RESPONSE TO METROPOLITAN COUNCIL'S PROPOSED TRANSPORTATION
DEVELOPMENT GUIDE /POLICY PLAN AS IT RELATES TO LIGHT RAIL
TRANSIT
WHEREAS, the Metropolitan Council has proposed revisions to its 1983
Transportation Development Guide /Policy Plan (the "Plan ") and has solicited
comments regarding those proposed revisions; and
WHEREAS, the portion of the Plan regarding light rail transit recommends
developing either four or six light rail transit corridors and sets forth a
proposed time frame for development; and
WHEREAS, the "Minneapolis North" and "Minneapolis Northwest" corridors
identified by the Metropolitan Council, which are the only corridors which
could serve Anoka County and the north metropolitan area, are both contained
in the six - corridor alternative ( "Alternative C ") and are scheduled for
development in the last time period, 2001 -2010; and
WHEREAS, previous studies completed by the Metropolitan Council have
determined that light rail transit is feasible and potentially cost - effective
in both the "Minneapolis Northwest" corridors connecting the north
metropolitan area with downtown Minneapolis because the Metropolitan Council
' has found that these corridors:
- meet the daily ridership thresholds for LRT on railroad and arterial
street alignments;
- meet the annual capital and operating cost per passenger thresholds;
- provide favorable service to the transit dependent;
- have a positive impact on currently congested highways; and
WHEREAS, the Anoka County Regional Railroad Authority has completed a Scoping
Study identifying recommended route alternatives for detailed study and
inclusion in a Comprehensive LRT System Plan to be completed in early 1989.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fridley
makes the following recommendations to the Metropolitan Council:
1. The Metropolitan Council should adopt the full six - corridor
recommendation.
2. The Metropolitan Council should revise the Plan to omit the timetable and
sequence for corridor development in order to provide for greater planning
flexibility in the metropolitan area.
3, The corridor designation contained in the Plan should be sufficiently
' flexible to allow for local decisions regarding the specific location of
light rail transit routes.
4. The Metropolitan Council should not use the existing level of study of any
particular corridor as a long -range planning criterion to determine the
priority of metropolitan investment in light rail transit.

' BE IT FURTHER RESOLVED that:
1. The Anoka County Regional Railroad Authority is moving expeditiously to
complete a Comprehensive LRT System Plan for Anoka County by early 1989,
which will seek to coordinate existing transportation services and
facilities in the most cost - effective and efficient manner.
2. Preliminary statistics prepared by the Metropolitan Council in its 1986
study entitled "Long -Range Transit Analysis: A Study of Potential Transit
Capital Investments in Twin Cities Corridors" indicates that both the
North and Northwest Corridors compare favorably to other alternatives
ranked higher in the proposed Plan.
3. The north metropolitan area and Anoka County in particular is in a stage
of rapid development, with major metropolitan facilities scheduled for
development, and its need for light rail transit has increased since the
1986 study.
4. Light rail transit service to the north metropolitan area is consistent
with the philosophy and goals of the Plan and should be supported by the
Metropolitan Council.
