RE: REDISTRICTING REQi7ESTS
Attached you will find four different redistricting scenarios - A, B, C and
D- as proposed by Councilmember Billings. The changes are a result of the
incorrect legislative line that was originally sent to Council for the
September 9th meeting.
You will also find copies of ordinances which determined the ward boundaries
in the 1960s and 1970s.
Finally, you will find a September 16, 1991 memo from Tom Durand of Anoka
County suspending redistricting until further order of the Court.

described as follows: �-:
Commencing at the intersection of the Mississippi River with
Rice Creek,_easterly along said Rice Creek to Central Avenue
Northeast, northerly along Central Avenue Northeast to Sixty-
ninth Avenue Northeast, easterly along Sixty-ninth Avenue
Northeast to the eastern boundary of the City of Fridley.
* By following Rice Creek easterly from approximately
University Avenue to Highway #65, we are splitting a
Census Block (#3474, population 103). We have followed
the creek, but have added the 103 residents into Ward B,
as per Councilmember Billings.

That portion of the City of Fridley lying south of a line
described as follows: commencing at the intersection of the
Mississippi River with Rice Creek, easterly along the southern
boundary of Senate District #48 to the Burlington Northern
Railroad tracks, southerly along the Burlington Northern
Railroad tracks to Sixty-first Avenue Northeast, easterly
along Sixty-first Avenue Northeast to Main Street Northeast,
southerly along Main Street Northeast to Fifty-ninth Avenue
Northeast, easterly along Fifty-ninth Avenue Northeast to
University Avenue Northeast, northerly along University Avenue

AN ORDINANCE AMENDING CHAPTERS 1.02 AND 1.03 OF THE CITY CODE
� RELATING TO WARD AND PRECINCT BOUNDARIES WITHIN THE CITY
THE CITY COUNCIL OF'THE CITY OF FRIDLEY DO ORDAIN AS FOLIAWS:
Chapters 1.02 and 1.03 0£ the City Code are hereby amended to read as follows:
SECTION 1.01 Pursuant to the City of Fridley Charter, Chapter 2.03�which
requires the Council to redetermine Ward Boundaries after each
decennial census of the United States, and at other times as the City Council
may determine. The Ward and Precinct Boundaries of the City are redetermined
and hereafter are established as follows:
A. Ward No. 1, Precinct No. 1 is established as the area bounded as follows:
On the north by the City limits, on the east by T.H. 65, on the west by
Burlington Northern Railroad right-of-way, on the south by Minnesota
Transfer Railway right-o£-way and an extension o� that line (north line
of the South � o£ the South � of Sections 10, 11 and 12).
B. Ward No. 1, Precinct No. 2 is established as the area bounded.as follows:
On the north by the Minnesota Railway Transfer right-o£-way and an ex-
tension of that line (north line of the South �S of the South � of Sections
11 and 12), on the east by T.H. 65, on the south by Mississippi Street, and
_ on the west by T.H. 47.
� C. Ward No. 1, Precinct No. 3 is established as the area bounded as follows:
On the north.by an extension of a line drawn parallel with the right-of-
way of the Minnesota Transfer Railway (the north line of the South � of

boundary of the Precinct to Mississippi Street and by 7th Street from
Mississippi Street to T.H. 694, on the south by T.H. 694 from 7th Street

Northern Railway right-of-way from Rice Creek to Mississippi Street by
2� Street from Mississippi Street to 60th Avenue, and by T.H. 47 from
60th Avenue to T.H. 694, on the south by T.x. 694, and on the west by
the Mississippi River.
I. Ward No. 3, Precinct No. 3 is established as the area bounded as follows:
On the north by T.H. 694, on the east by 7th Street from T.H. 694 to
the south limits and by the easterly City limits from that point to the
south limits of the City, on the south by the south City limits, on the
west by the Mississippi River.

is Exhibit "A" and made a part hereof by reference; and whenever and wherever
a conflict shall appear between the boundaries as noted and provided on said
map and the lines noted and described in Section 1.02, then the boundaries as
noted in said map shall prevail.
ADOPTED BY THE CITY COUNCIL OF THE CITY OF FRIDLEY THIS 30TH DAY OF AUGUST, 1971.

Effectiv� September 13, 1991, the three Judge Snecial Redistrictirag Panel issued an order which
states: 'That the time period within which local uni:s af government are required to complete the
redefir�;ng of the �aun�arie� of election precinc:s, wards or other iocal election districts pursuant
to iJlinn. Stat. § 2048.135, 204B.14, 205.84, 2�5A.12 and 375.02 as amended by 1991 Minnesota
Laws Chapter 349, are suspended until fu �t�er order of this Court." The panel also acceierated
its schedule for deciding the Legislative Redistricting issue to the first week in December.
Because it is important that we communicate quickly on Redistricting and Election issues, I wouid
appreciate each of the jurisdictions in Anoka County completing the enclosed form designating
one person as tfie contact for their jurisdiction for �edistricting and election issues. This will
ensure that information gets to the right person in a timely fashion.
