RESOLUTION NO. 30 - 1988
RESOLUTION OPPOSING FUNDING MECHANISM ASSOCIATED WITH S.F.
1928
WHEREAS, the State Senate is reviewing a safe drinking water billing, S.F.
1928; and
WHEREAS, the State House of Representatives has a companion bill H.R. 2307;
and
WHEREAS, the two bills propose to create a safe water drinking program under
the Department of Health; and
WHEREAS, the bills propose to establish a funding mechanism of one cent per
1,000 gallons of water purchased to municipal system users; and
WHEREAS, private well users are not similarly taxed; and
WHEREAS, the State Department of Health required the cities to initiate their
independent testing of volatile organic chemicals (VOC); and
WHEREAS, the bills propose a discriminatory and regressive tax on certain
water users.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fridley
opposes the funding mechanism for the Senate Bill S.F. 1928 and the companion
House Bill H.R. 2307.
