance and exits would be
on the west side of the oenter, with one drive for ingress and two drives
for eqress. He stated he didn't believe this additional curb cut would
change the traffic in any way.
meilman Billincys asked hav imFortant it was to use this curb cut as both
an entranoe and exit and if it muld le u.sed as an entrance only.
Mr, Appletxwn stated with an entrance only, it may cause somE interior
traffic groblens in the oenter.
Cotmcilwoman Jorgenson stated the problem is that there would be five
entrances within 1,300 feet.
Mr. Qureshi, City Marager, stated the street would be widened considerably
with two lanes of traffic in both directions in order to accbmmcdate the
traffic,
Cowcilwanan Jorgenson questioned if the medi.an on Hiyhway 65 is closed at
63rd Avenue, haw access wi11 be obtained to The Lift and the City' s liquor

Mr, E7.ora stated Mississippi Street muld ke used to Dellwooa Urive to 63rd

' nagement finn to manage the various ntractors irvolved in the renodeling
and eansion. He stated this may Ix a ketter method than hiring a general
oontractor as the wnstxuction management firm would have an on-site
superintenderit to wersee the work and protect the City' s interests. Mr.
ureshi stated the deFartrnem heads have interviewed at lEast thre firms
and are sulnitting a rewmmenction.
Mr. Robertn, Ontaity Develognent Director, stated! the architect has
advised this project will be ve[y complex and usirg a construction
management firm, rather than a general oontractor, may be more teneficial to
the City.

which two were elimirrted and three were asked to sutxnit written bids. He
stated the dexrtment heads reviewed all three written proposals anc3

be $78,000, with a total fee not to exceed $300,000.
Mr. Flora, Public Works Director, stated, normally, a general contractox

Mr. Qureshi stated with a general oontractor there may be 20 sub-contractors
to which the general mntractor adds his rxofit. He statec a contruction
management firtn is Faid a fiwed fee and they are professianally traineu in
this work. Mr. Qureshi stated because the Cxty is renodeling the existing
build.ng, it was importarit there be as little interruption as pssible with
City business.
Cotmcilman Billings asked if the construction mariagement firm would ke
letting all the 4ic at onoe so the Coimcil would Imow the msts. He statee
with a general ountractor, after bicl are received, the osts are Imown.
Mr. Rnbertron stated all the persons who wrote propals have reviewed the
budget and determined it was adequate. He stated the likel.hood of
mmgleting the project on time and on budyet is hetter with the mns#ructien
management approach.

' so the Coimcil would Imow exactly the aonstructiun costs before they even
begin cnnstruction.
Coimcilman Billi.ngs stated if the City did not proceed with this proect,
the only osts to the City would be the fee for Mr. Christenson to assemble
the bids. Mr. Christenson stated that was oorrect.
Mr. Christenson stated b, thE time the desic c3evelognent stage is finished
with the arc3iitect, the oosts will be Imown. He stateca usually when bids

superintettdent.
Mr. Christenson stated in the general contractor relationship, the
aontractor is not involved until the proect is bid. He ated under the
onstruction managner ncept, there is onstruction input at the design
stage. He stated with the oonstruction management team involved, the
architectural fees may he somEwhat less.
Mr. Christenson stated although khe contracts are made directly with the
City, their fiLm would be responsible throughout the constrection of ttie
project. He stated thEy would contact the crontractors to make sure the work
is oampleted,
Cotmcilman Schneider pointed out the City has had problens in the past where
wnsultants were hired and a mntractor dichi't do his ob. He questioned
what Bossardt and Christenson"s role would 6e if mething lke this
occurred.
Mr. Qiristensn stated the are the ofessiorals the City hires to oversee
this pro7ect and felt the had an obligatien to make sure the proect is
ompleted satisfactorily. He stated if there is a problen, he felt the City
woul d f ind thn 1 iabl e.
Mr. Flora stated an architect was hired to design the project and a
mnstruction managnerit fiim would ctermine haa to Fackage it and find the
best possible oontractors to oomplete the ob. He statea this firm would be
responsible for cuerseeing the project and that it is oonstructed accarding
to the plans.
Councilman Billinqs asked if the contracts are bid through the City's
bidding process.

as follavs: $15,000 for desi develognent; $10,00D for working drawings;
$10,000 for bid evaluaion and award; and $43,000 for aonstruction.
Mr. Christenson stated in the desic and develognent stage, the would work
with the desicyl team to establish a sme af work anci schedule, He statec
the would go throuc the val engineerinq process Ly identifying different
enclosure systens and mechanical and electrical systems to get the best
value for the Cii.y. He stated in the working drawing stage, they would be
working with the design team to establish architectural and structural
' details to fit into the overall construction schedule. Mr. Christenson
stated during the bid evaluation and award stage, they will be goliciting
bids and making contractors aware of this proect. He stated it is
anticited 100 to 120 bids wi11 be received on the proj ect.
imcilman Billings stated if and when the bids are xeceived the Council
feels the project is ove[ budget, the City's only obligation would be
$35,000 and the $43,000 for construction wouldn't have to be paid. Mr.
Christenson stated he believes that is a fair statement.
Cotmcilman Billings asked wtat msts mulc be incurred over and above the

(DUNQLN4IN SQiNEIL1ER.
Mr. Qureshi stated the manaqement oonsultant firm technique is fairly new
and staff feels this approach would provide the 6est eervice for the City's
neecls. He felt the City Attorney ould revifta the proppsed agreement and
bring it tack to the Oimcil at the next meeting.
Mr. Hill, Public Safety Director, stated staf£ has developed a yood
relationship with the architect and has a o,reat aeal of trust in what has
been presented so iar, He stated it is felt that a oonstruction management
finn, rather than a general oontractor, to over9ee this .roject is best for
Yhe City. He stated it is felt the costs would be about the same for a
general contractor or construction management firm, however, the
aonstruction management firm is a professional dealinq with the oontractors
on a regular lzsis and the would take into onsidetatiott the City's ooncern
a6out disruption of City business. Mr. Hill statec the construction
manacnent ficm is also aware of the shortage of arkiny and would guarantee
a certain amount of rking sces and woul't allow any storage of
ttaterials on the site except on an "as needer3" basis.
